【摘要】：經(jīng)濟全球化和區(qū)域經(jīng)濟一體化是當今世界經(jīng)濟發(fā)展的兩大基本趨勢。在經(jīng)濟全球化背景下進行的區(qū)域合作，已經(jīng)成為促進區(qū)域經(jīng)濟發(fā)展的主要途徑和特征。各地方政府在區(qū)域經(jīng)濟一體化進程中加強經(jīng)驗交流與經(jīng)濟合作逐漸成為各地方政府工作的一項重要內(nèi)容。環(huán)北部灣區(qū)域處于華南經(jīng)濟圈、西南經(jīng)濟圈和東盟經(jīng)濟圈的交匯點，由中國廣東省雷州半島、廣西南部沿海、海南省西部和越南的北部沿海地區(qū)組成，是我國東南和西南地區(qū)與東盟連接的重要海上交通樞紐。獨特的地理區(qū)位、豐富的自然資源、相對完備的海陸空立體交通體系和良好的生態(tài)環(huán)境是環(huán)北部灣地區(qū)所具有的四大優(yōu)勢，，可謂是我國目前最具開發(fā)潛力的海域之一。但由于歷史原因和客觀因素的影響，環(huán)北部灣區(qū)域目前仍屬于經(jīng)濟欠發(fā)達的沿海地區(qū)，研究和探討以雷州半島為軸的環(huán)北部灣區(qū)域資源的開發(fā)與政府經(jīng)濟的合作將有利于整合區(qū)域資源，促進生產(chǎn)要素的自由流動和優(yōu)化配置，調(diào)整和升級產(chǎn)業(yè)結(jié)構(gòu)，加速該區(qū)域的崛起，促進經(jīng)濟社會的可持續(xù)發(fā)展。 本文在學(xué)習(xí)和梳理國內(nèi)外區(qū)域開發(fā)與經(jīng)濟合作的理論基礎(chǔ)上，首先明確論述廣東省雷州半島在環(huán)北部灣區(qū)域開發(fā)中作為開發(fā)主軸的重要原因，繼而客觀地分析了環(huán)北部灣地區(qū)（中國段）進行區(qū)域開發(fā)與合作的時代背景、積極意義、主要階段、所取得的成就以及目前所面臨的主要障礙；其次分析了歐美發(fā)達國家的區(qū)域合作經(jīng)驗以及國內(nèi)區(qū)域合作取得顯著成績的泛珠三角區(qū)域、長三角區(qū)域、東北三省的區(qū)域合作實踐；最后在總結(jié)國內(nèi)外區(qū)域合作實踐的基礎(chǔ)上并結(jié)合環(huán)北部灣地區(qū)的實際狀況，提出構(gòu)建以雷州半島為軸的環(huán)北部灣區(qū)域開發(fā)中政府合作機制的基本原則、區(qū)域經(jīng)濟合作的主要方向、區(qū)域合作的模式選擇和確保政府合作機制有效運作的保障措施。本文旨在突出雷州半島和環(huán)北灣地區(qū)在新世紀國家海洋經(jīng)濟發(fā)展戰(zhàn)略中的重要地位，并以此為契機積極推動環(huán)北部灣區(qū)域內(nèi)地方政府的經(jīng)濟合作，促進該區(qū)域經(jīng)濟的跨越式發(fā)展，加速中國與東盟自由貿(mào)易區(qū)建設(shè)的進程。
[Abstract]:Economic globalization and regional economic integration are the two basic trends of world economic development. Under the background of economic globalization, regional cooperation has become the main way and characteristic to promote the development of regional economy. Strengthening the exchange of experiences and economic cooperation between local governments in the process of regional economic integration has gradually become an important part of the work of local governments. The Beibu Gulf region is located at the junction of the South China Economic Circle, the Southwest Economic Circle and the ASEAN Economic Circle. It is composed of the Leizhou Peninsula of Guangdong Province, the southern coast of Guangxi, the western part of Hainan Province and the northern coastal region of Vietnam. It is an important maritime transportation hub connecting Southeast and Southwest China with ASEAN. The unique geographical location, abundant natural resources, relatively complete air, sea and air transportation system and good ecological environment are the four advantages of the Beibu Gulf region, which can be said to be one of the most potential sea areas in China. However, due to historical reasons and the influence of objective factors, the Beibu Gulf region is still an economically underdeveloped coastal area. The study and discussion on the development of regional resources around the Beibu Gulf with Leizhou Peninsula as the axis and the cooperation between the government and the economy will be beneficial to the integration of regional resources, the promotion of the free flow and optimization of production factors, and the adjustment and upgrading of industrial structure. Accelerate the rise of the region and promote sustainable economic and social development. On the basis of studying and combing the theories of regional development and economic cooperation at home and abroad, this paper firstly discusses the important reasons why Leizhou Peninsula is the main axis of development in the development of Beibu Gulf region in Guangdong Province. Then it objectively analyzes the background, positive significance, main stages, achievements and main obstacles of the regional development and cooperation in the Beibu Gulf region (China section). Secondly, it analyzes the regional cooperation experience of the developed countries in Europe and America and the regional cooperation practice in the three provinces of the Pan-Pearl River Delta region, the Yangtze River Delta region and the Northeast China, where the domestic regional cooperation has made remarkable achievements. Finally, on the basis of summing up the practice of regional cooperation at home and abroad and combining with the actual situation of the Beibu Gulf region, the paper puts forward the basic principles of constructing the governmental cooperation mechanism in the development of the Beibu Gulf region with Leizhou Peninsula as the axis. The main direction of regional economic cooperation, the mode selection of regional cooperation and the guarantee measures to ensure the effective operation of government cooperation mechanism. The purpose of this paper is to highlight the important position of Leizhou Peninsula and Rim Beiwan area in the national marine economic development strategy in the new century, and to take this opportunity to actively promote the economic cooperation of local governments in the Beibu Gulf region. Promoting the leap-forward development of the regional economy and speeding up the process of the construction of China-ASEAN Free Trade area.
