低碳經(jīng)濟(jì)視角下新疆清潔能源的開發(fā)研究

【摘要】：在全球氣候變暖、環(huán)境污染日益嚴(yán)重的背景下，發(fā)展低碳經(jīng)濟(jì)、限制溫室氣體排放已成為世界各國的共識。在低碳經(jīng)濟(jì)的引領(lǐng)下，新疆開發(fā)清潔能源意義重大。首先，中國在以低碳為主題的哥本哈根全球氣候大會上做出承諾，到2020年中國碳排放強(qiáng)度比2005年下降40%-50%，新疆是我國21世紀(jì)的能源基地，新疆加強(qiáng)低碳清潔能源的發(fā)展和研究，可以維護(hù)國家能源安全和實(shí)現(xiàn)經(jīng)濟(jì)的可持續(xù)發(fā)展；其次，新疆以重化工為主、高載能的產(chǎn)業(yè)結(jié)構(gòu),特別是原材料和能源工業(yè)企業(yè)，使新疆成為偏重型的工業(yè)結(jié)構(gòu)，全國重工業(yè)比重要低于新疆水平；再次，新疆的能源結(jié)構(gòu)不合理，到目前為止，能源結(jié)構(gòu)仍然以化石燃料為主，而且新疆的少數(shù)民族地區(qū)的生態(tài)環(huán)境比較脆弱，低碳的清潔能源開發(fā)和利用，可以減少二氧化碳的排放量，減少對生態(tài)環(huán)境的破壞和壓力，促進(jìn)新疆低碳經(jīng)濟(jì)的發(fā)展，對確保新疆少數(shù)民族地區(qū)經(jīng)濟(jì)可持續(xù)發(fā)展戰(zhàn)略的實(shí)施和和諧社會的實(shí)現(xiàn)具有十分重要的意義；同時，也為新疆少數(shù)民族地區(qū)的政治安定和民族團(tuán)結(jié)提供有力保障。 本文從低碳經(jīng)濟(jì)的角度，研究和分析了新疆清潔能源，包括太陽能、風(fēng)能、水能和生物質(zhì)能的開發(fā)和利用。文章運(yùn)用PEST分析法，以及通過對新疆能源消費(fèi)結(jié)構(gòu)、清潔能源的利用現(xiàn)狀、清潔能源需求預(yù)測和替化石能源的潛力的分析，，得出新疆清潔能源開發(fā)利用的必要性和存在的問題，在借鑒國外發(fā)展低碳能源經(jīng)驗(yàn)的基礎(chǔ)上，對新疆低碳的清潔能源開發(fā)方面提出建議和對策。
[Abstract]:Under the background of global warming and increasingly serious environmental pollution, developing low-carbon economy and limiting greenhouse gas emissions have become the consensus of all countries in the world. Under the guidance of low-carbon economy, the development of clean energy in Xinjiang is of great significance. First, China made a commitment at the low-carbon Global Climate Conference in Copenhagen to reduce the intensity of China's carbon emissions by 40% to 50% by 2020 compared with 2005. Xinjiang is the energy base for China in the 21st century. Strengthening the development and research of low-carbon clean energy in Xinjiang can maintain the national energy security and realize the sustainable development of economy; Secondly, Xinjiang mainly heavy chemical industry, high energy-carrying industrial structure, especially raw materials and energy industry enterprises, so that Xinjiang becomes a heavy-duty industrial structure, the proportion of heavy industry in the country is lower than Xinjiang level; Thirdly, Xinjiang's energy structure is unreasonable, so far, the energy structure is still dominated by fossil fuels, and the ecological environment in Xinjiang's minority areas is relatively fragile, and low-carbon clean energy development and utilization. It can reduce the emission of carbon dioxide, reduce the destruction and pressure on the ecological environment, and promote the development of low-carbon economy in Xinjiang. It is of great significance to ensure the implementation of the sustainable economic development strategy and the realization of a harmonious society in the minority areas of Xinjiang. At the same time, it also provides a powerful guarantee for the political stability and national unity in ethnic minority areas in Xinjiang. In this paper, the development and utilization of clean energy in Xinjiang, including solar energy, wind energy, water energy and biomass energy, are studied and analyzed from the perspective of low-carbon economy. Based on the analysis of the energy consumption structure, the present situation of clean energy utilization, the forecast of clean energy demand and the potential of fossil energy in Xinjiang, the paper draws a conclusion on the necessity and existing problems of the development and utilization of clean energy in Xinjiang by means of PEST analysis. Based on the experience of developing low-carbon energy in foreign countries, this paper puts forward some suggestions and countermeasures on the development of low-carbon clean energy in Xinjiang.
