【摘要】：十八屆五中全會將"開放"列入五大發(fā)展理念之一,發(fā)展更高層次的開放型經(jīng)濟是"十三五"規(guī)劃的重要目標(biāo)。中國已經(jīng)具備發(fā)展更高層次開放型經(jīng)濟的基礎(chǔ)和條件,國際國內(nèi)經(jīng)濟環(huán)境發(fā)生重大變化,為開放型經(jīng)濟發(fā)展提供了機遇與挑戰(zhàn)。新常態(tài)下更高層次開放型經(jīng)濟具有新的目標(biāo),包括投資貿(mào)易更加便利化,生產(chǎn)要素流動性更強,區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展?fàn)I商環(huán)境國際化、法治化等目標(biāo)。實現(xiàn)這些目標(biāo)需要構(gòu)建對外開放新高地作為優(yōu)化區(qū)域布局的主要著力點,形成對外開放新體制,全面實行準(zhǔn)入前國民待遇加負(fù)面清單管理制度,推進"一帶一路"建設(shè),深化內(nèi)地和港澳、大陸和臺灣地區(qū)合作發(fā)展,積極參與全球經(jīng)濟治理等新舉措。
[Abstract]:The Fifth Plenary session of the 18th CPC Central Committee listed "openness" as one of the five major development concepts, and the development of a higher level of open economy is an important goal of the 13th five-year Plan. China already has the foundation and conditions for the development of an open economy at a higher level. Great changes have taken place in the international and domestic economic environment, which has provided opportunities and challenges for the development of an open economy. Under the new normal, a higher level of open economy has new goals, including the facilitation of investment and trade, the stronger liquidity of production factors, the coordinated development of regional economy, the internationalization of business environment, the rule of law and so on. To achieve these goals, it is necessary to construct the new highland of opening to the outside world as the main focus of optimizing the regional layout, to form a new system of opening up to the outside world, to comprehensively implement the management system of national treatment plus negative list before admission, to promote the construction of "Belt and Road Initiative", to deepen the cooperative development between the mainland and Hong Kong and Macao, the mainland and Taiwan, and to actively participate in global economic governance.
