七臺(tái)河縣域城鄉(xiāng)統(tǒng)籌發(fā)展研究

【摘要】：伴隨著改革開放的逐步深入，我國的城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)日趨明顯，城鄉(xiāng)經(jīng)濟(jì)割裂式的發(fā)展成為影響我國經(jīng)濟(jì)的政策征程運(yùn)作的主要障礙，也成為了解決“三農(nóng)”問題的瓶頸，在這種趨勢下，黨的十八大又進(jìn)一步的強(qiáng)調(diào)城鄉(xiāng)統(tǒng)籌的發(fā)展的重要性，通過城鄉(xiāng)互動(dòng)的模式來實(shí)現(xiàn)城鄉(xiāng)同步統(tǒng)籌的方向�；诖耍ㄟ^國內(nèi)外城鄉(xiāng)統(tǒng)籌發(fā)展的研究經(jīng)驗(yàn)，得出啟示和思考以此為指導(dǎo)，深入研究了七臺(tái)河地區(qū)縣域經(jīng)濟(jì)社會(huì)發(fā)展現(xiàn)狀，對七臺(tái)河縣域城鄉(xiāng)統(tǒng)籌發(fā)展揭示了存在的問題及原因，并有針對性的提出七臺(tái)河縣域城鄉(xiāng)統(tǒng)籌發(fā)展的對策建議。 具體研究內(nèi)容如下：第一部分，緒論。第二部分對城鄉(xiāng)統(tǒng)籌的相關(guān)概念進(jìn)行了界定。并分別對縣域城鄉(xiāng)統(tǒng)籌和必要性做了相關(guān)闡述，縣域城鄉(xiāng)統(tǒng)籌的具有，強(qiáng)化公共服務(wù)、多種經(jīng)濟(jì)政策合力、土地資源集約利用、以民生改善為根本上來面對造成我國城鄉(xiāng)統(tǒng)籌發(fā)展失衡的原因進(jìn)行系統(tǒng)的分析和總結(jié)，為未來的實(shí)證研究打好理論基礎(chǔ)。第三部分，國內(nèi)外城鄉(xiāng)統(tǒng)籌的經(jīng)驗(yàn)及啟示。是在參考國內(nèi)外研究成果的基礎(chǔ)上，對德國、荷蘭、蘇南和成都城鄉(xiāng)統(tǒng)籌的經(jīng)驗(yàn)、啟示做出分析，得出國內(nèi)外城鄉(xiāng)統(tǒng)籌的思考為堅(jiān)持加快經(jīng)濟(jì)發(fā)展不動(dòng)搖，，注重科學(xué)發(fā)展，打破“諸侯規(guī)劃”，區(qū)分規(guī)劃的層次，注重規(guī)劃的政策性與靈活性的統(tǒng)一。第四部分，七臺(tái)河縣域城鄉(xiāng)統(tǒng)籌過發(fā)展的現(xiàn)狀。七臺(tái)河地區(qū)縣域經(jīng)濟(jì)發(fā)展現(xiàn)狀和城鄉(xiāng)統(tǒng)籌兩個(gè)解讀揭示現(xiàn)狀。第五部分，存在的問題及原因分析。第六部分，對策建議。從縣域特色資源上實(shí)現(xiàn)統(tǒng)籌出發(fā)，將以工促農(nóng)作為著手點(diǎn)，依托煤炭資源來實(shí)現(xiàn)縣域工業(yè)化的統(tǒng)籌，促進(jìn)縣域產(chǎn)業(yè)集群的園區(qū)統(tǒng)籌建設(shè)發(fā)展，加強(qiáng)縣域產(chǎn)業(yè)及鏈條的規(guī)劃性建設(shè)，在一定的時(shí)代背景中，積極的拓展城鄉(xiāng)互動(dòng)發(fā)展的機(jī)制，加強(qiáng)縣域城鎮(zhèn)的規(guī)劃建設(shè)，加快城鎮(zhèn)擴(kuò)容提質(zhì)，推進(jìn)城鎮(zhèn)基礎(chǔ)設(shè)施的改造工作，以提升農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè)力度為基礎(chǔ)。大力發(fā)展現(xiàn)代農(nóng)業(yè)產(chǎn)業(yè)化水平，拓展相關(guān)農(nóng)業(yè)項(xiàng)目，把創(chuàng)新農(nóng)業(yè)生產(chǎn)經(jīng)營體制機(jī)制作為有效措施，最后得出結(jié)論。
[Abstract]:With the deepening of reform and opening up, the dual economic structure of urban and rural areas is becoming more and more obvious. The development of urban and rural economy has become the main obstacle to the operation of policy journey, and has become the bottleneck to solve the problems of "agriculture, countryside and farmers". In this trend, the 18th National Congress of the Party further stressed the importance of urban-rural development, through the model of urban-rural interaction to achieve the direction of urban-rural coordination. Based on this, through the domestic and foreign urban and rural overall development research experience, draw inspiration and thinking as a guide, in-depth study of the Qitaihe county economic and social development situation, This paper reveals the existing problems and causes of the overall development of Qitaihe County and puts forward the countermeasures and suggestions for the overall development of Qitaihe County. The specific research contents are as follows: the first part, introduction. The second part defines the concept of urban and rural planning. On the basis of reference to domestic and foreign research results, this paper analyzes the experience and enlightenment of urban and rural planning in Germany, the Netherlands, southern Jiangsu and Chengdu, and draws the conclusion that the thinking of urban and rural planning at home and abroad is to persist in accelerating economic development and pay attention to scientific development.
