【摘要】：航行情報是保證航空器安全、正常飛行所需的各種資料。制作、發(fā)布各種航行情報是航行情報人員的主要工作,航行情報人員安全能力的高低直接影響航行情報的質量進而影響到飛行安全與航班正常。雖然《民用航空情報員執(zhí)照管理規(guī)則》已經(jīng)制定了關于航行情報人員能力的相關要求,但由于具有情報員執(zhí)照的航行情報人員的失誤造成的不安全事件仍時有發(fā)生。因此,研究分析航行情報人員安全能力的構成要素,構建航行情報人員安全能力的評價模型,對于有關民航主管部門選拔出更加勝任航行情報工作的人員,減少航行情報錯誤的發(fā)生有著重要的指導意義。首先,在對航行情報人員的規(guī)章要求及工作進行分析的前提下,結合文獻歸納以及專家修正,得出了航行情報人員安全能力的20個構成要素。使用探索性因子分析的方法對其進行定量分析,得出了航行情報人員安全能力的4個因子,建立了航行情報人員安全能力評價指標體系,其中包括職業(yè)態(tài)度、崗位要求、關系處理等4個一級指標,政治思想素質等20個二級指標。然后,構建了航行情報人員安全能力評價指標體系的影響假設模型,基于結構方程模型的理論和方法,利用AMOS17.0軟件對航行情報人員安全能力評價指標體系結構方程模型中的假設關系進行了驗證,并確定了航行情報人員安全能力各項指標對航行情報人員安全能力的影響程度。航行情報人員安全能力評價指標體系的4個一級指標對航行情報人員安全能力都有正向顯著影響作用,其中崗位要求對航行情報人員安全能力的影響最大(0.85),其余依次為個人特質(0.83)、職業(yè)態(tài)度(0.82),影響最小的是關系處理(0.78);而政治思想素質等20個二級指標對航行情報人員安全能力的間接效應中,理論知識對航行情報人員安全能力的影響權重最大(0.0559),反饋評價能力對航行情報人員安全能力的影響權重最小(0.0420)。最后,建立了航行情報人員安全能力的模糊綜合評價模型,評價了航行情報服務中心的3名航行情報人員安全能力的水平。評價的結果與其日常的績效水平相當,驗證了航行情報人員安全能力評價模型。
[Abstract]:Navigation information is to ensure the safety of aircraft, the normal flight of all kinds of information required. Production, release of all kinds of navigation information is the main work of aviation intelligence personnel. The safety ability of the aviation intelligence personnel directly affects the quality of the navigation information and thus affects the flight safety and the normal flight. Although the Civil Aviation Intelligence Officer license Management rules have been formulated on the aviation intelligence personnel can. Force requirements. However, the unsafe incidents caused by the fault of the navigational intelligence personnel with the intelligence license still occur from time to time. Therefore, the research and analysis of the components of the safety capability of the navigational intelligence personnel. The evaluation model of the safety ability of aviation intelligence personnel is of great significance for the competent civil aviation authorities to select more competent personnel and to reduce the occurrence of navigation information errors. First of all. On the premise of analyzing the regulations and work of the navigational intelligence personnel, combined with the literature induction and expert amendment. In this paper, 20 elements of navigational intelligence personnel safety ability are obtained, which are quantitatively analyzed by exploratory factor analysis, and 4 factors of navigational intelligence personnel safety ability are obtained. The evaluation index system of navigational intelligence personnel's safety ability is established, which includes four first-level indexes, such as professional attitude, post requirement, relationship handling, and 20 second-level indexes, such as political and ideological quality, etc. Then. The influence hypothesis model of safety capability evaluation index system of navigational intelligence personnel is constructed, and the theory and method based on structural equation model are presented. The hypothesis in the structural equation model of the evaluation index system for the safety capability of the navigational intelligence personnel is verified by using AMOS17.0 software. The influence degree of each index of safety ability of navigational intelligence personnel on the safety ability of navigational intelligence personnel is determined. All of the four first-degree indexes of the evaluation index system of safety capability of navigational intelligence personnel have great influence on the safety ability of navigational intelligence personnel. It has a positive and significant effect. Among them, post requirements have the greatest impact on the safety ability of navigational intelligence personnel (0.85%), followed by personal traits (0.83%) and professional attitude (0.82%). The least influence is the relationship treatment 0.78; In the indirect effect of 20 secondary indexes, such as political and ideological quality, on the safety ability of navigational intelligence personnel, the weight of theoretical knowledge to the safety ability of navigational intelligence personnel is the greatest (0.0559). The influence of feedback evaluation ability on the safety ability of navigational intelligence personnel is minimum 0.0420. Finally, the fuzzy comprehensive evaluation model of safety capability of navigational intelligence personnel is established. The level of safety capability of three aeronautical intelligence personnel in the service center of navigation information is evaluated. The evaluation results are similar to their daily performance level, and the evaluation model of safety capability of navigation intelligence personnel is verified.
