【摘要】：波特假說似乎為環(huán)境與經(jīng)濟的協(xié)調(diào)發(fā)展找到了一條"雙贏"之路。然而,環(huán)境規(guī)制如何導致技術(shù)進步,其內(nèi)在影響機制是制定環(huán)境規(guī)制政策時必須明確的問題。本文基于1999—2011年中國省際面板數(shù)據(jù),構(gòu)建動態(tài)面板模型,運用系統(tǒng)矩估計方法對中國環(huán)境規(guī)制政策對技術(shù)效率的影響機制進行實證分析,發(fā)現(xiàn)中國環(huán)境規(guī)制對技術(shù)進步的效應(yīng)呈現(xiàn)先下降后上升的趨勢,環(huán)境規(guī)制下的技術(shù)進步與地區(qū)經(jīng)濟發(fā)展呈現(xiàn)倒U型關(guān)系,環(huán)境規(guī)制刺激下的技術(shù)進步主要通過技術(shù)引進方式實現(xiàn)。
[Abstract]:The Porter hypothesis seems to find a "win-win" path for the harmonious development of environment and economy. However, how environmental regulation leads to technological progress, its internal influence mechanism is the problem that must be clear when making environmental regulation policy. Based on the provincial panel data of China from 1999 to 2011, this paper constructs a dynamic panel model and makes an empirical analysis of the impact mechanism of China's environmental regulation policy on technological efficiency by using the system moment estimation method. It is found that the effect of environmental regulation on technological progress in China is decreasing first and then rising, and the relationship between technological progress and regional economic development under environmental regulation is inversely U-shaped. The technological progress stimulated by environmental regulation is mainly realized by the way of technology introduction.
