東北亞區(qū)域經(jīng)濟合作與遼寧省對外開放研究

【摘要】：東北亞（中日韓）是全球經(jīng)濟最為活躍的區(qū)域之一，也是經(jīng)濟危機后全球經(jīng)濟復(fù)蘇最為強勁的區(qū)域，近年來東北亞區(qū)域經(jīng)濟合作出現(xiàn)了快速發(fā)展的態(tài)勢。我國東北地區(qū)地處東北亞核心區(qū)域，在雙邊貿(mào)易、相互間外商直接投資和國際生產(chǎn)分工等方面與東北亞各國往來密切，在東北亞區(qū)域合作中具有明顯的地緣優(yōu)勢，而遼寧省在我國東北地區(qū)經(jīng)濟發(fā)展中居于主導(dǎo)地位，是該區(qū)域內(nèi)的經(jīng)濟大省。因此，研究遼寧省如何抓住東北亞區(qū)域合作的歷史機遇，充分發(fā)揮自身的區(qū)位優(yōu)勢和資源稟賦優(yōu)勢，克服阻礙進一步擴大對外開放的主要困難，進一步提升遼寧省對外開放層次和水平，對遼寧省有著重大的理論研究價值和現(xiàn)實意義。 論文第一部分介紹了選題背景、意義及本文的研究思路與創(chuàng)新之處。 第二部分，分別對東北亞區(qū)域經(jīng)濟合作和遼寧省對外開放的發(fā)展歷程及現(xiàn)狀進行了詳細(xì)的描述。 第三部分主要分析了遼寧省參與東北亞區(qū)域經(jīng)濟合作的優(yōu)勢及合作的領(lǐng)域。 第四部分，分析了遼寧省進一步擴大對外開放面臨的主要問題，主要包括：出口產(chǎn)業(yè)結(jié)構(gòu)和產(chǎn)品結(jié)構(gòu)仍不盡合理，產(chǎn)品競爭力偏弱；三大區(qū)域經(jīng)濟發(fā)展不平衡；生產(chǎn)要素偏向中、東部發(fā)達地區(qū)；港口優(yōu)勢未得到充分發(fā)揮等。 第五部分針對遼寧三大區(qū)域經(jīng)濟發(fā)展以及對外開放過程中存在的主要問題，提出了一些應(yīng)對策略：（1）推動產(chǎn)業(yè)結(jié)構(gòu)調(diào)整，轉(zhuǎn)變外貿(mào)增長方式，提升產(chǎn)業(yè)核心競爭力，，培育出口競爭新優(yōu)勢。（2）推進三大區(qū)域協(xié)調(diào)可持續(xù)發(fā)展，構(gòu)建遼寧大開發(fā)、大開放格局。（3）加大政策支持力度，引導(dǎo)生產(chǎn)要素流向遼西北地區(qū)。（4）鞏固大連港的核心地位，挖掘丹東港等新型港口的潛在優(yōu)勢。
[Abstract]:Northeast Asia (China, Japan and South Korea) is one of the most active regions in the world economy, and is also the region with the strongest global economic recovery after the economic crisis. In recent years, regional economic cooperation in Northeast Asia has developed rapidly. Northeast China is located in the core region of Northeast Asia. It has close contact with Northeast Asian countries in the aspects of bilateral trade, mutual foreign direct investment and international division of production, and has obvious geographical advantages in regional cooperation in Northeast Asia. Liaoning Province plays a leading role in the economic development of Northeast China and is a major economic province in this region. Therefore, this paper studies how Liaoning Province can seize the historical opportunity of regional cooperation in Northeast Asia, give full play to its advantages in location and natural resources, and overcome the major difficulties that hinder the further opening up to the outside world. It is of great theoretical and practical significance to further promote the level and level of Liaoning's opening to the outside world. The first part of the paper introduces the background, significance and research ideas and innovations of this paper. In the second part, the development course and present situation of Northeast Asia regional economic cooperation and Liaoning Province opening to the outside world are described in detail. The third part mainly analyzes the advantages and fields of Liaoning Province participating in Northeast Asia regional economic cooperation. The fourth part analyzes the main problems facing the further opening of Liaoning Province, including: the structure of export industry and product structure is still unreasonable, the competitiveness of products is weak, the economic development of the three major regions is not balanced; Production factor bias, the eastern developed region; port advantage has not been fully played, and so on. In the fifth part, aiming at the main problems existing in the process of Liaoning's economic development and opening to the outside world, some countermeasures are put forward: (1) to promote the adjustment of industrial structure, to change the mode of foreign trade growth, and to enhance the core competitiveness of the industry. (2) promoting the coordinated and sustainable development of the three major regions, constructing Liaoning's great development and opening up to the outside world. (3) increasing policy support, (4) consolidating the core position of Dalian Port and excavating the potential advantages of new port such as Dandong Port.
