【摘要】：由于近幾年農(nóng)村經(jīng)濟發(fā)展速度迅猛,西部山區(qū)農(nóng)村公路建設也隨之快速增加,車輛類型、種類和駕駛員的數(shù)目也隨之增加,人、車、路、環(huán)境、資金、管理等要素對農(nóng)村公路的影響也發(fā)生變化,亟需對西部山區(qū)農(nóng)村公路安全管理問題進行全方位的研究。本文的研究對提高西部山區(qū)農(nóng)村公路交通安全,推動西部農(nóng)村地區(qū)公路交通和諧發(fā)展,具有深刻的意義。本文研究了西部山區(qū)農(nóng)村公路安全管理問題,主要內容如下： (1)明確西部山區(qū)農(nóng)村公路當前的現(xiàn)狀、特征、存在的問題；分析了和其他地區(qū)農(nóng)村公路的差異性,從道路、人、車輛、管理、資金、自然環(huán)境六個方面分析西部山區(qū)農(nóng)村公路交通安全機理； (2)在交通管理方面,明確西部山區(qū)農(nóng)村公路交通安全管理工作的方針、思想、原則；完善農(nóng)村公路安全教育制度；針對西部地區(qū)多民族聚居的實際情況,提出少數(shù)民族駕照考試對策；特別是針對西部山區(qū)多雨多地震等氣候環(huán)境,提出了如何應對的策略和方法; (3)在設施改造方面,論述適應于西部山區(qū)農(nóng)村公路路側防護設施、路面減速設施及路側誘導設施的設計原則、要求和方法；針對當前西部山區(qū)幾種特殊的路段類型,提出因地制宜的農(nóng)村公路安全設施改造措施；并通過建立農(nóng)村公路安全評價模型和實例分析,量化的展現(xiàn)農(nóng)村公路的安全度； (4)在資金管理方面,針對不能有效保證西部山區(qū)農(nóng)村公路建養(yǎng)資金的現(xiàn)狀,通過分析其農(nóng)村公路資金的來源、存在的主要問題及其成因,提出包括養(yǎng)護市場化、以強補弱等政策在內的西部山區(qū)農(nóng)村公路安全資金保證對策,針對西部農(nóng)村公路資金有限的問題,提出了資金分配模型,并給出實例求解。
[Abstract]:With the rapid development of rural economy in recent years, the construction of rural highways in the western mountainous areas has also increased rapidly, and the types, types and number of drivers have also increased. People, cars, roads, roads, environment, funds, The influence of the factors such as management on rural highway has also changed, so it is urgent to study the safety management of rural highway in western mountainous area in an all-round way, and the research in this paper is aimed at improving the traffic safety of rural highway in western mountainous area. It is of great significance to promote the harmonious development of highway traffic in western rural areas. This paper studies the safety management of rural roads in western mountainous areas. The main contents are as follows:. (1) to make clear the current situation, characteristics and existing problems of rural highways in western mountainous areas, and to analyze the differences between rural highways and other regions, from roads, people, vehicles, management, funds, etc. The mechanism of road traffic safety in rural areas in western mountainous areas is analyzed in six aspects of natural environment. 2) in the aspect of traffic management, make clear the policy, thought and principle of road traffic safety management in rural areas of western mountainous areas, perfect the system of road safety education in rural areas, and aim at the actual situation of multi-ethnic communities living in the western region, The countermeasures of driving license examination for ethnic minorities are put forward, especially the strategies and methods of how to deal with them are put forward in view of the rainy and earthquake climate environment in the western mountainous area. In the aspect of facility reconstruction, the design principles, requirements and methods of road side protection facilities, road deceleration facilities and road side guidance facilities for rural highways in western mountainous areas are discussed, and several special road sections in western mountainous areas are discussed. This paper puts forward the measures of improving rural highway safety facilities according to local conditions, and quantifies the safety degree of rural roads by establishing the evaluation model and case analysis of rural highway safety. 4) in the aspect of fund management, in view of the current situation that rural highway construction and maintenance funds cannot be effectively guaranteed in the western mountainous areas, through analyzing the sources, main problems and their causes of rural highway funds, the paper puts forward some suggestions, including the marketization of maintenance. In view of the problem of limited funds of rural roads in western mountainous areas, a fund allocation model is put forward, and an example is given to solve the problem.
