【摘要】：20世紀80年代以來，國內有關產業(yè)轉移的研究一直都是社會科學研究的重點領域。改革開放后，我國實施的是非均衡的經濟發(fā)展戰(zhàn)略，東部沿海地區(qū)憑借其區(qū)位優(yōu)勢、國家優(yōu)惠政策的支持及自身的努力，積極承接來自國際發(fā)達地區(qū)的產業(yè)轉移，率先快速發(fā)展了起來。經過近三十年的發(fā)展，其經濟水平遠遠超過了中西部地區(qū)，在國內形成了由東向西逐步降低的區(qū)域經濟發(fā)展梯度差異。根據產業(yè)梯度轉移理論，區(qū)域經濟發(fā)展梯度差異的存在，使得產業(yè)有從高梯度地區(qū)向低梯度地區(qū)進行轉移的趨勢。作為處于低梯度地區(qū)的河南省，如何在此次由東向西的產業(yè)轉移中，抓住大好機遇，發(fā)揮資源優(yōu)勢，提升承接產業(yè)轉移水平的區(qū)域競爭力，加快中原經濟區(qū)的建設，實現經濟跨越式發(fā)展，已成為目前河南省社會經濟發(fā)展所急需解決的重大問題。 文章采用理論與實證分析、定量與定性分析、比較分析相結合的方法，從產業(yè)梯度的角度出發(fā)研究河南省對國內外產業(yè)轉移的承接：首先，闡述本文的研究背景、意義、內容、方法及創(chuàng)新點和不足之處，并對國內外學者在產業(yè)轉移與產業(yè)梯度方面的理論研究進行綜述；接下來，利用因子分析法，分析目前河南省在我國區(qū)域經濟梯度中所處的地位，并結合河南省在區(qū)位、產業(yè)基礎及配套條件、生產要素、市場需求等方面的優(yōu)勢條件，分析河南省承接東部沿海地區(qū)產業(yè)轉移的可行性；然后，針對目前河南省承接產業(yè)轉移的現狀，，提出其存在的各種問題；最后，以第二產業(yè)為基礎，構建產業(yè)梯度系數模型，為河南省在承接產業(yè)轉移領域的選擇上提供依據，并從承接產業(yè)轉移的原則、相關政策支持、產業(yè)基礎建設、承接載體建設、軟環(huán)境建設、人才培養(yǎng)和創(chuàng)新能力等方面給出一些政策和建議。
[Abstract]:Since 1980's, the research on industrial transfer has been the key field of social science. After the reform and opening up, China has implemented an unbalanced economic development strategy. The eastern coastal areas, with their geographical advantages, the support of national preferential policies and their own efforts, actively undertake industrial transfer from internationally developed regions. The first to develop quickly. After nearly 30 years of development, the economic level of the region has far exceeded that of the central and western regions, and the gradient of regional economic development has gradually decreased from east to west in China. According to the theory of industrial gradient transfer, the existence of regional economic development gradient difference makes the industry shift from high gradient region to low gradient area. As a low-gradient area in Henan Province, how to seize the excellent opportunity in the industrial transfer from east to west, give full play to the advantages of resources, enhance the regional competitiveness to accept the level of industrial transfer, and accelerate the construction of the Central Plains Economic Zone. Realizing the leap-forward development of economy has become an important problem for the social and economic development of Henan Province. This paper uses the methods of theoretical and empirical analysis, quantitative and qualitative analysis, and comparative analysis to study Henan Province's undertaking of domestic and foreign industrial transfer from the perspective of industrial gradient: firstly, it expounds the research background, significance and content of this paper. Methods, innovation points and deficiencies, and the theoretical research on industrial transfer and industrial gradient of domestic and foreign scholars are summarized. Then, the status of Henan Province in the regional economic gradient of our country is analyzed by using factor analysis. Combined with the advantages of location, industrial basis and supporting conditions, production factors and market demand in Henan Province, the feasibility of undertaking industrial transfer in eastern coastal areas in Henan Province is analyzed. In view of the present situation of undertaking industrial transfer in Henan Province, various problems are put forward. Finally, based on the second industry, the industrial gradient coefficient model is constructed, which provides the basis for Henan Province to choose the field of undertaking industrial transfer. Some policies and suggestions are given from the following aspects: principle of undertaking industry transfer, relevant policy support, industry infrastructure construction, undertaking carrier construction, soft environment construction, talent training and innovation ability.
