【摘要】：自中國(guó)和韓國(guó)建交以后,延邊地區(qū)因?yàn)檎Z(yǔ)言地理上的優(yōu)勢(shì)成為了許多韓國(guó)企業(yè)家們關(guān)心的對(duì)象,從而使韓國(guó)企業(yè)逐步認(rèn)識(shí)到了延邊在地理位置上的重要性。但是實(shí)際上許多投資以小規(guī)模的零星制造業(yè)、單純服務(wù)行業(yè)居多�；A(chǔ)設(shè)施落后、市場(chǎng)規(guī)模小、地處邊境等各種投資環(huán)境的制約因素,使引進(jìn)韓國(guó)大企業(yè)的投資變得十分困難。 2003年?yáng)|北振興政策和2009年長(zhǎng)吉圖先導(dǎo)區(qū)開(kāi)發(fā)開(kāi)放綱要的全面實(shí)施使延邊地區(qū)的投資環(huán)境有了很大的改善,交通運(yùn)輸設(shè)施也完善了許多。更重要的是因?yàn)橛薪韪鄢龊?zhàn)略,使延邊州進(jìn)一步加大了對(duì)外開(kāi)放的力度,加快了海上通道建設(shè)的步伐。這種投資環(huán)境的變化給了韓國(guó)企業(yè)很好的機(jī)會(huì)。重點(diǎn)要抓住長(zhǎng)吉圖開(kāi)發(fā)開(kāi)放的難得機(jī)遇,積極引進(jìn)規(guī)模大、效益高的韓國(guó)大企業(yè),與此同時(shí)擴(kuò)大特色高端技術(shù)產(chǎn)業(yè)的投資引進(jìn),加大資本密集型與科技含量高的投資項(xiàng)目。浦項(xiàng)現(xiàn)代物流有限公司、韓國(guó)IT產(chǎn)業(yè)企業(yè)延吉阿思達(dá)有限公司以及和它們相似的企業(yè)投資推進(jìn)實(shí)例都會(huì)為今后的韓資引進(jìn)起到良好的鋪墊作用。另外,不僅要全面發(fā)掘地區(qū)特產(chǎn)和地域優(yōu)勢(shì)所帶來(lái)的作用,由此創(chuàng)出企業(yè)利潤(rùn),更要引進(jìn)留置對(duì)地區(qū)經(jīng)濟(jì)的發(fā)展起到積極影響的產(chǎn)業(yè),為此政府的支援尤為重要。 隨著韓國(guó)企業(yè)對(duì)延邊直接投資的逐漸增多,它對(duì)延邊甚至其它邊境少數(shù)民族地區(qū)經(jīng)濟(jì)都起到了穩(wěn)定和發(fā)展的作用。中國(guó)國(guó)內(nèi)經(jīng)濟(jì)的穩(wěn)步增長(zhǎng)、友好的國(guó)際環(huán)境的構(gòu)建都需要這個(gè)引進(jìn)外資的重要平臺(tái),在此我們期待著中國(guó)國(guó)際影響力的不斷增強(qiáng)。
[Abstract]:Since the establishment of diplomatic relations between China and South Korea, Yanbian area has become the object of concern for many Korean entrepreneurs because of its linguistic and geographical advantages, which makes Korean enterprises gradually realize the importance of Yanbian's geographical position. But in fact, a lot of investment in small-scale sporadic manufacturing, the service sector alone is the majority. The backward infrastructure, small market size and the constraints of various investment environments, such as being located at the border, make it very difficult to introduce the investment of large Korean enterprises. The policy of northeast revitalization in 2003 and the comprehensive implementation of the development and opening program of Changjitu-Pioneer District in 2009 have greatly improved the investment environment and the transportation facilities in Yanbian area. What is more important is that Yanbian has opened to the outside world and quickened the pace of sea passage construction because of the strategy of taking advantage of port to go out to sea. This change in the investment environment gives Korean companies a good chance. Emphasis should be placed on seizing the rare opportunities for the development and opening up of Changjitu, actively introducing large scale and high efficiency Korean large enterprises, and at the same time expanding the investment and import of high-end characteristic technology industries, and increasing capital-intensive and high-science and technology investment projects. Posco Hyundai Logistics Co., Ltd., Yanji Ashda Co., Ltd., South Korea IT Industrial Enterprise, and similar examples of enterprise investment promotion will play a good role in the future Korean capital introduction. In addition, we should not only fully explore the role of regional specialty and regional advantages, thus creating corporate profits, but also introduce industries that have a positive impact on the development of regional economy. Therefore, government support is particularly important. With the increase of direct investment in Yanbian by Korean enterprises, it has played a stabilizing and developing role in Yanbian and even other border minority areas. The steady growth of China's domestic economy and the construction of a friendly international environment all need this important platform for the introduction of foreign capital. Here we look forward to the continuous strengthening of China's international influence.
