【摘要】：自然生態(tài)系統(tǒng)是人類與地球其它生物賴以生存的基礎(chǔ)，而隨工業(yè)文明以來，人類傳統(tǒng)的產(chǎn)業(yè)發(fā)展模式卻無節(jié)制地耗費(fèi)資源和破壞環(huán)境，產(chǎn)業(yè)發(fā)展與生態(tài)環(huán)境之間矛盾重重。為了實(shí)現(xiàn)人類經(jīng)濟(jì)與社會(huì)的可持續(xù)發(fā)展，以產(chǎn)業(yè)生態(tài)化為主的新的可持續(xù)發(fā)展模式應(yīng)運(yùn)而生，且產(chǎn)業(yè)生態(tài)化的研究及應(yīng)用實(shí)踐在一些發(fā)達(dá)國家初具成效。湖南省近年來著力于建設(shè)資源節(jié)約型和環(huán)境友好型社會(huì)，實(shí)現(xiàn)可持續(xù)發(fā)展戰(zhàn)略，一定程度上推動(dòng)了產(chǎn)業(yè)生態(tài)化的發(fā)展。本文基于對(duì)于產(chǎn)業(yè)生態(tài)化的研究，通過對(duì)區(qū)域內(nèi)產(chǎn)業(yè)生態(tài)化水平進(jìn)行評(píng)價(jià)，認(rèn)識(shí)到湖南省產(chǎn)業(yè)生態(tài)化發(fā)展中的優(yōu)勢和存在的問題。為此針對(duì)性提出改進(jìn)發(fā)展對(duì)策，以促進(jìn)湖南省產(chǎn)業(yè)生態(tài)化水平的提高，實(shí)現(xiàn)區(qū)域可持續(xù)的發(fā)展，因此具有重要的價(jià)值。 本文對(duì)產(chǎn)業(yè)生態(tài)化理論及生態(tài)學(xué)、循環(huán)經(jīng)濟(jì)學(xué)等相關(guān)理論進(jìn)行系統(tǒng)性地整理，明確產(chǎn)業(yè)生態(tài)化的內(nèi)涵，對(duì)于區(qū)域產(chǎn)業(yè)生態(tài)化相關(guān)評(píng)價(jià)方法進(jìn)行梳理。在此基礎(chǔ)上系統(tǒng)地提出了適合于當(dāng)下中國省際區(qū)域的產(chǎn)業(yè)生態(tài)化水平評(píng)價(jià)的指標(biāo)體系，構(gòu)建區(qū)域產(chǎn)業(yè)生態(tài)化水平的評(píng)價(jià)模型。同時(shí)針對(duì)湖南省目前產(chǎn)業(yè)經(jīng)濟(jì)和資源環(huán)境發(fā)展情況進(jìn)行系統(tǒng)性描述，綜合評(píng)價(jià)發(fā)展實(shí)際現(xiàn)狀水平。在實(shí)證方面選取湖南省2002年2011年數(shù)據(jù)及周邊相鄰5個(gè)省份2009年2011年數(shù)據(jù)，，運(yùn)用因子分析對(duì)指標(biāo)體系數(shù)據(jù)進(jìn)行處理，得到公共因子和相應(yīng)的分值。在評(píng)價(jià)分析方面運(yùn)用總值得分關(guān)系和單個(gè)因子在目標(biāo)區(qū)域發(fā)展變化情況比較分析，得出了湖南省產(chǎn)業(yè)生態(tài)化水平的發(fā)展水平，并明晰了發(fā)展中存在的優(yōu)勢和差距。在此基礎(chǔ)上探析發(fā)展中重點(diǎn)方向和領(lǐng)域，進(jìn)而從宏觀、中觀、微觀三個(gè)層面，從企業(yè)、政府、個(gè)體、社會(huì)等主體角度提出湖南省產(chǎn)業(yè)生態(tài)化發(fā)展相關(guān)對(duì)策。 通過對(duì)湖南省產(chǎn)業(yè)生態(tài)化水平評(píng)價(jià)分析，研究發(fā)現(xiàn)近十年來湖南省產(chǎn)業(yè)生態(tài)化水平整體呈不斷上升趨勢，與周邊省份比較中處于中等水平。在主因子分值表現(xiàn)中，湖南省呈現(xiàn)出在宏觀方面產(chǎn)業(yè)生態(tài)化水平較為穩(wěn)定，而在中微觀層面整體形勢較好。根據(jù)評(píng)價(jià)分析的特點(diǎn)和湖南省現(xiàn)狀，結(jié)合產(chǎn)業(yè)生態(tài)化發(fā)展的層面和實(shí)施主體情況，從宏中微三個(gè)層面入手，得出產(chǎn)業(yè)生態(tài)化發(fā)展中就重點(diǎn)考慮發(fā)展對(duì)策：宏觀層面上充分發(fā)揮政府管理職能，中觀層面上優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)和鼓勵(lì)產(chǎn)業(yè)生態(tài)園建設(shè)，微觀層面加強(qiáng)對(duì)企業(yè)技術(shù)創(chuàng)新和完善管理體制、社會(huì)公眾方面宣揚(yáng)參與的引導(dǎo)等。
[Abstract]:Natural ecosystem is the basis of human beings and other living things on earth. Since the industrial civilization, the traditional industrial development mode of human beings has consumed resources and destroyed the environment without restraint, and there are many contradictions between industrial development and ecological environment. In order to realize the sustainable development of human economy and society, the new sustainable development model, which is based on the ecologicalization of industry, came into being, and the research and application practice of the ecologicalization of industry has achieved initial results in some developed countries. In recent years, Hunan Province has focused on building a resource-saving and environment-friendly society and realizing the strategy of sustainable development, which to a certain extent has promoted the development of industrial ecology. Based