【摘要】：開放、競爭、分工、合作是世界經(jīng)濟(jì)發(fā)展的主旋律，貿(mào)易自由化、生產(chǎn)國際化、技術(shù)創(chuàng)新化、產(chǎn)業(yè)集群化已成為世界經(jīng)濟(jì)的主要發(fā)展脈絡(luò)和趨勢。在這種趨勢下，產(chǎn)業(yè)園區(qū)作為產(chǎn)業(yè)發(fā)展的空間載體應(yīng)積極推動(dòng)區(qū)域產(chǎn)業(yè)發(fā)展，制定產(chǎn)業(yè)規(guī)劃，優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)，，延伸產(chǎn)業(yè)鏈，增強(qiáng)產(chǎn)業(yè)競爭力，打造產(chǎn)業(yè)聚集區(qū)，所以對開發(fā)區(qū)產(chǎn)業(yè)發(fā)展的研究一直是一個(gè)熱點(diǎn)問題。西部開發(fā)區(qū)所處的發(fā)展環(huán)境有其自身鮮明的特點(diǎn)，要根據(jù)實(shí)際情況因地制宜做好產(chǎn)業(yè)定位和規(guī)劃，選擇合適的產(chǎn)業(yè)發(fā)展模式，從而揚(yáng)長避短提高可持續(xù)發(fā)展能力。在新疆“天山北坡經(jīng)濟(jì)帶”和“烏昌石城市群”等區(qū)域發(fā)展規(guī)劃指導(dǎo)下，石河子被定位為“區(qū)域性中心城市”，石河子開發(fā)區(qū)承載產(chǎn)業(yè)發(fā)展的作用更為重要，也被賦予了更多的自我管理和發(fā)展職能。在國家產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、產(chǎn)業(yè)援疆、疆內(nèi)園區(qū)競爭激烈的內(nèi)外環(huán)境下，石河子開發(fā)區(qū)做好產(chǎn)業(yè)發(fā)展研究具有很強(qiáng)的現(xiàn)實(shí)意義。 本文以國內(nèi)外產(chǎn)業(yè)發(fā)展的相關(guān)理為指導(dǎo)，結(jié)合石河子開發(fā)區(qū)發(fā)展現(xiàn)狀，運(yùn)用SWOT分析方法對開發(fā)區(qū)的發(fā)展環(huán)境進(jìn)行了分析，根據(jù)循環(huán)經(jīng)濟(jì)理論、產(chǎn)業(yè)鏈理論和產(chǎn)業(yè)集聚理論提出產(chǎn)業(yè)發(fā)展思路，提出了石河子開發(fā)區(qū)發(fā)展的主導(dǎo)產(chǎn)業(yè)和支柱產(chǎn)業(yè)，并對石河子開發(fā)區(qū)重點(diǎn)產(chǎn)業(yè)的發(fā)展模式進(jìn)行了研究，最后提出了促進(jìn)產(chǎn)業(yè)發(fā)展的保障措施。 石河子開發(fā)區(qū)經(jīng)過二十年的發(fā)展已經(jīng)具備了一定的產(chǎn)業(yè)基礎(chǔ)，同時(shí)在能源、區(qū)位、人才技術(shù)、服務(wù)、城市環(huán)境等方面在新疆具有比較優(yōu)勢，但目前面臨著更為激烈的競爭環(huán)境，資源、資金、環(huán)保等方面的瓶頸問題越來越突出，區(qū)域競爭力沒有明顯增強(qiáng)，產(chǎn)業(yè)發(fā)展的壓力越來越大。產(chǎn)業(yè)發(fā)展是開發(fā)區(qū)的生命線，在氯堿化工、食品、紡織等重點(diǎn)產(chǎn)業(yè)方面石河子開發(fā)區(qū)已經(jīng)探索出了比較成功的模式，這對今后產(chǎn)業(yè)的發(fā)展有很好的借鑒意義。為了促進(jìn)開發(fā)區(qū)產(chǎn)業(yè)快速發(fā)展師市要營造一個(gè)良好的城市軟環(huán)境，開發(fā)區(qū)管委會(huì)要引進(jìn)優(yōu)質(zhì)的項(xiàng)目，為企業(yè)打造一個(gè)良好的發(fā)展平臺(tái)，企業(yè)也要做好項(xiàng)目規(guī)劃和保護(hù)好環(huán)境工作。
[Abstract]:Opening, competition, division of labor and cooperation are the main melody of the world economic development. Trade liberalization, production internationalization, technological innovation and industrial cluster have become the main development context and trend of the world economy. Under this trend, as a space carrier of industrial development, industrial parks should actively promote regional industrial development, formulate industrial planning, optimize industrial structure, extend industrial chains, enhance industrial competitiveness, and build industrial agglomeration areas. Therefore, the development of industrial development zones has been a hot issue. The development environment of the western development zone has its own distinctive characteristics. According to the actual situation, it is necessary to do a good job in industrial positioning and planning according to the actual situation, and select the appropriate industrial development model, so as to enhance the ability of sustainable development by taking advantage of its advantages and avoiding its weaknesses. Under the guidance of regional development plans such as "Tianshan North Slope Economic Belt" and "Wuchang Shi City Group" in Xinjiang, Shihezi is positioned as a "regional central city", and Shihezi Development Zone plays an even more important role in carrying industry development. It has also been given more self-management and development functions. Under the domestic and foreign environment of the adjustment of national industrial structure, industrial aid to Xinjiang and the fierce competition of the parks in Xinjiang, it is of great practical significance to do a good job in the research of industrial development in Shihezi Development Zone. Under the guidance of the relevant theories of industrial development at home and abroad and the present development situation of Shihezi Development Zone, this paper analyzes the development environment of Shihezi Development Zone by using SWOT analysis method, according to the theory of circular economy. The industrial chain theory and industrial agglomeration theory put forward the idea of industrial development, put forward the leading industry and pillar industry of Shihezi development zone, and studied the development mode of key industries in Shihezi development zone. Finally, it puts forward the safeguard measures to promote the development of industry. Shihezi Development Zone has already had a certain industrial base after 20 years of development. At the same time, it has comparative advantages in energy, location, talent and technology, services, urban environment, etc., but it is facing a more intense competitive environment at present. Resource, capital, environmental protection and other bottlenecks are becoming more and more prominent, regional competitiveness has not been significantly enhanced, and the pressure of industrial development is growing. Industrial development is the lifeline of the development zone. Shihezi development zone has explored a more successful model in key industries such as chlor-alkali chemical industry, food industry and textile industry, which has a good reference significance for the development of industry in the future. In order to promote the rapid development of industry in the development zone and create a good urban soft environment, the management committee of the development zone should introduce high-quality projects to create a good development platform for the enterprises. Enterprises should also do a good job in project planning and environmental protection.
