北京市低碳經(jīng)濟(jì)投入產(chǎn)出模型研究

【摘要】:隨著經(jīng)濟(jì)的快速發(fā)展,人們的物質(zhì)生活水平得到了很大的提高,隨之而來的是不再單純的滿足于物質(zhì)追求,對生活質(zhì)量的要求達(dá)到了前所未有的高度。近年來環(huán)境的惡化,使得生活環(huán)境好壞成為大多數(shù)人評判生活質(zhì)量的標(biāo)準(zhǔn),碳排放也因此成為現(xiàn)如今全球熱門話題之一。然而從經(jīng)濟(jì)學(xué)理論上講,經(jīng)濟(jì)發(fā)展離不開能源消費,它是經(jīng)濟(jì)發(fā)展的重要投入要素,與此同時,經(jīng)濟(jì)的不斷發(fā)展,導(dǎo)致能源消費量越來越多,能源消費又會導(dǎo)致二氧化碳排放增加,隨之而來的是空氣質(zhì)量變差、全球變暖等環(huán)境問題。因此,能源消費、經(jīng)濟(jì)增長與二氧化碳排放之間存在著復(fù)雜的關(guān)系。為了解決經(jīng)濟(jì)的快速發(fā)展帶來的環(huán)境的惡化問題,有效的控制二氧化碳等溫室氣體的排放,發(fā)展低碳經(jīng)濟(jì)成為了世界各國的必然選擇。本文就是基于此選題的。首先,本文以投入產(chǎn)出分析為工具,將投入產(chǎn)出分析和低碳經(jīng)濟(jì)的發(fā)展結(jié)合在一起,對傳統(tǒng)的投入產(chǎn)出表進(jìn)行改造,在第三象限下面加入了第五、六象限,分別為能耗象限和碳排象限,并加入居民能源消費以及碳排的數(shù)據(jù),編制出了北京市2010年碳排投入產(chǎn)出表,并設(shè)定了五個系數(shù)。其次,在碳排投入產(chǎn)出表的基礎(chǔ)上建立碳排模型,并對模型進(jìn)行了實證分析,通過分析結(jié)果揭示國民經(jīng)濟(jì)各個部門的產(chǎn)出、能源消耗、二氧化碳之間的內(nèi)在數(shù)量關(guān)系;建立碳排優(yōu)化模型,為2015年北京市部門產(chǎn)業(yè)結(jié)構(gòu)調(diào)整及優(yōu)化提供一定的依據(jù)。最后,在實證分析的基礎(chǔ)上提出了政策與建議。
[Abstract]:With the rapid development of economy, people's material life level has been greatly improved, followed by is no longer simply satisfied with the material pursuit, the quality of life requirements have reached an unprecedented high. In recent years, the deterioration of the environment has made the living environment a standard for most people to judge the quality of life, and carbon emissions have become one of the hot topics in the world. However, from the economic theory, economic development can not be separated from energy consumption. It is an important input element of economic development. At the same time, the continuous development of economy leads to more and more energy consumption. Energy consumption will lead to increased carbon dioxide emissions, followed by poor air quality, global warming and other environmental problems. Therefore, there is a complex relationship between energy consumption, economic growth and carbon dioxide emissions. In order to solve the problem of environmental deterioration brought by the rapid development of economy, effectively control the emission of carbon dioxide and other greenhouse gases, the development of low-carbon economy has become the inevitable choice of countries in the world. This article is based on this topic. First of all, using input-output analysis as a tool, combining input-output analysis with the development of low-carbon economy, this paper reconstructs the traditional input-output table and adds the fifth and sixth quadrants under the third quadrant. The energy consumption quadrant and carbon emission quadrant are added to the data of energy consumption and carbon emission respectively. The input-output table of Beijing's carbon emissions in 2010 is worked out and five coefficients are set up. Secondly, the carbon emission model is established on the basis of the carbon emission input-output table, and the empirical analysis of the model is carried out. The results reveal the internal quantitative relationship among output, energy consumption and carbon dioxide in various sectors of the national economy. The establishment of carbon emission optimization model provides a basis for industrial structure adjustment and optimization in Beijing in 2015. Finally, on the basis of empirical analysis, policy and suggestions are put forward.
