【摘要】：當(dāng)今世界經(jīng)濟(jì)的發(fā)展無(wú)不以科技為驅(qū)動(dòng)，而創(chuàng)新又是推動(dòng)科技發(fā)展的重要因素�？萍及l(fā)展的日新月異帶動(dòng)了世界經(jīng)濟(jì)的大發(fā)展，科技進(jìn)步對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)已經(jīng)越來(lái)越大，創(chuàng)新作為科技競(jìng)爭(zhēng)的核心，日益發(fā)揮著不可或缺的作用，因此各個(gè)國(guó)家和地區(qū)都在加速建立和完善創(chuàng)新體系。目前，國(guó)內(nèi)外形勢(shì)正在發(fā)生深刻的變化，區(qū)域科技創(chuàng)新能力已成為帶動(dòng)經(jīng)濟(jì)增長(zhǎng)的主要指標(biāo)，而一個(gè)地區(qū)想取得競(jìng)爭(zhēng)優(yōu)勢(shì)更離不開(kāi)創(chuàng)新能力，這給作為珠三角經(jīng)濟(jì)區(qū)中心的廣州市帶來(lái)了新的經(jīng)濟(jì)發(fā)展趨勢(shì)。經(jīng)過(guò)深入分析廣州市的區(qū)域科技創(chuàng)新能力，細(xì)致的探討當(dāng)前的區(qū)域創(chuàng)新建設(shè)熱點(diǎn)，據(jù)此采取科學(xué)合理的戰(zhàn)略，對(duì)逐步提升廣州市的科技創(chuàng)新能力，保持經(jīng)濟(jì)可持續(xù)發(fā)展，以及社會(huì)效益的提升，具有不容忽視的作用。本文旨在針對(duì)上述問(wèn)題對(duì)廣州市科技創(chuàng)新能力進(jìn)行探索。 本文在對(duì)科技創(chuàng)新能力理論的發(fā)展歷史及其概念和區(qū)域科技創(chuàng)新能力的評(píng)價(jià)指標(biāo)等進(jìn)行探討的基礎(chǔ)上，綜合其他相關(guān)研究成果，結(jié)合廣州實(shí)際情況，全面分析研究區(qū)域科技創(chuàng)新能力的內(nèi)涵，區(qū)域科技創(chuàng)新能力的綜合性研究等方面，力爭(zhēng)構(gòu)建出科技創(chuàng)新整體能力指標(biāo)體系和評(píng)價(jià)科技創(chuàng)新能力的框架。本文共選取7個(gè)經(jīng)濟(jì)發(fā)達(dá)城市作為研究對(duì)象，通過(guò)收集數(shù)據(jù)，運(yùn)用灰色關(guān)聯(lián)決策評(píng)價(jià)模型，對(duì)廣州科技創(chuàng)新能力進(jìn)行分析，并聯(lián)系到企業(yè)，提出建議。本文得出以下結(jié)論：（1）廣州市的科技創(chuàng)新能力在橫向比較具有一定優(yōu)勢(shì)，處于全國(guó)較高水平，但在一些指標(biāo)上仍有較大提升空間。（2）廣州市的科技創(chuàng)新能力整體上看有所提高，其中科技活動(dòng)產(chǎn)出能力、高�？蒲袡C(jī)構(gòu)數(shù)量，基礎(chǔ)環(huán)境以及經(jīng)濟(jì)城市發(fā)展水平均是廣州科技創(chuàng)新能力的優(yōu)勢(shì)指標(biāo)；科技創(chuàng)新市場(chǎng)環(huán)境、科技財(cái)力投入指標(biāo)卻相對(duì)較低。最后從宏觀層面和企業(yè)層面有針對(duì)性地提出了提升廣州市科技創(chuàng)新能力的對(duì)策。
[Abstract]:Nowadays, the development of the world economy is driven by science and technology, and innovation is an important factor to promote the development of science and technology. The rapid development of science and technology has led to the great development of the world economy, and the contribution of scientific and technological progress to economic growth has become greater and greater. Innovation, as the core of scientific and technological competition, is increasingly playing an indispensable role. Therefore, all countries and regions are speeding up the establishment and improvement of innovation system. At present, the situation at home and abroad is undergoing profound changes, regional scientific and technological innovation ability has become the main index to drive economic growth, and a region to achieve competitive advantage can not be separated from innovation ability. This brings a new trend of economic development to Guangzhou, which is the center of the Pearl River Delta economic zone. After in-depth analysis of Guangzhou's regional scientific and technological innovation ability, this paper probes into the current hot spots of regional innovation construction in detail, and adopts scientific and reasonable strategies to gradually enhance Guangzhou's scientific and technological innovation ability and maintain sustainable economic development. And the promotion of social benefits, has a role that can not be ignored. The purpose of this paper is to explore the scientific and technological innovation ability of Guangzhou in view of the above problems. On the basis of discussing the development history and concept of the theory of scientific and technological innovation ability and the evaluation index of regional scientific and technological innovation ability, this paper synthesizes other relevant research results and combines the actual situation of Guangzhou. This paper comprehensively analyzes and studies the connotation of regional scientific and technological innovation ability and the comprehensive research of regional scientific and technological innovation ability, and strives to construct the overall capability index system of scientific and technological innovation and the framework for evaluating scientific and technological innovation ability. In this paper, seven economically developed cities are selected as the research objects. By collecting data and using the grey relational decision evaluation model, this paper analyzes the scientific and technological innovation ability of Guangzhou, and connects with the enterprises, and puts forward some suggestions. This paper draws the following conclusions: (1) the scientific and technological innovation ability of Guangzhou has certain advantages in horizontal comparison and is at a high level in the whole country. However, there is still great room for improvement in some indicators. (2) the scientific and technological innovation ability of Guangzhou as a whole has been improved, including the output ability of scientific and technological activities and the number of scientific research institutions in colleges and universities. The basic environment and the level of economic city development are the advantages of Guangzhou's scientific and technological innovation ability. In the market environment of scientific and technological innovation, the investment index of scientific and technological financial resources is relatively low. Finally, the countermeasures to improve the scientific and technological innovation ability of Guangzhou are put forward from the macro level and the enterprise level.
