【摘要】：進(jìn)入工業(yè)革命以來，經(jīng)濟(jì)的快速發(fā)展?jié)M足了人們多樣化的物質(zhì)需求。但是此時(shí)的人們忽視了自己對(duì)環(huán)境的掠奪式開發(fā)和對(duì)資源的過度使用，造成的后果就是資源日益枯竭，環(huán)境日益惡化，各種各樣的環(huán)境問題接連出現(xiàn)。人們面對(duì)自然的報(bào)復(fù)，不得不反思這種經(jīng)濟(jì)發(fā)展模式，低碳經(jīng)濟(jì)在這樣的背景下產(chǎn)生并越來越受到大家的關(guān)注。各個(gè)國(guó)家不斷探索發(fā)展低碳經(jīng)濟(jì)之路，不少學(xué)者也紛紛研究這種經(jīng)濟(jì)模式，低碳經(jīng)濟(jì)逐步發(fā)展與完善。近年來，人們嘗試建立低碳經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系，想以實(shí)證的方式系統(tǒng)的分析城市的低碳經(jīng)濟(jì)發(fā)展水平，但是由于時(shí)間有限，并且使用的方法主觀性較強(qiáng)，，缺乏創(chuàng)新性，使得理論向?qū)嵺`的轉(zhuǎn)變很難實(shí)現(xiàn)突破。 在這樣的前提背景下，本文首先簡(jiǎn)單介紹了低碳經(jīng)濟(jì)理論在國(guó)內(nèi)外的研究現(xiàn)狀，總結(jié)分析了某些學(xué)者對(duì)低碳經(jīng)濟(jì)的涵義的界定，在此基礎(chǔ)上提出了自己的看法，在對(duì)低碳經(jīng)濟(jì)的相關(guān)理論進(jìn)行深層次剖析之后構(gòu)建了山東省低碳經(jīng)濟(jì)發(fā)展評(píng)價(jià)指標(biāo)體系。該體系分為三級(jí)，分別是目標(biāo)層、準(zhǔn)則層和指標(biāo)層。利用該體系對(duì)山東省的低碳經(jīng)濟(jì)發(fā)展水平進(jìn)行評(píng)價(jià)：首先根據(jù)層次分析法對(duì)指標(biāo)賦予不同的權(quán)重，其次再對(duì)數(shù)據(jù)進(jìn)行搜集和整理，再次對(duì)不同的指標(biāo)進(jìn)行綜合加權(quán)得出山東省連續(xù)六年的低碳經(jīng)濟(jì)發(fā)展水平，最后對(duì)山東省近幾年的低碳經(jīng)濟(jì)水平發(fā)展趨勢(shì)加以分析，提出具有針對(duì)性的發(fā)展策略。
[Abstract]:Since the Industrial Revolution, the rapid development of the economy has met the diverse material needs of people. However, people ignore their predatory exploitation of environment and overuse of resources, which results in the depletion of resources, the worsening of environment, and the emergence of various environmental problems one after another. In the face of natural retaliation, people have to reflect on this economic development model, low-carbon economy in such a background and more attention. Various countries have been exploring the road of developing low-carbon economy, many scholars have also studied this economic model, low-carbon economy has gradually developed and improved. In recent years, people try to establish a low carbon economy evaluation index system, want to analyze the development level of low carbon economy in the city by empirical method, but because of the time is limited, and the method used is subjective, lack of innovation. It is difficult to achieve a breakthrough in the transition from theory to practice. Based on this premise, this paper briefly introduces the current research situation of low-carbon economy theory at home and abroad, summarizes and analyzes the definition of low-carbon economy by some scholars, and puts forward its own views on this basis. After deeply analyzing the related theories of low-carbon economy, the evaluation index system of low-carbon economy development in Shandong Province is constructed. The system is divided into three levels: target layer, criterion layer and index layer. This system is used to evaluate the development level of low-carbon economy in Shandong province. Firstly, according to AHP, the indicators are given different weights, and then the data are collected and collated. Finally, the author analyzes the development trend of low carbon economy in Shandong Province in recent years and puts forward some development strategies.
