文化創(chuàng)意產(chǎn)業(yè)發(fā)展對(duì)江蘇省產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化影響研究

【摘要】:2011年3月16日,《國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十二個(gè)五年規(guī)劃綱要》提出“深化文化體制改革,推動(dòng)文化產(chǎn)業(yè)成為國(guó)民經(jīng)濟(jì)支柱性產(chǎn)業(yè)”。2012年2月28日,文化部發(fā)布《文化部“十二五”時(shí)期文化產(chǎn)業(yè)倍增計(jì)劃》,提出“十二五”期間文化產(chǎn)業(yè)增加值年平均增速高于20%,2015年比2010年至少翻一番。然而,當(dāng)前對(duì)于文化創(chuàng)意產(chǎn)業(yè)的理論研究落后于政策實(shí)踐,現(xiàn)有研究主要集中于文化創(chuàng)意產(chǎn)業(yè)的概念和內(nèi)涵,本文從產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的視角入手,全面而深入地研究了文化創(chuàng)意產(chǎn)業(yè)發(fā)展對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的影響。 本文首先界定了文化創(chuàng)意產(chǎn)業(yè)的概念,即以精神文化產(chǎn)品的生產(chǎn)為中心,以創(chuàng)意要素的投入為核心增長(zhǎng)手段,通過(guò)知識(shí)產(chǎn)權(quán)的開(kāi)發(fā)和應(yīng)用,增加就業(yè)和創(chuàng)造財(cái)富的一系列經(jīng)濟(jì)活動(dòng)的集合。然后提出了文化創(chuàng)意產(chǎn)業(yè)的五大經(jīng)濟(jì)特性:高滲透性、高附加值性、規(guī)模報(bào)酬遞增、正外部性、長(zhǎng)尾效應(yīng),并闡述了文化創(chuàng)意產(chǎn)業(yè)的價(jià)值創(chuàng)造過(guò)程、文化創(chuàng)意產(chǎn)業(yè)的產(chǎn)業(yè)關(guān)聯(lián)結(jié)構(gòu)。在此基礎(chǔ)上,提出了文化創(chuàng)意產(chǎn)業(yè)促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的路徑,包括四種方式:文化創(chuàng)意產(chǎn)業(yè)發(fā)展本身可以直接促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化(高級(jí)化);通過(guò)產(chǎn)業(yè)關(guān)聯(lián)結(jié)構(gòu)實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)的合理化;通過(guò)產(chǎn)業(yè)融合提高傳統(tǒng)產(chǎn)業(yè)的附加值;通過(guò)知識(shí)溢出效應(yīng)(正外部性)提高了整個(gè)社會(huì)的知識(shí)水平,從而提升產(chǎn)業(yè)的知識(shí)技術(shù)密集度,間接促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化。 本文研究結(jié)論:1.通過(guò)投入產(chǎn)出法分析得出,江蘇省文化創(chuàng)意產(chǎn)業(yè)與通信設(shè)備、計(jì)算機(jī)及其他電子設(shè)備制造業(yè)等技術(shù)密集型產(chǎn)業(yè)的產(chǎn)業(yè)關(guān)聯(lián)度較高,因此,江蘇省文化創(chuàng)意產(chǎn)業(yè)發(fā)展會(huì)促進(jìn)制造業(yè)的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化。2.通過(guò)灰色關(guān)聯(lián)法分析可知,江蘇省文化創(chuàng)意產(chǎn)業(yè)與第二產(chǎn)業(yè)的灰色關(guān)聯(lián)度最高(0.92390)、第三產(chǎn)業(yè)次之(0.91980)、第一產(chǎn)業(yè)最低(0.76804),因此,文化創(chuàng)意產(chǎn)業(yè)的發(fā)展一方面能夠顯著促進(jìn)江蘇省產(chǎn)業(yè)結(jié)構(gòu)向著以第二產(chǎn)業(yè)和第三產(chǎn)業(yè)為主體的理想狀況演進(jìn);另一方面,文化創(chuàng)意產(chǎn)業(yè)可以通過(guò)自身的滲透作用,改善傳統(tǒng)三次產(chǎn)業(yè)的內(nèi)部構(gòu)成,促進(jìn)三次產(chǎn)業(yè)內(nèi)部結(jié)構(gòu)的高級(jí)化。3.通過(guò)江蘇省1997-2011年時(shí)間序列數(shù)據(jù)的協(xié)整分析可知:根據(jù)平穩(wěn)性檢驗(yàn),文化創(chuàng)意產(chǎn)業(yè)增加值CI和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化水平H是二階單整的;根據(jù)協(xié)整檢驗(yàn),江蘇省文化創(chuàng)意產(chǎn)業(yè)增加值CI和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化水平H兩者之間存在長(zhǎng)期穩(wěn)定的均衡關(guān)系,文化創(chuàng)意產(chǎn)業(yè)增加值對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化水平的長(zhǎng)期彈性為0.35,表明從長(zhǎng)期看,文化創(chuàng)意產(chǎn)業(yè)發(fā)展對(duì)江蘇省產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化具有顯著的正向影響作用。 依據(jù)文化創(chuàng)意產(chǎn)業(yè)發(fā)展對(duì)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化影響的理論分析及實(shí)證分析結(jié)果,本文提出若干政策建議:優(yōu)先發(fā)展文化創(chuàng)意產(chǎn)業(yè),促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化;加快文化創(chuàng)意產(chǎn)業(yè)與傳統(tǒng)產(chǎn)業(yè)的融合,推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)升級(jí);倡導(dǎo)社會(huì)創(chuàng)新精神,營(yíng)造社會(huì)創(chuàng)意環(huán)境;完善知識(shí)產(chǎn)權(quán)保護(hù)制度,保障文化創(chuàng)意產(chǎn)業(yè)健康發(fā)展。
[Abstract]:On March 16, 2011, the outline of the 12th five-year Plan for National Economic and Social Development put forward "deepening the reform of the cultural system and promoting the cultural industry to become a pillar industry of the national economy." on February 28, 2012, the Ministry of Culture issued the Cultural Industry multiplier Plan for the 12th five-year Plan period, which proposed that the average annual growth rate of the added value of the cultural industry during the 12th five-year Plan period was more than 20 percent, and at least doubled in 2015 compared with 2010. However, the current theoretical research on cultural and creative industries lags behind the policy practice, and the existing research mainly focuses on the concept and connotation of cultural and creative industries. From the perspective of industrial structure optimization, this paper comprehensively and deeply studies the impact of the development of cultural and creative industries on the optimization of industrial structure. This paper first defines the concept of