【摘要】：中國的西部包括重慶、四川、貴州、云南、西藏、陜西、甘肅、青海、寧夏、新疆、內(nèi)蒙古、廣西等12個省，幅員遼闊，西部地區(qū)資源豐富，，市場潛力大，戰(zhàn)略位置重要。但由于自然、歷史、社會等原因，西部地區(qū)經(jīng)濟(jì)發(fā)展相對落后。由于東西部地區(qū)發(fā)展差距的歷史存在和過分?jǐn)U大，以及國內(nèi)成為一個長期困擾中國經(jīng)濟(jì)和社會健康發(fā)展的全局性問題。支持西部地區(qū)開發(fā)建設(shè)，實(shí)現(xiàn)東西部地區(qū)協(xié)調(diào)發(fā)展，是我們黨領(lǐng)導(dǎo)經(jīng)濟(jì)工作的一條重要方針，也是我國現(xiàn)代化建設(shè)中的一項(xiàng)重要的戰(zhàn)略任務(wù)。 在此背景下，黨中央于2000年正式啟動了“西部大開發(fā)戰(zhàn)略計劃”�！拔鞑看箝_發(fā)”是一個廣義上促進(jìn)經(jīng)濟(jì)全面發(fā)展的概念�！按箝_發(fā)”不僅意味著經(jīng)濟(jì)指標(biāo)的大幅度提高，包含著對生態(tài)環(huán)境的改善以及人們精神文化生活水平提高等一系列完整的內(nèi)容，還包含著維持西部地區(qū)經(jīng)濟(jì)可持續(xù)的內(nèi)涵。可持續(xù)發(fā)展指的是“既能滿足當(dāng)代人的需要，又不對后代人滿足其需要的能力構(gòu)成危害的發(fā)展”，這也是西部大開發(fā)過程中必須面對的問題，也是最難以權(quán)衡的問題。 本文以西部地區(qū)的經(jīng)濟(jì)發(fā)展?fàn)顩r為研究對象，以可持續(xù)發(fā)展戰(zhàn)略為指導(dǎo)思想，構(gòu)建了含準(zhǔn)則層、指標(biāo)層的綜合評價指標(biāo)體系，并采用多種客觀評價方式組合起來的綜合評價模型分析和對比了西部12省的經(jīng)濟(jì)發(fā)展?fàn)顩r，尋找了現(xiàn)階段影響西部地區(qū)經(jīng)濟(jì)可持續(xù)發(fā)展的主要因素，并最終為政策的制定方向提供了建議。 本文的主要工作及創(chuàng)新點(diǎn)有： 一、以可持續(xù)發(fā)展戰(zhàn)略觀點(diǎn)為指導(dǎo)，設(shè)計了經(jīng)濟(jì)效益、運(yùn)行質(zhì)量、發(fā)展速度、經(jīng)濟(jì)結(jié)構(gòu)、環(huán)境壓力、環(huán)境保護(hù)、發(fā)展動力七個準(zhǔn)則層，并從這七個方面設(shè)計了評價西部地區(qū)經(jīng)濟(jì)發(fā)展?fàn)顩r的指標(biāo)體系。 二、對指標(biāo)體系內(nèi)的指標(biāo)進(jìn)行了合理的判斷和區(qū)分，確定了指標(biāo)的正負(fù)向，并分類對指標(biāo)進(jìn)行了打分，保證了各指標(biāo)得分意義的一致性。 三、對指標(biāo)進(jìn)行了合理的篩選，保留差異大的指標(biāo)，刪除差異小的指標(biāo)，以較少的指標(biāo)數(shù)量涵蓋了大部分的信息，有效的提高了評價效率。 四、結(jié)合多種單一評價方法，對評價對象進(jìn)行了綜合評價，確保了評價結(jié)果的客觀性和準(zhǔn)確性。
[Abstract]:The western part of China includes 12 provinces, including Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, Ningxia, Xinjiang, Inner Mongolia and Guangxi. However, due to natural, historical, social and other reasons, the economic development of the western region is relatively backward. Due to the historical existence and excessive expansion of the development gap between the eastern and western regions, China has become an overall problem which has puzzled the healthy development of Chinese economy and society for a long time. To support the development and construction of the western region and to realize the coordinated development of the eastern and western regions is an important policy of our party's leading economic work and an important strategic task in the modernization drive of our country. In this context, the CPC Central Committee officially launched the "Western Development Strategic Plan" in 2000. The Great Development of West China is a concept to promote the overall development of economy in a broad sense. "Great Development" not only means that the economic index is greatly improved, but also contains a series of complete contents, such as the improvement of ecological environment and the improvement of people's spiritual and cultural living standard, as well as the connotation of maintaining the economic sustainability in the western region. Sustainable development refers to the development that can not only meet the needs of the present generation but also does not endanger the ability of the future generations to meet their needs. This is also the problem that must be faced in the process of the development of the western region and the most difficult to balance. Taking the economic development of the western region as the research object and the sustainable development strategy as the guiding ideology, this paper constructs a comprehensive evaluation index system with the criterion layer and the index layer. The comprehensive evaluation model combined with various objective evaluation methods is used to analyze and compare the economic development of the 12 provinces in the western region, and to find out the main factors that affect the sustainable development of the economy in the western region at the present stage. Finally, it provides suggestions for the direction of policy formulation. The main work and innovations of this paper are as follows: first, under the guidance of sustainable development strategy, seven criteria layers are designed, such as economic benefit, operation quality, development speed, economic structure, environmental pressure, environmental protection and development power. And from these seven aspects to design the evaluation of the economic development of the western region of the index system. Secondly, the indexes in the index system are reasonably judged and distinguished, the positive and negative directions of the indicators are determined, and the indicators are classified to ensure the consistency of the significance of each index score. Thirdly, the index is selected reasonably, the index with big difference is retained, the index with small difference is deleted, and the most information is covered by less index quantity, which effectively improves the efficiency of evaluation. Fourthly, combined with a variety of single evaluation methods, a comprehensive evaluation of the evaluation object is carried out to ensure the objectivity and accuracy of the evaluation results.
