【摘要】：區(qū)域作為地方政治、經(jīng)濟(jì)、科技和文化發(fā)展的載體,其創(chuàng)新能力的強(qiáng)弱直接影響著區(qū)域經(jīng)濟(jì)的發(fā)展和區(qū)域競(jìng)爭(zhēng)力的大小。區(qū)域創(chuàng)新系統(tǒng)的情況對(duì)于各地區(qū)的發(fā)展和經(jīng)濟(jì)而言具有重要的戰(zhàn)略實(shí)踐意義。因此,推進(jìn)區(qū)域創(chuàng)新體系的建設(shè),不斷增強(qiáng)區(qū)域創(chuàng)新能力,從根本上提高區(qū)競(jìng)爭(zhēng)力,已成為促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展的關(guān)鍵和重要內(nèi)容。 區(qū)域創(chuàng)新系統(tǒng)強(qiáng)調(diào)的是把整個(gè)區(qū)域看作是一個(gè)有機(jī)的創(chuàng)新系統(tǒng)。在這個(gè)有機(jī)的創(chuàng)新系統(tǒng)中各行為主體在協(xié)同創(chuàng)新的過(guò)程中,各自發(fā)揮著不同的作用。特別是地方政府憑借其特殊的身份完成其他創(chuàng)新主體無(wú)法實(shí)現(xiàn)的系統(tǒng)功能。由此,我們必須認(rèn)清地方政府在區(qū)域創(chuàng)新系統(tǒng)中所扮演的角色,對(duì)地方政府職能進(jìn)行準(zhǔn)確定位,以確保區(qū)域創(chuàng)新系統(tǒng)的良性運(yùn)轉(zhuǎn),促進(jìn)區(qū)域經(jīng)濟(jì)乃至國(guó)家經(jīng)濟(jì)的健康、持續(xù)、快速發(fā)展。 基于此,本文提出了基于生命周期的區(qū)域創(chuàng)新系統(tǒng)研究。文章闡述了區(qū)域創(chuàng)新系統(tǒng)構(gòu)建的意義,構(gòu)建了區(qū)域創(chuàng)新系統(tǒng)的生命周期模型,分析了區(qū)域創(chuàng)新系統(tǒng)生命周期的發(fā)展階段,在此基礎(chǔ)上形成了區(qū)域創(chuàng)新系統(tǒng)生命周期的判定模型,最后最后,基于全文的研究提出提高四川省區(qū)域創(chuàng)新系統(tǒng)中地方政府行為的效率有關(guān)建議,借以促進(jìn)四川省區(qū)域創(chuàng)新系統(tǒng)的良性發(fā)展”。
[Abstract]:As the carrier of the development of local politics, economy, science and technology and culture, the innovation ability of the region directly affects the development of the regional economy and the size of the regional competitiveness. The situation of regional innovation system has important strategic practical significance for the development and economy of each region. Therefore, it has become the key and important content to promote the development of regional economy by promoting the construction of regional innovation system, strengthening the ability of regional innovation and fundamentally improving the competitiveness of regional economy. The regional innovation system emphasizes that the whole region is regarded as an organic innovation system. In this organic innovation system, the actors play different roles in the process of collaborative innovation. Especially the local government with its special identity to complete other innovative subjects can not achieve the system functions. Therefore, we must recognize the role that the local government plays in the regional innovation system, and position the function of the local government accurately, so as to ensure the healthy operation of the regional innovation system and promote the health and sustainability of the regional economy and even the national economy. Rapid development. Based on this, this paper puts forward the research of regional innovation system based on life cycle. This paper expounds the significance of the construction of regional innovation system, constructs the life cycle model of regional innovation system, analyzes the development stage of regional innovation system life cycle, and then forms the judgment model of regional innovation system life cycle. Finally, based on the research of the full text, some suggestions are put forward to improve the efficiency of local government behavior in Sichuan Regional Innovation system, so as to promote the healthy development of Sichuan Regional Innovation system.
