【摘要】：近年來隨著我國開發(fā)西部的力度不斷加強，榆林作為西部欠發(fā)達地區(qū)，如何才能搭上開發(fā)西部這班順風車，發(fā)展成為一個美麗富饒的西部現(xiàn)代化城市是榆林市政府面臨的一個重要問題，在榆林城市前些年的不斷建設方融資平臺發(fā)揮了重要作用，在當?shù)卣脚_的投資帶動下，地方政府手頭用于城市和基礎建設的資金十分充裕，為地方的建設提供了一個良好的外部經濟環(huán)境。但是近些年來一些地方融資平臺的快速發(fā)展導致信貸資產風險過于集中，國家也對一些地方融資平臺進行了一些清理和控制，這就對榆林城市建設帶來了一個比較棘手的問題，那就是如何開辟新的融資渠道。 本文通過案例的實踐與研究，以榆林城市建設投資平臺公司發(fā)展的角度出發(fā)，，先介紹了關于榆林在近些年來的發(fā)展狀況，從經濟與城市建設這兩方面來闡述這座城市未來的發(fā)展方向和目標；然后對當?shù)仄脚_企業(yè)榆林城市投資經營集團公司的總體情況進行說明，分別從經營范圍、經營優(yōu)勢、財務數(shù)據和貸款狀況等方面進行分析，從而引出目前榆林平臺在融資方面所遇到的困難；之后對目前主流的五種先進公用基礎設施建設融資模式進行介紹；最后對國內外城投平臺成功的融資模式進行分析后，結合榆林當?shù)靥攸c創(chuàng)立了一個新型的融資模式，這種全新融資模式對榆林城市發(fā)展起到了積極的作用。 在西部大開發(fā)的背景下，本文從當?shù)仄脚_融資遇到的瓶頸、國內外的成功經驗、自身的特點和現(xiàn)行的創(chuàng)新模式這四個方面著手，對榆林城投平臺的創(chuàng)新融資模式進行研究，為建設美麗現(xiàn)代化的榆林城市提供穩(wěn)定和充裕的金融支持。
[Abstract]:In recent years, with the continuous strengthening of the development of the western regions in our country, how can Yulin, as an underdeveloped area in the western region, get on this windmill for the development of the western region? Developing into a beautiful and rich modern city in the western region is an important issue facing the Yulin municipal government. In Yulin City, the continuous construction financing platform in previous years played an important role, driven by the investment of the local government platform. The local government has abundant funds for urban and infrastructure construction, which provides a good external economic environment for local construction. However, the rapid development of some local financing platforms in recent years has led to the excessive concentration of credit asset risks, and the state has also carried out some clean-up and control of some local financing platforms, which has brought a more difficult problem to the urban construction of Yulin. That is how to open up new financing channels. Based on the practice and research of the case, this paper first introduces the development of Yulin in recent years from the perspective of the development of Yulin City Construction Investment platform Company. The future development direction and goal of this city are expounded from the two aspects of economy and city construction. Then it explains the overall situation of Yulin City Investment and Management Group Company, a local platform enterprise, and analyzes the scope of operation, operating advantages, financial data and loan status, etc. Thus eliciting the current Yulin platform in financing difficulties encountered; After that, the paper introduces five main financing modes of advanced public infrastructure construction. Finally, after analyzing the successful financing mode of the domestic and foreign city investment platform, a new type of financing model is established according to the local characteristics of Yulin, which has played a positive role in the development of Yulin city. Under the background of the western development, this paper studies the innovative financing mode of Yulin City Investment platform from four aspects: the bottleneck of local platform financing, the successful experience at home and abroad, its own characteristics and the current innovation mode. To build a beautiful and modern Yulin city to provide stability and adequate financial support.
