【摘要】：21世紀(jì)海洋經(jīng)濟(jì)成為世界經(jīng)濟(jì)發(fā)展新的增長點(diǎn)。海洋巨大的資源優(yōu)勢極大緩解了國家和地區(qū)資源制約瓶頸。以資源開發(fā)為基礎(chǔ)、以區(qū)位優(yōu)勢為依托的海洋產(chǎn)業(yè)和臨海產(chǎn)業(yè)帶動(dòng)了沿海經(jīng)濟(jì)帶的形成和發(fā)展，有效緩解了日益嚴(yán)重的生態(tài)環(huán)境壓力，為經(jīng)濟(jì)增長注入了新的活力。國內(nèi)外實(shí)踐表明，海陸聯(lián)動(dòng)一體化發(fā)展可以最大程度地發(fā)揮海陸資源、區(qū)位以及科技優(yōu)勢，促進(jìn)地區(qū)經(jīng)濟(jì)產(chǎn)業(yè)結(jié)構(gòu)更深層次的優(yōu)化升級，《中華人民共和國國民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃綱要》中明確提出了要“堅(jiān)持陸海統(tǒng)籌戰(zhàn)略，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，加強(qiáng)海洋綜合管理”的未來發(fā)展思路，因此沿海地區(qū)必須走海陸一體化的發(fā)展道路。 以此為背景，本文以地理學(xué)、經(jīng)濟(jì)學(xué)學(xué)科理論為指導(dǎo)，，分別從資源、產(chǎn)業(yè)、科技和環(huán)境四個(gè)角度來分析海陸一體化進(jìn)程；采用理論與實(shí)證、定性與定量、系統(tǒng)分析與邏輯分析等研究方法，通過分析海洋經(jīng)濟(jì)與陸域經(jīng)濟(jì)的能力結(jié)構(gòu)，借鑒能力結(jié)構(gòu)關(guān)系模型來構(gòu)建海陸一體化的評價(jià)體系；同時(shí)結(jié)合層次分析法，測度海陸經(jīng)濟(jì)綜合能力、耦合度以及獲益比例，實(shí)現(xiàn)對環(huán)渤海沿海經(jīng)濟(jì)帶各省市的海陸一體化程度的研究。本文構(gòu)建了海陸經(jīng)濟(jì)可持續(xù)發(fā)展的定量模型，并根據(jù)環(huán)渤海沿海地區(qū)海陸一體化發(fā)展的實(shí)際情況提出相應(yīng)的對策建議，以期為決策者提供思路，實(shí)現(xiàn)論文的現(xiàn)實(shí)意義。

[Abstract]:In the 21st century, the marine economy has become a new growth point of the world economy. The great resource advantage of the ocean has greatly relieved the bottleneck of national and regional resource restriction. On the basis of resource development, the marine industry and the Linhai industry, which are based on the location advantage, have driven the formation and development of the coastal economic belt, and effectively relieve the growing ecological environment pressure and inject new vitality into the economic growth. The domestic and foreign practice shows that the integrated development of the sea-land linkage can maximize the land-and-land resources, the location and the scientific and technological advantages, and promote the deeper optimization and upgrading of the regional economic structure. The Twelfth Five-Year Plan for the National Economic and Social Development of the People's Republic of China clearly sets out the future development thinking of the "Insist on the land-sea integrated strategy, optimize the industrial structure and strengthen the integrated ocean management", so the coastal area must take the development path of the integration of sea and land. This paper, based on the theory of geography and economics, analyzes the process of land-and-land integration from four angles of resource, industry, science and technology and environment, and adopts the theoretical and empirical, qualitative and quantitative, systematic analysis and logic analysis. By analyzing the capability structure of the marine economy and the land-based economy, the evaluation system of the sea-land integration is constructed by using the model of the relationship between the capability and the structure, and the comprehensive ability, the coupling degree and the benefit ratio of the sea-land economy are measured by the combination of the analytic hierarchy process. A study on the degree of sea-land integration in the coastal economic zone of the Bohai Sea The paper constructs the quantitative model of the sustainable development of the sea and land economy, and puts forward the corresponding countermeasures according to the actual situation of the integrated development of the sea and land in the coastal area of the Bohai Sea, with a view to providing a train of thought for the decision-makers and realizing the realistic meaning of the paper.
