【摘要】：隨著我國建筑業(yè)的迅速發(fā)展,施工安全已成為社會各界廣泛關注的問題。然而傳統(tǒng)的施工安全管理模式已經凸顯其自身的不足和局限性,給施工安全管理帶來了很多不利之處,甚至會造成不可挽回的損失。近年來,精益管理理論和方法被應用于建筑企業(yè)安全管理中,由此形成的建筑企業(yè)的精益安全管理模式已成為精益建設的重要組成部分。本文在較為系統(tǒng)研究精益生產乃至精益管理理論的基礎上,以D公司為例,研究分析了D公司的安全管理現(xiàn)狀及管理中存在的問題,引入一些D公司在施工過程中遇到的安全管理疑難雜癥并克服的實例,并對如何運用精益理念提高安全管理績效的實踐進行了闡述。通過實施作業(yè)現(xiàn)場安全監(jiān)督精益化研究,發(fā)現(xiàn)月度無違章作業(yè)現(xiàn)場的比率和作業(yè)現(xiàn)場違章件數(shù)大大減少了,可杜絕事故發(fā)生。在研究中也總結了一些精益安全方法,如在行為觀察中引入標準化管理、在事故調查中’引入魚骨圖分析法、在風險管理中引入FMEA方法等。本文從公司的信息化、人員管理和企業(yè)文化建設三個方面提出了一系列的管理保障策略,以加快該公司從傳統(tǒng)的粗放式安全管理模式向精益化的安全管理模式轉變。本文就企業(yè)精益管理氛圍創(chuàng)造、組織流程優(yōu)化、人才選拔和培養(yǎng)等角度,分析了企業(yè)對成功實施精益生產管理的作用,并最終提出精益安全管理不僅僅是安全部門的責任,而是公司全員的責任,只有全體動員,精益安全管理才能實現(xiàn)。最后,針對目前公司在安全管理中存在的問題提出了改進設想：首先,建立良好的企業(yè)文化是企業(yè)安全的長久保障；第二,安全管理需持續(xù)改善,常抓不懈的工作,建立企業(yè)的改善機制是安全管理有效運行的動力；第三,安全工作離不開團隊,更需要全員的主動管理,培養(yǎng)企業(yè)的基層安全人員是安全工作的根本。在確保D公司在新的管理模式下,能夠降低施工項目的傷亡率,為員工打造一個安全的工作環(huán)境,實現(xiàn)沒有人受傷的安全愿景。
[Abstract]:With the rapid development of China's construction industry, construction safety has become a community wide concern. However, the construction safety management mode of the traditional has highlighted the shortcomings and limitations of its own, has brought many disadvantages to the construction safety management, and even cause irreparable loss. In recent years, the lean management theory and the method is applied to the safety management of construction enterprise, lean security management model of construction enterprise which has become an important part of lean construction. Based on the systematic study of lean production and lean management theory, taking D company as an example, analysis of the existing safety management status and management of D company in the introduction of some D problems encountered in the construction process of safety management and overcome Difficult miscellaneous diseases as an example, and how to apply Lean concepts to improve safety management performance. The practice is described. Through the implementation of lean operation safety supervision research, found no illegal monthly job site ratio and greatly reduces the number of illegal operation site, can prevent accidents. The study also summarizes some lean security methods, such as the introduction of standardized management in the behavior observation, introducing the fishbone in the accident investigation "the map analysis method in the risk management methods. This paper introduces FMEA from the company's information, put forward a series of security management strategies in three aspects of personnel management and the enterprise culture construction, to accelerate the transformation of the company from the extensive safety management mode of traditional lean to safety management mode. This paper enterprise lean management creating an atmosphere of organization, process optimization, personnel selection and training aspects, analyzes the implementation of lean production management for success, and eventually put forward lean safety management Only the security responsibility of the Department, but the company full of responsibility, only the mobilization, lean security management can be achieved. Finally, in view of the current existing in the safety management problems in the improvement: first, establish a good corporate culture is a long-term enterprise security protection; second, safety management needs continuous improvement, often catch the unremitting work, establish and improve the mechanism of enterprises is the effective operation of power safety management; third, safety work cannot do without the active management team, need more staff training, the basic level of security personnel is basic safety work. In order to ensure the D company in the new management mode, can reduce the casualty rate of construction project and to create a safe working environment for employees, not realizing the safety vision injured.
