懷化市縣域經(jīng)濟(jì)發(fā)展模式研究

【摘要】：縣域經(jīng)濟(jì)發(fā)展是當(dāng)前我國推進(jìn)新型城鎮(zhèn)化建設(shè)的重要抓手之一,也是推進(jìn)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型、解決三農(nóng)問題的關(guān)鍵所在。長期以來,由于我國二元經(jīng)濟(jì)體制的客觀存在,縣域經(jīng)濟(jì)發(fā)展中農(nóng)業(yè)經(jīng)濟(jì)與現(xiàn)代工業(yè)經(jīng)濟(jì)之間存在無形的隔閡,阻礙了生產(chǎn)要素的自由流通與優(yōu)化配置,導(dǎo)致我國縣域中城鎮(zhèn)與農(nóng)村差距日益拉大,經(jīng)濟(jì)效率低下,因此發(fā)展縣域經(jīng)濟(jì)是當(dāng)前我國經(jīng)濟(jì)發(fā)展的重點(diǎn)之一。 本文以懷化市縣域經(jīng)濟(jì)發(fā)展模式研究為例,對縣域經(jīng)濟(jì)發(fā)展的理論進(jìn)行了梳理,認(rèn)為縣域經(jīng)濟(jì)的發(fā)展實(shí)質(zhì)上是實(shí)現(xiàn)各生產(chǎn)要素在農(nóng)業(yè)經(jīng)濟(jì)與工業(yè)經(jīng)濟(jì)之間的優(yōu)化配置。通過數(shù)據(jù)分析發(fā)現(xiàn),懷化市縣域經(jīng)濟(jì)存在基礎(chǔ)設(shè)施落后、人力和資本等要素缺乏、體制機(jī)制不完善等多方面因素的制約,導(dǎo)致產(chǎn)業(yè)結(jié)構(gòu)失調(diào),生產(chǎn)效率低下。國內(nèi)外縣域經(jīng)濟(jì)發(fā)展經(jīng)驗(yàn)表明,政府引導(dǎo)、發(fā)展規(guī)劃、要素的自由流動、重視產(chǎn)業(yè)以及良好的經(jīng)濟(jì)、生態(tài)環(huán)境是縣域經(jīng)濟(jì)發(fā)展的重要動力。結(jié)合上述分析,懷化市縣域經(jīng)濟(jì)的發(fā)展應(yīng)針對不同縣域的特征制訂相應(yīng)的發(fā)展策略,重點(diǎn)發(fā)展物流業(yè)、能源基地、文化旅游產(chǎn)業(yè)、農(nóng)產(chǎn)品加工業(yè)等產(chǎn)業(yè),并從人才教育、基礎(chǔ)設(shè)施、政府服務(wù)、金融體系建設(shè)、生態(tài)環(huán)境保護(hù)等角度營造良好的發(fā)展環(huán)境。 全文分為七部分。第一部分說明了研究背景,綜述國內(nèi)外研究現(xiàn)狀,闡述了研究的目的與意義,并概述了研究的主要內(nèi)容與方法；第二部分對縣域經(jīng)濟(jì)的概念進(jìn)行了梳理,結(jié)合本文研究內(nèi)容對縣域經(jīng)濟(jì)的概念進(jìn)行了界定,同時梳理了增長極理論、梯度轉(zhuǎn)移理論、內(nèi)生經(jīng)濟(jì)增長理論、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化理論、要素稟賦理論等縣域經(jīng)濟(jì)發(fā)展的基礎(chǔ)理論；第三部分結(jié)合懷化市縣域經(jīng)濟(jì)數(shù)據(jù)選取地區(qū)生產(chǎn)總值、三大產(chǎn)業(yè)結(jié)構(gòu)比例、固定資產(chǎn)投資、財政總收支、銀行存貸款余額、城鄉(xiāng)居民可支配收入等指標(biāo)對其縣域經(jīng)濟(jì)發(fā)展現(xiàn)狀進(jìn)行了深入分析；第四部分重點(diǎn)分析了懷化市縣域經(jīng)濟(jì)發(fā)展中存在問題及根源。第五部分介紹了國內(nèi)縣域經(jīng)濟(jì)發(fā)展的蘇南模式、成都模式及國外德國模式、日本模式等典型縣域經(jīng)濟(jì)發(fā)展模式,深入探討了其對懷化市縣域經(jīng)濟(jì)發(fā)展的借鑒之處。第六部分則從懷化市縣域經(jīng)濟(jì)發(fā)展模式的選擇思路、空間布局、產(chǎn)業(yè)結(jié)構(gòu)安排、發(fā)展環(huán)境建設(shè)等多個角度給出了相應(yīng)的對策建議。第七部分對全文進(jìn)行了總結(jié),提出了本文的主要結(jié)論。
[Abstract]:The development of county economy is one of the most important measures to promote the construction of new urbanization in our country at present. It is also the key to promote the transformation of economic structure and solve the problems of agriculture, countryside and farmers. For a long time, due to the objective existence of the dual economic system in our country, there is an invisible gap between the agricultural economy and the modern industrial economy in the development of the county economy, which hinders the free circulation and optimal allocation of the factors of production. As a result, the gap between towns and rural areas in our country is widening day by day, and the economic efficiency is low. Therefore, the development of county economy is one of the key points of our country's economic development. Taking the study of the development model of the county economy in Huaihua as an example, this paper combs the theory of the development of the county economy, and holds that the development of the county economy is essentially to realize the optimal allocation of the factors of production between the agricultural economy and the industrial economy. Through the analysis of data, it is found that the county economy of Huaihua city is restricted by many factors, such as backward infrastructure, lack of manpower and capital, imperfect system and mechanism, which leads to the imbalance of industrial structure and the low efficiency of production. The experience of county economy development at home and abroad shows that government guidance, development planning, free flow of elements, emphasis on industry and good economy, ecological environment are the important driving force of county economic development. In light of the above analysis, the development of the county economy in Huaihua City should be based on the characteristics of different counties. It should focus on the development of logistics industry, energy base, cultural tourism industry, agricultural products processing industry, and so on, and from the perspective of talent education, Infrastructure, government services, financial system construction, ecological environment protection and other angles to create a good development environment. The basic theories of county economy development such as factor endowment theory; The third part combines the county economic data of Huaihua City to select the regional gross domestic product, the proportion of the three major industrial structure, the fixed assets investment, the total financial revenue and expenditure, the bank deposit and loan balance, The present situation of county economy is deeply analyzed by the indicators of disposable income of urban and rural residents. The fourth part focuses on the analysis of the problems and root causes in the development of Huaihua county economy. The fifth part introduces some typical county economic development models, such as southern Jiangsu model, Chengdu model, foreign German model, Japanese model and so on, and probes into their reference to the development of county economy in Huaihua city. The sixth part puts forward the corresponding countermeasures and suggestions from several angles, such as the choice of the development mode of the county economy in Huaihua, the layout of the space, the arrangement of the industrial structure, the construction of the development environment, and so on. The seventh part summarizes the full text and puts forward the main conclusions of this paper.
