【摘要】：從“十二五”規(guī)劃后，尤其是河北省黨八代會以來，經(jīng)濟結(jié)構(gòu)發(fā)生深刻調(diào)整，在加快轉(zhuǎn)變經(jīng)濟發(fā)展方式的新形勢下，以保障與改善民生為重點的社會事業(yè)發(fā)展被置于更加突出的戰(zhàn)略位置，得到了各級政府的高度重視和支持，如何統(tǒng)籌共建城鄉(xiāng)基本公共服務體系，逐步打破城鄉(xiāng)分割的基本公共服務體系供給體制，扭轉(zhuǎn)城鄉(xiāng)基本公共府服務差距持續(xù)擴大的趨勢，已成為黨中央為建成小康社會前進步伐中的面臨的困難之一。從目前來看，河北省基本公共服務體系發(fā)展不均衡現(xiàn)象較為突出，各項社會事業(yè)發(fā)展不同步的格局還沒有根本改變，統(tǒng)籌基本公共服務整體發(fā)展的現(xiàn)狀仍處于社會發(fā)展的起步階段。 本文研究的目的是根據(jù)2010年中國統(tǒng)計年鑒的數(shù)據(jù)，構(gòu)建綜合評價指標體系，對河北省的基本公共服務體系發(fā)展水平進行實證分析，了解河北省在全國中所處的位置，，從而找出影響基本公共服務體系發(fā)展的主要因素，并根據(jù)這些因素來指導完善基本公共服務體系的不足之處。首先，本文通過對基本公共服務體系的概念進行界定，進而分析了河北省基本公共服務體系的發(fā)展狀況，這為尋找影響河北省基本公共服務體系發(fā)展的影響因素指明了方面；其次，本文查閱歷年中國統(tǒng)計年鑒、河北經(jīng)濟年鑒、河北省政府工作報告、河北省國民經(jīng)濟與社會發(fā)展統(tǒng)計公報，選取多個相應指標變量，運用因子分析法進行綜合分析，將基本公共服務體系概括為四個層面，從城鎮(zhèn)居民基本生活保障服務、基礎教育服務、基礎設施服務和勞動就業(yè)服務方面構(gòu)建綜合評價指標體系，為改善不均衡的基本公共服務體系發(fā)展現(xiàn)狀提供了依據(jù)；本文最后部分提出相應的政策建議�；谏鲜龇治�，得出了河北省基本公共服務體系發(fā)展不均衡的主要因素在于城鎮(zhèn)居民基本生活保障服務和基礎教育服務方面發(fā)展較為不均衡；提出了通過優(yōu)化財政支出結(jié)構(gòu)，大力支持城鎮(zhèn)居民基本生活保障和基礎教育事業(yè)的發(fā)展，落實城鄉(xiāng)間均衡化發(fā)展的著力點。本文通過創(chuàng)新基本公共服務體系綜合指標，對績效考評，提高公眾滿意度具有一定現(xiàn)實意義。
[Abstract]:Since the 12th Five-Year Plan, especially since the eighth session of the CPC in Hebei Province, the economic structure has undergone profound readjustment, and under the new situation of speeding up the transformation of the mode of economic development, The development of social undertakings, which focuses on ensuring and improving the people's livelihood, has been placed in a more prominent strategic position, and it has been highly valued and supported by governments at all levels. How to coordinate the construction of the basic public service system in urban and rural areas, It has become one of the difficulties for the CPC Central Committee to gradually break the supply system of the basic public service system and reverse the widening gap of the basic public service between the urban and the rural areas, which has become one of the difficulties faced by the CPC Central Committee in the process of building a well-off society. At present, the imbalance in the development of the basic public service system in Hebei Province is quite prominent, and the pattern of unbalanced development of various social undertakings has not fundamentally changed. The overall development of basic public services is still in the initial stage of social development. The purpose of this study is to construct a comprehensive evaluation index system based on the data of China Statistical Yearbook of 2010, and to make an empirical analysis of the development level of the basic public service system in Hebei Province, and to understand the position of Hebei Province in the whole country. The main factors affecting the development of the basic public service system are found out, and the deficiencies of the basic public service system are guided by these factors. First of all, this paper defines the concept of basic public service system, and then analyzes the development of basic public service system in Hebei Province, which points out the factors that affect the development of basic public service system in Hebei Province. Secondly, this paper refers to the China Statistical Yearbook, the Hebei Economic Yearbook, the Hebei Provincial Government work report, the Hebei Provincial Economic and Social Development Statistics Bulletin, selects a number of corresponding index variables, and makes a comprehensive analysis by using factor analysis. This paper generalizes the basic public service system into four levels, and constructs a comprehensive evaluation index system from the aspects of basic living security service, basic education service, infrastructure service and labor employment service for urban residents. It provides the basis for improving the development of unbalanced basic public service system. The last part of this paper puts forward the corresponding policy recommendations. Based on the above analysis, the author draws the conclusion that the main factors of the unbalanced development of the basic public service system in Hebei Province are the unbalanced development of the basic living security service and the basic education service of the urban residents. Through optimizing the structure of financial expenditure and supporting the development of basic living security and basic education of urban residents, this paper puts forward the key point of implementing the balanced development of urban and rural areas. By innovating the comprehensive index of basic public service system, this paper has practical significance to evaluate the performance and improve the public satisfaction.
