【摘要】：縣域經(jīng)濟是城市經(jīng)濟與農(nóng)村經(jīng)濟的結合部和聯(lián)結點，作為國民經(jīng)濟的基本單元，其發(fā)揮著承上啟下、連接城鄉(xiāng)、溝通各業(yè)的重要作用，“富民強國”首先必須“富民強縣”。隨著黨的十六大作出“壯大縣域經(jīng)濟”的重大決策以來，大力發(fā)展縣域經(jīng)濟，在全面建成小康社會最為薄弱、最為滯后的環(huán)節(jié)上實現(xiàn)突破，成了擺在我們面前的一項重大任務。 寶雞市扶風縣位于陜西八百里秦川腹地、關中高新技術產(chǎn)業(yè)帶的中點，毗鄰楊凌農(nóng)業(yè)示范園，是陜西省農(nóng)業(yè)和旅游大縣，位于該縣的佛教圣地法門寺在世界享有盛名，如何加快該縣縣域經(jīng)濟發(fā)展速度是該縣上下研究探索的一個重要問題。 本文以扶風縣縣域經(jīng)濟的發(fā)展為研究對象。第一，通過總結陳述目前國內(nèi)外關于縣域經(jīng)濟發(fā)展的研究情況，并作了對比分析，提出關于縣域經(jīng)濟發(fā)展的研究展望。第二，在實際調(diào)研的基礎上，，對扶風縣的經(jīng)濟發(fā)展基本概況做了一個完整的介紹。第三，本文運用SWOT分析法，對扶風縣域經(jīng)濟發(fā)展的優(yōu)勢、劣勢、機遇與挑戰(zhàn)進行全方位的分析。第四，本文在全面分析研究的基礎上提出了扶風縣縣域經(jīng)濟發(fā)展的基本思路。第五，綜合全文的論述，本文從“推進工業(yè)、旅游、農(nóng)業(yè)、城鎮(zhèn)、民生五個現(xiàn)代化；建設實力、人文、富裕、宜居、幸福五個新扶風”等方面提出了發(fā)展扶風縣域經(jīng)濟的對策建議。 扶風縣縣域經(jīng)濟發(fā)展的主要對策有營造良好的發(fā)展環(huán)境、優(yōu)化發(fā)展模式、拓寬融資渠道等。營造良好的發(fā)展環(huán)境時，應重點轉(zhuǎn)變政府職能、改善基礎設施、增加項目儲備、健全金融體系、通過外出務工創(chuàng)收、加快建設各鎮(zhèn)區(qū)、重視人才引進和培養(yǎng)等。本文重點就優(yōu)化扶風發(fā)展模式作了分類闡述。旅游業(yè)方面，圍繞“一圈二心四區(qū)六線”合力打造陜西西線旅游佛教品牌，圍繞一帶、一區(qū)、一環(huán)、一園、一組團，建設區(qū)域性文化旅游消費中心。工業(yè)方面，把“四大園區(qū)”作為工業(yè)強縣的主陣地，突破發(fā)展絳帳工業(yè)園。在縣域新區(qū)以南建設機械加工工業(yè)園，在北部沿山地區(qū)建設建材工業(yè)園，在法門寺文化景區(qū)以南建設旅游紀念品工業(yè)園。現(xiàn)代服務業(yè)方面，介紹了八大重點項目。生態(tài)建設方面，把生態(tài)建設和環(huán)境保護擺在更加突出的位置，圍繞綠色發(fā)展，以重要生態(tài)功能區(qū)為重點，以重點生態(tài)工程為抓手，深入推進天然林保護工程、退耕還林工程、水土流失綜合治理工程建設，增強可持續(xù)發(fā)展能力。
[Abstract]:County economy is the combination and connection point of urban economy and rural economy. As the basic unit of national economy, it plays an important role in connecting urban and rural areas and communicating with each other. "Rich people and powerful countries" must first "enrich people and strengthen counties". Since the 16th National Congress of the Communist Party of China (CPC) made the important decision of "strengthening the county economy", it has become an important task for us to vigorously develop the county economy and achieve a breakthrough in building a well-off society in an all-round way. Fufeng County, Baoji City, is located in the hinterland of Qinchuan, 800 li in Shaanxi Province, the midpoint of Guanzhong High-tech Industrial Belt, adjacent to Yang Ling Agricultural demonstration Park, is a big agricultural and tourist county in Shaanxi Province, the Buddhist holy place in this county is famous in the world. How to speed up the development of county economy is an important problem in the research and exploration of the county. This paper takes the development of county economy in Fufeng County as the research object. First, through the summary and statement of the current research situation on the development of county economy at home and abroad, and makes a comparative analysis, puts forward the research prospect of the development of county economy. Secondly, on the basis of practical investigation, this paper makes a complete introduction to the basic situation of economic development in Fufeng County. Third, this paper uses SWOT analysis method to analyze the advantages, disadvantages, opportunities and challenges of Fufeng county economic development. Fourth, on the basis of comprehensive analysis and research, this paper puts forward the basic ideas of county economic development in Fufeng County. Fifth, comprehensive discussion of the full text, this paper from "promoting industry, tourism, agriculture, cities and towns, people's livelihood of the five modernizations;" This paper puts forward some countermeasures and suggestions for the development of Fufeng county economy from five aspects of building strength, humanities, affluence, livable and happiness. The main countermeasures for the development of county economy in Fufeng County are to create a good development environment, optimize the development model, broaden the financing channels and so on. In order to create a good development environment, we should focus on changing government functions, improving infrastructure, increasing project reserves, perfecting the financial system, generating income through migrant workers, speeding up the construction of towns and districts, and paying attention to the introduction and training of talents, and so on. This paper focuses on the optimization of wind-supporting development model. In tourism, around "one circle, two hearts, four districts and six lines" to build Shaanxi western tourism Buddhist brand, around the area, a district, a ring, a garden, a group, to build a regional cultural tourism consumption center. On the industrial side, the "four major parks" as the main position of industrial counties, breakthrough in the development of Jiangkou Industrial Park. The mechanical processing industrial park will be built south of the county new area, the building materials industrial park will be built along the mountain area in the north, and the tourist souvenir industrial park will be built south of the Famen Temple Cultural Scenic spot. In the aspect of modern service industry, this paper introduces eight key projects. In the aspect of ecological construction, ecological construction and environmental protection should be placed in a more prominent position, focusing on green development, focusing on important ecological functional areas, starting with key ecological projects, and thoroughly promoting the natural forest protection project and the conversion of cropland to forest project. The construction of comprehensive soil and water loss control project to enhance the ability of sustainable development.
