【摘要】：在中國(guó)加入世貿(mào)組織后,工業(yè)生態(tài)問題受到越來越多的重視,我們必須從解決實(shí)際問題出發(fā),以儲(chǔ)備經(jīng)濟(jì)可持續(xù)發(fā)展動(dòng)力為著眼點(diǎn),改變中國(guó)工業(yè)企業(yè)的管理模式。為實(shí)現(xiàn)以上目標(biāo),我們結(jié)合環(huán)境、職業(yè)健康和安全管理(EHS)的概念和應(yīng)用情況,為今后中國(guó)工業(yè)企業(yè)管理提供了嶄新的思路。EHS是環(huán)境、職業(yè)健康、安全英文首字母的簡(jiǎn)寫,EHS部門就是負(fù)責(zé)公司環(huán)保、職業(yè)健康和安全管理的部門。在全球經(jīng)濟(jì)一體化的趨勢(shì)下,隨著在我國(guó)外企的不斷增多,構(gòu)建EHS文化已成為各大企業(yè)非常重視的一部分。近幾年來,國(guó)際上的安全、職業(yè)健康科學(xué)技術(shù)水平和環(huán)境保護(hù)水平發(fā)展迅速。中國(guó)的安全生產(chǎn)現(xiàn)狀和環(huán)境保護(hù)與發(fā)達(dá)國(guó)家比較明顯落后,這些差距主要表現(xiàn)在法規(guī)體系不夠健全,職業(yè)健康安全和環(huán)境管理體系不完善和安全衛(wèi)生基礎(chǔ)研究與應(yīng)用技術(shù)落后等方面。目前我國(guó)在進(jìn)行EHS文化建設(shè)的研究還比較少,僅有的一些研究只圍繞著EHS管理體系的構(gòu)建。本文全面介紹了 EHS工程在S公司內(nèi)的實(shí)施情況,重點(diǎn)介紹了該公司的環(huán)境、職業(yè)健康和安全管理體系以及其實(shí)施情況。EHS管理體系是一種非�？茖W(xué)的管理體系,運(yùn)用了 P-D-C-A的管理模式,由管理策劃、執(zhí)行、檢查和管理回顧五部分組成,并且全面融合了環(huán)境、職業(yè)健康和安全的理念。實(shí)施環(huán)境、職業(yè)健康、安全管理體系將成為工業(yè)企業(yè)提高安全管理水平和產(chǎn)品質(zhì)量以及保障員工健康的有效手段,而如何正確而且有效的實(shí)施EHS管理體系就成為關(guān)鍵。本文將通過對(duì)EHS文化構(gòu)建的問題進(jìn)行詳細(xì)的調(diào)查、實(shí)例研究和對(duì)實(shí)際問題的分析來找到S公司EHS文化的持續(xù)改進(jìn)策略。
[Abstract]:In Chinese after joining the WTO, the problem of industrial ecology is paid more and more attention, we must start from solving practical problems, to reserve economic power of sustainable development as the starting point, change the Chinese industrial enterprise management mode. To achieve the above goals, we combine the environment, occupation health and safety management (EHS) concept and its application. For the future China industrial enterprise management provides a new idea of.EHS is the environment, occupation health, safety English the first letter of the abbreviation, EHS department is responsible for the company's environmental protection, occupation health and safety management department. In the trend of global economic integration, with the increase in China's foreign cultural construction, has become a part of EHS the enterprise attaches great importance to. In recent years, the development of international security, occupation health science and technology level and the level of environmental protection safety production situation of China quickly. And environmental protection compared with the developed countries lagged behind, the gap is mainly reflected in the legal system is not perfect, occupation health and safety management system is not perfect and the health and safety of basic research and application technology and so on. At present our country in the research of EHS culture construction is still relatively small, only some of the research only focuses on building the EHS management system. This paper introduces the implementation of EHS project in S company, introduces the company environment, occupation health and safety management system and the implementation of.EHS management system is a very scientific management system, using the P-D-C-A mode of management, planning, implementation by management, inspection review and management of five parts, and the full integration of the environment, occupation health and safety concept. The implementation of environment, occupation health and safety management system will become the industrial enterprises to improve The level of safety management and quality of products and ensure employee health effective means, and how to correct and effective implementation of EHS management system becomes the key point. This paper will carry out a detailed investigation on the problem of constructing the EHS culture, case study and analysis of the practical problems to find continuous improvement strategies of S EHS culture.
