【摘要】：隨著我國(guó)經(jīng)濟(jì)社會(huì)持續(xù)快速發(fā)展,安全生產(chǎn)形勢(shì)日益嚴(yán)峻,各種深層次社會(huì)矛盾凸顯,與此同時(shí),人民群眾對(duì)工作居住環(huán)境和安全健康保障的要求不斷提高。而政府傳統(tǒng)的安全生產(chǎn)監(jiān)管工作不能完全有效協(xié)調(diào)和解決這一矛盾。在這種情況下,引入在西方國(guó)家日漸發(fā)展成熟的安全社區(qū)這種有效的安全健康管理模式,嘗試從社會(huì)基層基礎(chǔ)(簡(jiǎn)稱“雙基”)安全建設(shè)開始,通過安全社區(qū)創(chuàng)建工作的有序開展,促進(jìn)安全生產(chǎn)監(jiān)管朝著良性循環(huán)的軌道發(fā)展,便成為一種切實(shí)可行的選擇。然而,我國(guó)對(duì)于安全社區(qū)建設(shè)和安全生產(chǎn)監(jiān)管的研究還處于初步探索階段,相關(guān)研究片面化、表面化,研究缺乏系統(tǒng)性、深入性。基于此,本文擬將安全社區(qū)建設(shè)和安全生產(chǎn)監(jiān)管放在同一緯度進(jìn)行系統(tǒng)分析,深入挖掘兩者之間的聯(lián)系,搭建“橋梁”,以期發(fā)揮基層安全社區(qū)建設(shè)對(duì)安全生產(chǎn)監(jiān)管的促進(jìn)作用。 社區(qū)作為人民群眾生產(chǎn)生活的集中場(chǎng)所,處于直接矛盾和壓力的最前沿,通過安全社區(qū)建設(shè)推進(jìn)安全生產(chǎn)監(jiān)管成為社會(huì)管理創(chuàng)新中亟待解決的熱點(diǎn)問題。本文就是在此思想和背景下開展相關(guān)研究的,首先是安全社區(qū)建設(shè)促進(jìn)安全生產(chǎn)監(jiān)管的理論分析。以治理理論、系統(tǒng)分析理論為依據(jù),對(duì)社會(huì)管理中的政府治理和安全生產(chǎn)監(jiān)管方式轉(zhuǎn)變、安全生產(chǎn)監(jiān)管的系統(tǒng)要素和系統(tǒng)環(huán)境、安全社區(qū)建設(shè)與安全生產(chǎn)監(jiān)管的關(guān)系等進(jìn)行了分析。其次是安全社區(qū)建設(shè)與安全生產(chǎn)監(jiān)管的現(xiàn)狀分析。審視我國(guó)安全社區(qū)建設(shè)和安全生產(chǎn)監(jiān)管的概況,在此基礎(chǔ)上,剖析現(xiàn)狀存在的主要問題和多元形成原因。再次是依托安全社區(qū)建設(shè)的安全生產(chǎn)監(jiān)管創(chuàng)新對(duì)策。在探明現(xiàn)存主要問題的基礎(chǔ)上,提出了依托安全社區(qū)建設(shè)促進(jìn)安全生產(chǎn)監(jiān)管的創(chuàng)新對(duì)策,包括組織機(jī)構(gòu)和權(quán)責(zé)劃分、安全生產(chǎn)監(jiān)管流程、安全教育與宣傳和安全生產(chǎn)的應(yīng)急反應(yīng)。最后是大連市創(chuàng)建安全社區(qū)促進(jìn)安全生產(chǎn)的實(shí)證分析。結(jié)合本職工作,將開展的安全社區(qū)建設(shè)保障安全生產(chǎn)監(jiān)管工作的理論研究和對(duì)策建議應(yīng)用于大連市社區(qū)建設(shè)之中,通過調(diào)查典型安全社區(qū)建設(shè)的現(xiàn)狀,提煉典型安全社區(qū)建設(shè)在促進(jìn)安全生產(chǎn)監(jiān)管上的特色,反饋存在的問題,提出改進(jìn)建議,從而對(duì)論文提出的對(duì)策建議進(jìn)行修正,探索通過安全社區(qū)建設(shè)促進(jìn)安全生產(chǎn)監(jiān)管的實(shí)際操作性。
[Abstract]:With the sustained and rapid development of our country's economy and society, the situation of production safety is becoming increasingly grim, and various deep-seated social contradictions are highlighted, at the same time, The people's demands for working and living environment and safety and health protection are constantly increasing. However, the traditional government supervision on production safety cannot coordinate and resolve this contradiction completely and effectively. Under such circumstances, By introducing the effective safety and health management model, which is gradually developing and maturing in the western countries, we try to start with the construction of the basic foundation of the society ("double bases") and carry out the work of creating the safe community in an orderly manner. It is a feasible choice to promote the development of safe production supervision towards a virtuous circle. However, the research on safety community construction and safety production supervision in our country is still in the preliminary exploration stage, and the related research is one-sided. Based on this, this paper intends to put the safety community construction and safety production supervision in the same latitude for systematic analysis, and further explore the relationship between the two. Build "bridge", with a view to giving play to the role of grass-roots safety community to promote the safety of production supervision. As a centralized place for the people to produce and live, the community is at the forefront of direct contradictions and pressures. Promoting production safety supervision through the construction of safety community has become a hot issue to be solved in the innovation of social management. The first is the theoretical analysis of safety community construction to promote safety production supervision. Based on governance theory and system analysis theory, the government governance and safety production supervision mode in social management are changed. System elements and system environment for supervision of production safety, The relationship between safety community construction and safety production supervision is analyzed. Secondly, the present situation of safety community construction and safety production supervision is analyzed. This paper analyzes the main problems existing in the present situation and the reasons for the pluralistic formation. Thirdly, it is the innovative countermeasures of safety production supervision based on the construction of safe community. On the basis of discovering the main existing problems, This paper puts forward innovative countermeasures to promote safety production supervision based on the construction of safety community, including organization, power and responsibility division, safety production supervision process, Safety education and publicity and emergency response in production safety. Finally, the empirical analysis of creating a safe community to promote safe production in Dalian. The theoretical research and suggestions of safety community construction and safety production supervision are applied to Dalian community construction, and the status quo of typical safety community construction is investigated. Abstract the characteristics of typical safety community construction in promoting safety production supervision, feedback the existing problems, put forward suggestions for improvement, so as to amend the countermeasures and suggestions put forward in this paper. To explore the practical operation of safety production supervision through the construction of safety community.
