【摘要】：建設"絲綢之路經(jīng)濟帶"既是中國繼續(xù)發(fā)展所需的動力,也是促進整個歐亞大陸經(jīng)濟一體化進程的構(gòu)想。作為沿線國家的俄羅斯和中亞國家對"絲綢之路經(jīng)濟帶"的反應具有理解支持與疑慮擔憂共存的特點。它們肯定"絲綢之路經(jīng)濟帶"的積極意義,但也對建設目標、實施方式以及實現(xiàn)后果等提出了疑慮。這些疑慮固然具有客觀原因,但更多的是來自于主觀因素的影響,尤其是缺乏對中國及其政策的全面客觀理解。缺乏理解和信任,即使有利益的驅(qū)動或制度的制約,也不能保證中國與俄羅斯中亞合作的有效性和可持續(xù)性。因此,通過加強人文合作來增進中國與俄羅斯中亞國家的理解和信任、實現(xiàn)"民心相通"是建設"絲綢之路經(jīng)濟帶"的重要路徑。
[Abstract]:The construction of "Silk Road Economic Belt" is not only a necessary motive force for China's continued development, but also an idea to promote the economic integration process of the whole Eurasian continent. The response of Russia and Central Asian countries to the Silk Road Economic Belt is characterized by understanding, support and misgivings. They affirmed the positive significance of the Silk Road Economic Belt, but also raised doubts about the construction objectives, implementation methods and the consequences of realization. Although these doubts have objective reasons, they come from the influence of subjective factors, especially the lack of a comprehensive objective understanding of China and its policies. Lack of understanding and trust, even if there is an interest driven or institutional constraints, can not guarantee the effectiveness and sustainability of cooperation between China and Russia in Central Asia. Therefore, it is an important way to build "Silk Road Economic Belt" by strengthening humanistic cooperation to enhance the understanding and trust between China and Russia's Central Asian countries, and to realize the "mutual understanding of the people's hearts".
