【摘要】：我國產(chǎn)業(yè)結(jié)構(gòu)失衡有很深刻的稅收背景,稅收制度安排缺失制約產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,以流轉(zhuǎn)稅為主體的稅制結(jié)構(gòu)和稅負的不合理強化了產(chǎn)業(yè)結(jié)構(gòu)的失衡;財權(quán)與事權(quán)分割效應(yīng)及其擴散效應(yīng)的疊加也使稅收的結(jié)構(gòu)效應(yīng)傳導(dǎo)機制被破壞,從而阻礙了產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的步伐。
[Abstract]:The imbalance of industrial structure in our country has a profound tax background, the lack of tax system arrangement restricts the adjustment of industrial structure, the unreasonable structure of tax system and tax burden with circulation tax as the main body strengthens the imbalance of industrial structure, and the superposition of the separation effect of financial power and administrative power and its diffusion effect also destroys the transmission mechanism of tax structure effect, thus hindering the pace of industrial structure adjustment.
