【摘要】：實施三化統(tǒng)籌戰(zhàn)略對于實現(xiàn)縣域經(jīng)濟(jì)發(fā)展中以工促農(nóng)，以農(nóng)興工，工農(nóng)互動的協(xié)調(diào)發(fā)展機(jī)制具有重要的作用。在推進(jìn)沈陽縣域經(jīng)濟(jì)發(fā)展過程中，從城鄉(xiāng)統(tǒng)籌為著手點，將縣域的工業(yè)化、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化的單向發(fā)展向統(tǒng)籌方向發(fā)展拓展，需要通過統(tǒng)籌的視角來實現(xiàn)沈陽縣域經(jīng)濟(jì)的發(fā)展，具體通過優(yōu)勢資源特色化打造工業(yè)化縣域、用產(chǎn)業(yè)化發(fā)展提升縣域農(nóng)業(yè)現(xiàn)代化發(fā)展和加強(qiáng)統(tǒng)籌程度推進(jìn)縣域城鎮(zhèn)化發(fā)展，以其達(dá)到促進(jìn)沈陽縣域經(jīng)濟(jì)發(fā)展的目的。 本文試圖通過“工業(yè)化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化”之間的相互作用來具體研究，具體研究內(nèi)容如下：第一，通過國內(nèi)外研究現(xiàn)狀的研究從理論上分析發(fā)展縣域經(jīng)濟(jì)的需要綜合工業(yè)化、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化發(fā)展。第二，以概念上界定三化統(tǒng)籌為基礎(chǔ)和作用機(jī)理上分析實施三化統(tǒng)籌對于縣域經(jīng)濟(jì)發(fā)展的重要影響。第三，對沈陽縣域?qū)嵤┤l(fā)展的現(xiàn)狀分析，從縣域經(jīng)濟(jì)總量狀況、縣域非公經(jīng)濟(jì)和縣域財政投入上對縣域經(jīng)濟(jì)整體概況做一個分析，針對沈陽縣域工業(yè)、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化發(fā)展中經(jīng)濟(jì)效益，運行質(zhì)量來衡量沈陽縣域發(fā)展?fàn)顩r。第四，分析沈陽縣域?qū)嵤叭苯y(tǒng)籌戰(zhàn)略存在的問題。分別從縣域工業(yè)化、農(nóng)業(yè)現(xiàn)代化和縣域城鎮(zhèn)化三個方面揭示其主要存在的問題。第五，沈陽縣域通過實施優(yōu)勢資源特色化和產(chǎn)業(yè)化，，實踐城鄉(xiāng)統(tǒng)籌的程度，利用優(yōu)勢資源特色化打造工業(yè)化縣域，利用產(chǎn)業(yè)化發(fā)展提升縣域農(nóng)業(yè)現(xiàn)代化發(fā)展，將三化結(jié)合起來，加強(qiáng)統(tǒng)籌程度推進(jìn)縣域城鎮(zhèn)化發(fā)展。第六，得出結(jié)論。
[Abstract]:It plays an important role in realizing the coordinated development mechanism of promoting agriculture, revitalizing industry and interacting industry and agriculture in the development of county economy by carrying out the strategy of "three chemical systems" as a whole. In the process of promoting the development of Shenyang county economy, from the urban and rural planning as the starting point, the county industrialization, urbanization and agricultural modernization of the one-way development to the direction of overall development. It is necessary to realize the development of Shenyang county economy from the angle of overall planning, to build industrialized county through the characteristic of superior resources, to promote the modernization of county agriculture by industrialization development, and to promote the development of county urbanization by strengthening overall planning. In order to achieve the purpose of promoting the development of Shenyang county economy. This paper attempts to study the interaction between industrialization, urbanization and agricultural modernization. The specific research contents are as follows: first, This paper analyzes theoretically the need of comprehensive industrialization, urbanization and agricultural modernization for the development of county economy through the research of domestic and foreign research status. Secondly, based on the conceptual definition of the overall planning of the three chemical systems and the mechanism of action, this paper analyzes the important influence of the implementation of the three chemical co-ordination on the development of the county economy. Thirdly, this paper analyzes the present situation of the implementation of the "three industries" in Shenyang county, analyzes the overall situation of the county economy in terms of the total amount of the county economy, the non-public economy of the county and the financial input of the county, and aims at the county-level industry of Shenyang. Urbanization and agricultural modernization in the development of economic benefits, operational quality to measure the county development of Shenyang. Fourthly, this paper analyzes the problems existing in the implementation of the strategy of "three transformation" in Shenyang county. The main problems are revealed from three aspects: County industrialization, agricultural modernization and county urbanization. Fifth, Shenyang county through the implementation of advantage resources characteristics and industrialization, practice the degree of urban and rural co-ordination, use advantage resources characteristics to build an industrialized county, using industrialization development to promote the development of county agricultural modernization, the combination of the three, We will strengthen overall planning to promote the development of county-level urbanization. Sixth, draw a conclusion.