cultural and creative industry, that is, taking the production of spiritual and cultural products as the center, the investment of creative elements as the core means of growth, and through the development and application of intellectual property rights, a series of economic activities to increase employment and create wealth. Then it puts forward five economic characteristics of cultural and creative industry: high permeability, high additional value, increasing reward of scale, positive externality and long tail effect, and expounds the process of value creation of cultural and creative industry and the industrial related structure of cultural and creative industry. On this basis, this paper puts forward the ways for cultural and creative industries to promote the optimization of industrial structure, including four ways: the development of cultural and creative industries can directly promote the optimization of industrial structure (advanced), the rationalization of industrial structure through industrial related structure, the enhancement of the added value of traditional industries through industrial integration, and the improvement of the added value of traditional industries through industrial integration. Through the knowledge spillover effect (positive externality), the knowledge level of the whole society is improved, so as to enhance the knowledge and technology intensity of the industry and indirectly promote the optimization of the industrial structure. The conclusion of this paper is as follows: 1. Through the analysis of input-output method, it is concluded that the cultural and creative industries in Jiangsu Province have a high industrial correlation with technology-intensive industries such as communication equipment, computer and other electronic equipment manufacturing industries. Therefore, the development of cultural and creative industries in Jiangsu Province will promote the optimization of the industrial structure of the manufacturing industry. Through the analysis of grey correlation method, it can be seen that the grey correlation degree between cultural and creative industry and secondary industry in Jiangsu Province is the highest (0.92390), the tertiary industry is the second (0.91980), and the primary industry is the lowest (0.76804). Therefore, on the one hand, the development of cultural and creative industries can significantly promote the evolution of Jiangsu's industrial structure to the ideal situation with the secondary industry and the tertiary industry as the main body. On the other hand, cultural and creative industries can improve the internal composition of the traditional three industries and promote the upgrading of the internal structure of the three industries through their own infiltration. Through the cointegration analysis of the time series data of Jiangsu Province in 1997 / 2011, it can be seen that according to the stationarity test, the added value of cultural and creative industries CI and the optimization level of industrial structure H are second-order simple integration; According to the co-integration test, there is a long-term and stable equilibrium relationship between the added value of cultural and creative industries in Jiangsu Province and the level of industrial structure optimization H, and the long-term elasticity of the added value of cultural and creative industries to the optimization level of industrial structure is 0.35, which indicates that the development of cultural and creative industries has a significant positive impact on the optimization of industrial structure in Jiangsu Province in the long run. According to the theoretical analysis and empirical analysis results of the influence of the development of cultural and creative industries on the optimization of industrial structure, this paper puts forward some policy suggestions: giving priority to the development of cultural and creative industries and promoting the optimization of industrial structure; speeding up the integration of cultural and creative industries and promoting the upgrading of industrial structure; advocating the spirit of social innovation and creating social creative environment; perfecting the intellectual property protection system to ensure the healthy development of cultural and creative industries.
