區(qū)域一線(xiàn)從業(yè)員工基礎(chǔ)安全培訓(xùn)模式的研究

【摘要】:安全培訓(xùn)作為安全生產(chǎn)管理過(guò)程中的重要環(huán)節(jié),是政府監(jiān)管的重點(diǎn)、員工能夠安全工作的前提,也是企業(yè)提高管理水平的重要途徑。但是,企業(yè)教育一線(xiàn)員工時(shí),在培訓(xùn)內(nèi)容、課時(shí)、覆蓋率等方面均存在缺陷。員工的權(quán)益得不到保障,政府監(jiān)管也存在困難,所以需要探討新的安全培訓(xùn)模式。 本論文通過(guò)收集從業(yè)員工信息、調(diào)研企業(yè)需求等工作,綜合分析了以北京經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)為例,,開(kāi)展區(qū)域一線(xiàn)員工培訓(xùn)的必要性及可行性。由于開(kāi)發(fā)區(qū)產(chǎn)業(yè)布局集中,企業(yè)基礎(chǔ)安全培訓(xùn)內(nèi)容雷同性高,區(qū)域員工流動(dòng)性大,政府部門(mén)的政策導(dǎo)向清晰,主要發(fā)展四大支柱產(chǎn)業(yè),所以有條件實(shí)行區(qū)域集中的安全培訓(xùn)。 根據(jù)人員從事行業(yè)與工作年限相關(guān)性分析,描述了區(qū)域人力高流動(dòng)性給企業(yè)帶來(lái)的管理困難、成本壓力,進(jìn)而闡述了開(kāi)展區(qū)域集中培訓(xùn)的迫切性。分析了一線(xiàn)員工年齡小、文化水平不高的現(xiàn)狀,明確性別分布特點(diǎn),為進(jìn)行差異化培訓(xùn)提供了數(shù)據(jù)支持。闡述了開(kāi)發(fā)區(qū)產(chǎn)業(yè)規(guī)劃、用工需求特點(diǎn)、工傷事故發(fā)生規(guī)律,為下一步制定培訓(xùn)計(jì)劃、探索政府出臺(tái)引導(dǎo)政策、引入專(zhuān)業(yè)技術(shù)服務(wù)機(jī)構(gòu),從而建設(shè)適合區(qū)域一線(xiàn)員工進(jìn)行的安全培訓(xùn)模式提供了參考。
[Abstract]:Safety training, as an important link in the process of production safety management, is the focus of government supervision, the premise for employees to work safely, and an important way for enterprises to improve their management level. The employees' rights and interests are not protected and the government supervision is difficult, so it is necessary to explore a new safety training model. By collecting employee information and investigating the needs of enterprises, this paper comprehensively analyzes the necessity and feasibility of developing regional front-line staff training in the Beijing Economic and technological Development Zone. The content of basic safety training of enterprises is high, the mobility of regional staff is large, the policy direction of government departments is clear, and the four pillar industries are mainly developed, so they have the condition to carry out regional centralized safety training. Based on the analysis of the correlation between the number of people engaged in the industry and the working life, the paper describes the difficulties of management and cost pressure brought by the high mobility of regional human resources, and then expounds the urgency of developing regional centralized training, and analyzes the young age of the front-line employees. The current situation of low education level, clear gender distribution characteristics, provide data support for differentiated training. This paper expounds the industrial planning of development zone, the characteristics of employment demand, the occurrence law of industrial accidents, and formulates the training plan for the next step. This paper probes into the guidance policy of the government and introduces the specialized technical service organizations to build the safety training model suitable for the regional frontline staff.
