四川生態(tài)省建設路徑研究

【摘要】：四川在加快推進工業(yè)化、城市化的過程中面臨著越來越嚴重的資源環(huán)境約束,區(qū)域生態(tài)系統(tǒng)與經(jīng)濟系統(tǒng)之間的不協(xié)調性呈持續(xù)惡化的態(tài)勢。目前四川生態(tài)環(huán)境呈現(xiàn)整體性惡化趨勢,且這種惡化越來越表現(xiàn)為連續(xù)性、頑固性和不可逆性。根據(jù)環(huán)境庫茲涅茨曲線的描述和預測,在未來相當長的一段時期內(nèi),四川不僅要面臨愈來愈嚴重的生態(tài)破壞問題,還要面臨著越來越嚴重的環(huán)境污染問題。四川生態(tài)惡化的公害性、傳遞性、跨界流動性和代際累積性,再加上四川作為長江中上游生態(tài)屏障的生態(tài)區(qū)位的特殊性,決定了四川生態(tài)環(huán)境與經(jīng)濟協(xié)調發(fā)展是一個事關全局的重大課題,對整個西部地區(qū)乃至全國的穩(wěn)定健康發(fā)展有著十分重大的意義。因此,開展生態(tài)省建設就成為四川實施可持續(xù)發(fā)展戰(zhàn)略的必然選擇。近年來政府做出很多努力,但由于缺乏對有效路徑的研究,四川生態(tài)省建設的步伐相對緩慢,生態(tài)省建設的預期目標仍未實現(xiàn)。面對日益嚴峻的資源環(huán)境壓力以及公眾對高質量環(huán)境的迫切需求,加快探索推進四川生態(tài)省建設的有效路徑就顯得尤為迫切。本文對四川生態(tài)省建設路徑的研究正是在這種背景下展開的。 本文以馬克思主義生態(tài)思想、可持續(xù)發(fā)展理論和科學發(fā)展觀為指導,借鑒生態(tài)政治理論的相關觀點,綜合運用文獻研究法和調查研究法,在評估四川生態(tài)省建設總體水平的基礎上,對四川生態(tài)省建設取得的成績與存在的問題進行總結,并針對其中存在的問題及生態(tài)省建設的內(nèi)涵提出加快推進四川生態(tài)省建設的路徑及具體措施建議。本文共分為四章。 第一章為緒論,主要闡明了本文的研究目的和研究意義,對國內(nèi)在這方面的研究進行綜述,對本文采取的研究方法做了簡要介紹。 第二章闡釋了四川生態(tài)省建設路徑研究的理論基礎,主要包括馬克思主義生態(tài)思想、可持續(xù)發(fā)展理論、科學發(fā)展觀和生態(tài)政治理論的相關內(nèi)容。 第三章分析了四川生態(tài)省建設的現(xiàn)狀。運用matlab分析軟件對四川生態(tài)省建設的各項指標數(shù)據(jù)進行標準化處理,再利用熵值法賦權,得出四川生態(tài)省建設在2006—2010年間的整體狀況：排除汶川大地震及金融危機的影響,總體上是不斷進步的,在生態(tài)建設、節(jié)能減排、特色產(chǎn)業(yè)發(fā)展、生態(tài)文化建設等方面取得可喜成績。但同時也暴露出很多問題：粗放型的經(jīng)濟發(fā)展方式尚未根本改變、生態(tài)文明觀念未得到普及、區(qū)域污染轉移情況嚴重、環(huán)保投資嚴重不足等。 第四章主要論述推進四川生態(tài)省建設的路徑。在第三章分析四川生態(tài)省建設現(xiàn)狀的基礎上,本章主要論述推進四川生態(tài)省建設的路徑,即以轉變經(jīng)濟發(fā)展方式為主線,以提高公民生態(tài)意識為重點,以完善制度機制為保障推動四川生態(tài)省建設的快速發(fā)展。并根據(jù)路徑提出進一步推進四川生態(tài)省建設的措施建議。
[Abstract]:In the process of accelerating industrialization and urbanization, Sichuan is facing more and more serious constraints of resources and environment, and the disharmony between regional ecosystem and economic system is deteriorating continuously. At present, the ecological environment of Sichuan is deteriorating as a whole, and the deterioration is more and more continuous, obstinate and irreversibility. According to the description and prediction of the environmental Kuznets curve, Sichuan will not only face more and more serious ecological damage problem, but also face more and more serious environmental pollution problem in a long period of time in the future. The pollution, transmission, cross-border mobility and intergenerational accumulation of ecological deterioration in Sichuan, coupled with the particularity of Sichuan's ecological location as an ecological barrier in the upper and middle reaches of the Yangtze River, It is decided that the coordinated development of ecological environment and economy in Sichuan is a major issue concerning the whole situation and has great significance for the stable and healthy development of the whole western region and even the whole country. Therefore, the construction of ecological province becomes the inevitable choice of implementing sustainable development strategy in Sichuan. In recent years, the government has made a lot of efforts, but due to the lack of research on the effective path, the pace of ecological province construction in Sichuan is relatively slow, and the expected goal of ecological province construction has not been achieved. In the face of the increasingly severe pressure of resources and environment and the urgent need of the public for high-quality environment, it is particularly urgent to speed up the exploration of effective ways to promote the construction of ecological province in Sichuan Province. In this paper, the construction path of Sichuan ecological province is studied under this background. Under the guidance of Marxist ecological thought, sustainable development theory and scientific development view, and drawing on the relevant viewpoints of ecological political theory, this paper synthetically applies the literature research method and the investigation research method. On the basis of evaluating the overall level of ecological province construction in Sichuan, the achievements and problems in the construction of Sichuan ecological province are summarized. In view of the existing problems and the connotation of ecological province construction, the paper puts forward the path and concrete measures to accelerate the construction of ecological province in Sichuan province. This paper is divided into four chapters. The first chapter is the introduction, mainly expounds the research purpose and significance of this paper, summarizes the domestic research in this area, and makes a brief introduction to the research methods adopted in this paper. The second chapter explains the theoretical basis of the research on the construction path of Sichuan ecological province, including Marxist ecological thought, sustainable development theory, scientific development concept and ecological political theory. The third chapter analyzes the current situation of ecological province construction in Sichuan. By using matlab software to standardize the index data of ecological province construction in Sichuan Province, and then using entropy method to empower, the overall situation of ecological province construction in Sichuan Province from 2006 to 2010 is obtained: excluding the impact of Wenchuan earthquake and financial crisis. On the whole, it has made great progress in ecological construction, energy saving and emission reduction, characteristic industry development, ecological culture construction and so on. But at the same time, many problems are exposed: extensive economic development mode has not yet fundamentally changed, ecological civilization concept has not been popularized, regional pollution transfer situation is serious, environmental protection investment is seriously inadequate, and so on. The fourth chapter mainly discusses the way to promote the construction of Sichuan ecological province. Based on the analysis of the current situation of ecological province construction in Sichuan Province in Chapter 3, this chapter mainly discusses the way to promote the construction of ecological province in Sichuan Province, that is, to change the mode of economic development as the main line, and to improve the ecological awareness of citizens as the focus. To improve the institutional mechanism to ensure the rapid development of Sichuan ecological province construction. And according to the path put forward to further promote the construction of Sichuan ecological province measures.
