【摘要】：資源匱乏和環(huán)境污染已經(jīng)成為世界性的難題,發(fā)展循環(huán)經(jīng)濟(jì)已經(jīng)成為國(guó)際大趨勢(shì)。我國(guó)傳統(tǒng)的粗放式的經(jīng)濟(jì)發(fā)展方式已經(jīng)完全不能滿(mǎn)足社會(huì)可持續(xù)發(fā)展的需求,循環(huán)經(jīng)濟(jì)發(fā)展模式成為我國(guó)經(jīng)濟(jì)發(fā)展模式轉(zhuǎn)變的必然選擇。在此背景下,本文以“產(chǎn)業(yè)鏈視角下我國(guó)循環(huán)經(jīng)濟(jì)的發(fā)展研究”為研究課題,具有現(xiàn)實(shí)的必然性和緊迫性,具有一定理論價(jià)值和實(shí)踐意義。本文運(yùn)用產(chǎn)業(yè)鏈和循環(huán)經(jīng)濟(jì)的相關(guān)理論剖析了循環(huán)經(jīng)濟(jì)發(fā)展的國(guó)際經(jīng)驗(yàn)和對(duì)我國(guó)發(fā)展循環(huán)經(jīng)濟(jì)的啟示,通過(guò)對(duì)資源、環(huán)境和可持續(xù)發(fā)展三方面表述我國(guó)發(fā)展循環(huán)經(jīng)濟(jì)的必要性,結(jié)合我國(guó)循環(huán)經(jīng)濟(jì)的發(fā)展歷程及其發(fā)展模式,從農(nóng)業(yè)、工業(yè)和服務(wù)業(yè)三方面提出了產(chǎn)業(yè)鏈視角下我國(guó)循環(huán)經(jīng)濟(jì)發(fā)展存在的問(wèn)題,進(jìn)而從循環(huán)經(jīng)濟(jì)發(fā)展的宣傳教育引導(dǎo)、科學(xué)技術(shù)研發(fā)、政策法律保障三個(gè)層面提出了產(chǎn)業(yè)鏈視角下推動(dòng)我國(guó)循環(huán)經(jīng)濟(jì)發(fā)展的政策建議。
[Abstract]:Lack of resources and environmental pollution has become a worldwide problem, the development of circular economy has become an international trend. The traditional extensive economic development mode of our country can not satisfy the demand of social sustainable development completely. The circular economy development mode has become the inevitable choice of the transformation of our country's economic development mode. Under this background, this paper takes "the research on the development of circular economy in our country under the angle of industrial chain" as the research subject, which has realistic inevitability and urgency, and has certain theoretical value and practical significance. Based on the theories of industry chain and circular economy, this paper analyzes the international experience of the development of circular economy and its inspiration to the development of circular economy in our country. It expresses the necessity of developing circular economy in China through three aspects: resources, environment and sustainable development. Combined with the development process and development mode of China's circular economy, this paper puts forward the problems existing in the development of China's circular economy from three aspects of agriculture, industry and service industry, and then puts forward the guidance of propaganda and education on the development of circular economy. Research and development of science and technology, policy and law guarantee three levels of policy recommendations to promote the development of China's circular economy from the perspective of the industrial chain.