on the study of industrial ecology, this paper evaluates the level of industrial ecology in the region, and recognizes the advantages and problems in the development of industrial ecology in Hunan Province. In order to improve the ecological level of Hunan's industry and realize the sustainable development of the region, it is of great value. In this paper, the theory of industry ecology, circular economics and other related theories are systematically sorted out, the connotation of industry ecology is clarified, and the relevant evaluation methods of regional industry ecology are combed out. On the basis of this, the index system for evaluating the ecological level of industry is put forward systematically, and the evaluation model of the ecological level of regional industry is constructed. At the same time, the development of industrial economy and resources and environment in Hunan Province is systematically described, and the actual level of development is comprehensively evaluated. In the empirical aspect, the data of Hunan Province in 2002 and 2011 in the neighboring five provinces in 2009 are selected, and the data of the index system are processed by factor analysis, and the common factors and corresponding scores are obtained. In the aspect of evaluation and analysis, using the relation of total value score and the comparative analysis of the development and change of single factor in the target region, the development level of industrial ecology level in Hunan Province is obtained, and the advantages and gaps in the development are clarified. On this basis, this paper analyzes the key directions and fields of development, and then puts forward the relevant countermeasures for the ecological development of Hunan's industry from the macro, meso and micro levels, from the angles of enterprises, governments, individuals and society. Through the evaluation and analysis of the ecological level of industry in Hunan Province, it is found that the ecological level of industry in Hunan Province has been on the rise in the past ten years, and is in the middle level compared with the surrounding provinces. In the performance of the main factor score, Hunan Province presents a stable level of industrial ecology in the macro aspect, while the overall situation is better in the meso-micro level. According to the characteristics of evaluation and analysis and the present situation of Hunan Province, combined with the level of industrial ecological development and the implementation of the main body, starting from three levels of macro, middle and small, It is concluded that the countermeasures should be taken into account in the ecological development of industry: giving full play to the functions of government management at the macro level, optimizing the industrial structure and encouraging the construction of the industrial ecological park at the meso level. Micro-level to strengthen the enterprise technological innovation and improve the management system, the social public to promote participation in the guidance and so on.
