【摘要】：城鄉(xiāng)關系貫穿在人類社會的經濟發(fā)展歷史中，其是否和諧是區(qū)域經濟總體發(fā)展水平的重要指標。協(xié)調的城鄉(xiāng)關系有利于城鄉(xiāng)間社會經濟的發(fā)展，，而其不平衡發(fā)展能夠對經濟產生深刻影響。城鄉(xiāng)關系近年來得到社會的廣泛關注和政府的高度重視，黨的十八大提出要“加大統(tǒng)籌城鄉(xiāng)發(fā)展力度，促進城鄉(xiāng)共同繁榮”，實現(xiàn)這一目標，是經濟發(fā)展規(guī)律的必然要求。山西的經濟社會發(fā)展進程中仍存在著城鄉(xiāng)發(fā)展不平衡、差距過大等問題，如何破解并實現(xiàn)城鄉(xiāng)統(tǒng)籌，是山西加快資源型經濟轉型發(fā)展、構建和諧社會的重點和難點。 論文在梳理國內外有關城鄉(xiāng)關系理論的基礎上，明確了城鄉(xiāng)一體化和城鄉(xiāng)統(tǒng)籌的含義，從內部動力和外部動力兩方面搭建了城鄉(xiāng)關系的演進機制。運用制度經濟學和發(fā)展經濟學等理論以及歷史分析和綜合分析等方法，分別從經濟、政治、社會、生態(tài)、文化等幾個方面對山西省解放后60多年城鄉(xiāng)關系的歷史變遷進行了梳理，并分析了這種變遷的原因。論文得出以下觀點：第一，山西的城鄉(xiāng)關系經歷了建國初期城鄉(xiāng)開放、計劃經濟體制下城鄉(xiāng)二元結構固化、改革開放后城鄉(xiāng)關系緩和又趨于融合的歷史變遷過程；第二，山西城鄉(xiāng)關系這一變遷過程的主要影響因素是城鄉(xiāng)經濟發(fā)展水平、工業(yè)化和城鎮(zhèn)化水平、城鄉(xiāng)基礎設施等公共服務完善程度、政府政策導向及相關社會制度的實施；第三，針對當前山西資源型經濟轉型時期的城鄉(xiāng)突出問題，論文提出了相應的對策建議：推進“一核一圈三群”為主體的城鎮(zhèn)化和資源型城市轉型；調整城鄉(xiāng)產業(yè)結構，推進產業(yè)園區(qū)-城市一體化發(fā)展；轉變政府職能，發(fā)揮政府政策引導作用；推進制度創(chuàng)新；加大科技創(chuàng)新，發(fā)展生態(tài)城鎮(zhèn)。 論文的新意主要體現(xiàn)在以下兩方面：首次從歷史角度對山西省城鄉(xiāng)關系變遷進行梳理，分析其變遷路徑；其次結合山西的資源型經濟特征，對城鄉(xiāng)關系的變遷進行了理論分析。 論文的研究成果期望能對山西的城鄉(xiāng)一體化建設起到一定的理論參考和現(xiàn)實指導意義，也期望能為解決山西城鄉(xiāng)發(fā)展中的種種問題提供些許幫助，為國內其他同類資源型經濟地區(qū)的轉型發(fā)展起到一定的借鑒作用。
[Abstract]:The relationship between urban and rural areas runs through the history of economic development of human society. Whether it is harmonious or not is an important indicator of the overall development level of regional economy. Harmonious urban-rural relationship is conducive to the social and economic development of urban and rural areas, and its unbalanced development can have a profound impact on the economy. In recent years, the relationship between urban and rural areas has been widely concerned by the society and the government has attached great importance to it. The 18th National Congress of the Communist Party of China (CPC) proposed to "increase the intensity of urban and rural development as a whole and promote the common prosperity of urban and rural areas", which is the inevitable requirement of the law of economic development. There are still some problems in the process of economic and social development in Shanxi, such as the imbalance of urban and rural development, the gap between urban and rural areas, and so on. How to solve and realize the overall planning of urban and rural areas is the key and difficult point for Shanxi to speed up the transformation and development of resource-based economy and build a harmonious society. On the basis of combing the theories of urban-rural relationship at home and abroad, this paper clarifies the meaning of urban-rural integration and urban-rural coordination, and sets up the evolution mechanism of urban-rural relationship from two aspects: internal power and external power. Using the theories of institutional economics and development economics, as well as the methods of historical analysis and comprehensive analysis, respectively, from the economic, political, social and ecological aspects, This paper reviews the historical changes of the urban-rural relations in Shanxi Province more than 60 years after liberation, and analyzes the causes of the changes. First, the relationship between urban and rural areas in Shanxi experienced the opening of urban and rural areas in the early stage of the founding of the people's Republic of China, the solidification of urban-rural dual structure under the planned economy system, and the trend of integration of urban-rural relations after the reform and opening up. Secondly, the main influencing factors of Shanxi urban-rural relationship are the level of urban and rural economic development, the level of industrialization and urbanization, the degree of improvement of public services such as urban and rural infrastructure, the guidance of government policies and the implementation of relevant social systems. Thirdly, in view of the prominent problems in the urban and rural areas during the transition period of Shanxi resource-based economy, the paper puts forward the corresponding countermeasures and suggestions: to promote the urbanization of "one core, one circle, three groups" and the transformation of resource-based cities; Adjust the industrial structure of urban and rural areas, promote the development of industrial park-city integration; change government functions, give play to the role of government policy guidance; promote institutional innovation; increase scientific and technological innovation, the development of ecological towns. The paper mainly embodies in the following two aspects: for the first time from the historical point of view of the relationship between urban and rural changes in Shanxi Province, analysis of the transition path; secondly, combined with the characteristics of Shanxi resource-based economy, the changes of urban-rural relations are analyzed theoretically. The research results of the paper are expected to play a certain theoretical and practical guiding significance in the construction of urban and rural integration in Shanxi Province, and also to provide some help to solve the problems in the development of rural and urban areas in Shanxi Province. It can be used for reference for the transformation and development of other similar resources-based economic regions in China.
