【摘要】：中國經(jīng)濟(jì)的問題關(guān)鍵是“三農(nóng)”問題,目前,我國已步入城市化快速發(fā)展的階段,城鄉(xiāng)經(jīng)濟(jì)、社會正處于轉(zhuǎn)型的關(guān)鍵時期,這一時期城鄉(xiāng)“二元結(jié)構(gòu)”特征日趨顯著,尤其對于西部地區(qū),我國西部地區(qū)長期扭曲的城鄉(xiāng)關(guān)系給西部經(jīng)濟(jì)社會發(fā)展造成了經(jīng)濟(jì)效率的損失和社會公平的犧牲。因此,探究協(xié)調(diào)西部地區(qū)城鄉(xiāng)關(guān)系的現(xiàn)實路徑,對于促進(jìn)西部地區(qū)經(jīng)濟(jì)社會發(fā)展水平的進(jìn)一步提升和順利完成社會轉(zhuǎn)型具有一定的現(xiàn)實意義。 本文在梳理國內(nèi)外理論界對于城鄉(xiāng)關(guān)系演進(jìn)相關(guān)研究的基礎(chǔ)上,深入剖析了西部地區(qū)各省經(jīng)濟(jì)發(fā)展總水平、城鄉(xiāng)居民生活水平、城鄉(xiāng)公共服務(wù)、農(nóng)村文化事業(yè)和農(nóng)村金融的發(fā)展實際以及與其他地區(qū)的差距,構(gòu)建了測度西部省域城鄉(xiāng)一體化發(fā)展水平的指標(biāo)體系,并運用主成分分析的計量方法,對西部各省2001年-2010年城鄉(xiāng)空間一體化、經(jīng)濟(jì)一體化、社會一體化、環(huán)境一體化水平進(jìn)行測度和排名,在此基礎(chǔ)上發(fā)現(xiàn)西部各省域在協(xié)調(diào)城鄉(xiāng)關(guān)系方面存在的問題,并提供相應(yīng)的政策建議,以有效緩解城鄉(xiāng)矛盾,縮小地區(qū)間的差距,進(jìn)一步促進(jìn)西部城鄉(xiāng)空間、經(jīng)濟(jì)、社會、環(huán)境等方面持續(xù)、快速、協(xié)調(diào)的發(fā)展。
[Abstract]:The key problem of China's economy is the problem of "agriculture, countryside and farmers". At present, China has entered the stage of rapid development of urbanization, the urban and rural economy and society are in the critical period of transformation, and the characteristics of "dual structure" between urban and rural areas are becoming more and more remarkable in this period. Especially for the western region, the long-term distorted urban-rural relationship in the western region of China has caused the loss of economic efficiency and the sacrifice of social equity to the economic and social development in the western region of China. Therefore, it is of practical significance to explore the realistic path of coordinating the relationship between urban and rural areas in the western region in order to promote the further improvement of the level of economic and social development and the smooth completion of social transformation in the western region. On the basis of combing the relevant research on the evolution of urban-rural relations in the theoretical circle at home and abroad, this paper deeply analyzes the overall level of economic development in the western provinces, the living standards of urban and rural residents, and the public services in urban and rural areas. Based on the actual development of rural cultural undertakings and rural finance and the gap with other regions, this paper constructs an index system to measure the development level of urban and rural integration in western provinces, and uses the principal component analysis method to measure the development level of urban and rural integration. This paper measures and ranks the level of urban and rural spatial integration, economic integration, social integration and environmental integration in the western provinces from 2001 to 2010. On this basis, it is found that the western provinces have problems in coordinating the relationship between urban and rural areas. It also provides corresponding policy suggestions to effectively alleviate the contradiction between urban and rural areas, narrow the gap between regions, and further promote the sustained, rapid and coordinated development of urban and rural space, economy, society, environment and so on in the western region.
