【摘要】：當前，我國總體上已進入以工促農(nóng)、以城帶鄉(xiāng)的發(fā)展階段，進入加快改造傳統(tǒng)農(nóng)業(yè)、走中國特色農(nóng)業(yè)現(xiàn)代化道路的關鍵時刻，進入著力破除城鄉(xiāng)二元結構、形成城鄉(xiāng)經(jīng)濟社會發(fā)展一體化新格局的重要時期。2012年12月15日至16日中央經(jīng)濟工作會議在北京舉行。在本次會議上提出了要“積極穩(wěn)妥推進城鎮(zhèn)化，著力提高城鎮(zhèn)化質(zhì)量”。因此，消除城鄉(xiāng)差距，實現(xiàn)城鄉(xiāng)一體化，仍是我國當前及今后一段時期內(nèi)的一項重要任務。 我國由于地域廣闊，各地的自然條件、經(jīng)濟基礎、文化傳統(tǒng)等存在著差異。各級政府雖然在政策導向上已經(jīng)確定了城鄉(xiāng)一體化的方向，但符合各地實際情況的城鄉(xiāng)一體化模式仍在探索中。特別對于西部貧困落后地區(qū)，，由于經(jīng)濟基礎薄弱、工業(yè)發(fā)展乏力、農(nóng)業(yè)生產(chǎn)方式落后，如何實現(xiàn)城鄉(xiāng)一體化成為了這些地方面對的一項重大課題。 定西市安定區(qū)作為西部貧困落后地區(qū)的典型代表，對其城鄉(xiāng)一體化進行研究具有重大的現(xiàn)實指導意義。本文首先對城鄉(xiāng)一體化的基本理論進行研究整理，明確其基本的理論框架。其次，通過對定西市安定區(qū)城鄉(xiāng)一體化的基礎條件進行歸納整理，設計評價模型，對研究區(qū)進行度量，在測評數(shù)據(jù)所反映的基礎上，系統(tǒng)地掌握研究區(qū)的城鄉(xiāng)發(fā)展狀況。最后，在操作層面上探究推進定西市安定區(qū)城鄉(xiāng)一體化發(fā)展的思路和途徑。
[Abstract]:At present, on the whole, China has entered the stage of promoting agriculture by industry, the development stage of urban and rural areas, the critical moment of speeding up the transformation of traditional agriculture, taking the road of agricultural modernization with Chinese characteristics, and entering an important period of efforts to break down the dual structure of urban and rural areas and form a new pattern of integration of urban and rural economic and social development. The Central Economic work Conference was held in Beijing from December 15 to 16, 2012. At this meeting, we put forward the need to "actively and steadily promote urbanization and strive to improve the quality of urbanization." Therefore, eliminating the gap between urban and rural areas and realizing the integration of urban and rural areas is still an important task in our country at present and in the future. Due to the vast region, local natural conditions, economic base, cultural tradition and so on, there are differences in our country. Although governments at all levels have determined the direction of urban-rural integration in terms of policy guidance, the model of urban-rural integration in line with the actual situation of various localities is still under exploration. Especially for the poor and backward areas in the west, due to the weak economic base, weak industrial development and backward agricultural production mode, how to realize the integration of urban and rural areas has become an important issue faced by these places. As a typical representative of poor and backward areas in western China, it is of great practical significance to study the integration of urban and rural areas in Anding District of Dingxi City. In this paper, the basic theory of urban-rural integration is studied and sorted out, and its basic theoretical framework is clarified. Secondly, through the induction and collation of the basic conditions of urban-rural integration in Dingxi Anding District, the evaluation model is designed, and the study area is measured. On the basis of the evaluation data, the urban and rural development of the study area is systematically grasped. Finally, at the operational level, this paper explores the ideas and ways to promote the integrated development of urban and rural areas in Dingxi District.
