【摘要】：縣域經(jīng)濟(jì)是區(qū)域經(jīng)濟(jì)的一種特定形式，是國民經(jīng)濟(jì)中的基本單元。自從十六大首次提出“縣域”這個概念，對縣域經(jīng)濟(jì)的研究受到前所未有的重視和關(guān)注，也迎來了縣域經(jīng)濟(jì)發(fā)展的大好時機(jī)。 長期以來，，縣域經(jīng)濟(jì)都存在著地區(qū)之間的差異，隨著經(jīng)濟(jì)的發(fā)展，這種差異有逐漸拉大的趨勢。對縣域經(jīng)濟(jì)的理論探討和實(shí)證研究是實(shí)現(xiàn)縣域經(jīng)濟(jì)宏觀調(diào)控和協(xié)調(diào)發(fā)展的基礎(chǔ)，對縣域經(jīng)濟(jì)的“理性認(rèn)識”不僅需要單一指標(biāo)體系反映的縣域經(jīng)濟(jì)實(shí)力，更需要運(yùn)用綜合指標(biāo)體系進(jìn)行發(fā)展?fàn)顩r的評估。 本文從實(shí)現(xiàn)區(qū)域協(xié)調(diào)發(fā)展和縮小區(qū)域差距的角度，以科學(xué)發(fā)展觀為指導(dǎo)，通過對山東省改革開放以來人均GDP的標(biāo)準(zhǔn)差和變異系數(shù)分析，得出縣域經(jīng)濟(jì)總體上的時間變化特征；根據(jù)人均GDP標(biāo)準(zhǔn)差的時間變化規(guī)律，選取兩個明顯的特征點(diǎn)（1993年和2003年）和2010年作為時間斷面，從縣域經(jīng)濟(jì)的經(jīng)濟(jì)規(guī)模、經(jīng)濟(jì)結(jié)構(gòu)、經(jīng)濟(jì)活力因素方面來選取人均GDP、人均財政收入等9個指標(biāo)，對縣域經(jīng)濟(jì)進(jìn)行主成分分析，得出縣域經(jīng)濟(jì)的綜合實(shí)力；利用主成分分析和GIS相結(jié)合的方法，首先對2010年（現(xiàn)狀）進(jìn)行分析，得出山東省縣域經(jīng)濟(jì)的現(xiàn)狀特征：縣域發(fā)達(dá)地區(qū)呈現(xiàn)雙核結(jié)構(gòu)、縣域經(jīng)濟(jì)沿著鐵路線呈軸帶發(fā)展、有明顯的層次結(jié)構(gòu)；其次通過對1993年、2003年和2010年的三個時間斷面來研究縣域經(jīng)濟(jì)的空間演變過程，得出山東省縣域經(jīng)濟(jì)空間演化的四個方面的特征：核心區(qū)域相對集中、核心城市地位提升、核心城市輻射范圍變廣、縣域經(jīng)濟(jì)綜合排名變化較大；然后從自然環(huán)境、歷史環(huán)境、要素投入、產(chǎn)業(yè)環(huán)境與產(chǎn)業(yè)結(jié)構(gòu)、政策環(huán)境等方面分析了山東省縣域經(jīng)濟(jì)演變的原因；在此基礎(chǔ)上提出了促進(jìn)山東省縣域經(jīng)濟(jì)發(fā)展和實(shí)現(xiàn)區(qū)域協(xié)調(diào)發(fā)展提出一些簡單的看法和建議。
[Abstract]:County economy is a specific form of regional economy and the basic unit of national economy. Since the 16th National Congress put forward the concept of "county" for the first time, the research on county economy has received unprecedented attention and attention, and also ushered in a great opportunity for the development of county economy. For a long time, there are regional differences in the county economy, with the development of the economy, this difference has the trend of widening gradually. The theoretical and empirical research on county economy is the basis of realizing macro-control and coordinated development of county economy. The rational understanding of county economy needs not only the strength of county economy reflected by a single index system, but also the strength of county economy reflected by a single index system. It is more necessary to use the comprehensive index system to evaluate the development situation. From the angle of realizing the regional coordinated development and narrowing the regional gap, this paper, guided by the scientific view of development, through the analysis of the standard deviation and coefficient of variation of the per capita GDP of Shandong Province since the reform and opening up to the outside world, obtains the time-varying characteristics of the county economy as a whole; According to the time variation rule of the standard deviation of per capita GDP, two obvious characteristic points (1993 and 2003) and 2010 are selected as the time sections. The per capita GDP, is selected from the aspects of the economic scale, economic structure and economic vitality of the county economy. According to the principal component analysis of the county economy, nine indexes, such as per capita financial income, are used to obtain the comprehensive strength of the county economy. Using the method of combining principal component analysis and GIS, this paper firstly analyzes the present situation of county economy in Shandong Province in 2010. The characteristics of county economy in Shandong Province are as follows: the county area has a double-core structure, and the county economy develops along the railway line, and the county economy develops along the railway line. There are obvious hierarchies; Secondly, the spatial evolution process of county economy is studied through three time sections of 1993, 2003 and 2010, and the characteristics of four aspects of spatial evolution of county economy in Shandong province are obtained: the core region is relatively concentrated, and the status of core city is promoted. The radiation range of the core cities becomes wider, and the overall ranking of county economy changes greatly; Then from the natural environment, historical environment, factor input, industrial environment and industrial structure, policy environment and other aspects, this paper analyzes the reasons for the evolution of county economy in Shandong Province. On this basis, some simple views and suggestions are put forward to promote the development of county economy and realize regional coordinated development in Shandong Province.
