【摘要】：山東半島藍(lán)色經(jīng)濟(jì)區(qū)與黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)都在山東境內(nèi),對(duì)山東省的經(jīng)濟(jì)發(fā)展有著至關(guān)重要的作用。兩者具有在政策、地理、資源方面都具有較強(qiáng)的優(yōu)勢(shì),但是目前而言這些優(yōu)勢(shì)沒有得到充分發(fā)揮,并沒有成為山東半島經(jīng)濟(jì)發(fā)展的引擎,兩個(gè)經(jīng)濟(jì)區(qū)的發(fā)展還是存在著較明顯的差距,因此,充分挖掘這兩個(gè)經(jīng)濟(jì)區(qū)的協(xié)調(diào)發(fā)展的優(yōu)勢(shì),利用各自的比較優(yōu)勢(shì)實(shí)現(xiàn)優(yōu)勢(shì)互補(bǔ),最終達(dá)到經(jīng)濟(jì)區(qū)之間的協(xié)調(diào)發(fā)展,以融入我國(guó)區(qū)域互相合作發(fā)展的大潮。據(jù)此,本文對(duì)創(chuàng)新性地從山東半島藍(lán)色經(jīng)濟(jì)區(qū)與黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)社會(huì)經(jīng)濟(jì)發(fā)展的特征出發(fā),分別對(duì)兩個(gè)經(jīng)濟(jì)區(qū)進(jìn)行具體研究,挖掘兩個(gè)經(jīng)濟(jì)區(qū)實(shí)現(xiàn)經(jīng)濟(jì)合作的領(lǐng)域,建立促進(jìn)區(qū)域協(xié)調(diào)發(fā)展的有效機(jī)制,對(duì)實(shí)現(xiàn)兩個(gè)經(jīng)濟(jì)區(qū)經(jīng)濟(jì)的增長(zhǎng)與協(xié)調(diào)發(fā)展甚至對(duì)山東半島的發(fā)展具有重要的理論意義和現(xiàn)實(shí)意義。 本研究主要由四部分構(gòu)成：基礎(chǔ)部分(第一、二章),主要涵蓋了選題的背景、研究的目的與意義、本文的創(chuàng)新之處等,同時(shí)對(duì)區(qū)域協(xié)調(diào)發(fā)展的概念與基礎(chǔ)理論進(jìn)行了闡述；重點(diǎn)部分(第三章)研究討論了山東半島藍(lán)色經(jīng)濟(jì)區(qū)與黃河三角洲高效生態(tài)經(jīng)濟(jì)區(qū)的現(xiàn)狀特征,并比較分析了兩個(gè)經(jīng)濟(jì)區(qū)之間存在的發(fā)展差異；核心部分第四章首先列舉了國(guó)內(nèi)外區(qū)域協(xié)調(diào)發(fā)展的典型案例；其次在對(duì)案例分析的基礎(chǔ)上對(duì)兩個(gè)經(jīng)濟(jì)建立協(xié)調(diào)發(fā)展機(jī)制進(jìn)行了SWOT分析；最后構(gòu)建出了兩個(gè)經(jīng)濟(jì)區(qū)協(xié)調(diào)發(fā)展的機(jī)制。核心部分第五章提出了構(gòu)建協(xié)調(diào)發(fā)展機(jī)制的相關(guān)建議；結(jié)論部分在前文的基礎(chǔ)上闡述了政府、市場(chǎng)與投資機(jī)制在區(qū)域協(xié)調(diào)發(fā)展中的重要作用,尤其是政府與企業(yè)的相互合作的重要性,為山東半島內(nèi)的兩區(qū)政府制定區(qū)域協(xié)調(diào)發(fā)展規(guī)劃提供了參考依據(jù)。
[Abstract]:The blue economic zone of Shandong Peninsula and the efficient ecological economic zone of Yellow River Delta are both located in Shandong Province, which plays an important role in the economic development of Shandong Province. Both have strong advantages in terms of policy, geography and resources, but at present these advantages have not been fully exploited and have not become the engine of economic development in the Shandong Peninsula. There is still a clear gap in the development of the two economic zones. Therefore, we should fully tap the advantages of the coordinated development of the two economic zones, make use of their respective comparative advantages to complement each other, and finally achieve the coordinated development between the economic zones. In order to integrate into our regional cooperation and development of the tide. On the basis of this, this paper innovatively starts from the characteristics of the social and economic development of the blue economic zone of Shandong Peninsula and the high-efficiency ecological economic zone of the Yellow River Delta, carries on the concrete research on the two economic zones, and excavates the fields of realizing the economic cooperation between the two economic zones. The establishment of an effective mechanism to promote regional coordinated development is of great theoretical and practical significance to the economic growth and coordinated development of the two economic zones and even to the development of Shandong Peninsula. This research is mainly composed of four parts: the basic part (chapter one and two), which mainly covers the background of the topic, the purpose and significance of the research, the innovation of this paper and so on. At the same time, the concept and basic theory of regional coordinated development are expounded. In the third chapter, the author discusses the present situation of the blue economic zone of Shandong Peninsula and the high-efficiency ecological economic zone of the Yellow River Delta, and compares and analyzes the development differences between the two economic zones. The fourth chapter of the core part firstly lists the typical cases of regional coordinated development at home and abroad, and then carries on the SWOT analysis to the two economies to establish the coordinated development mechanism on the basis of the case analysis. Finally, the mechanism of coordinated development of the two economic zones is constructed. The fifth chapter of the core part puts forward the relevant suggestions to construct the coordinated development mechanism, the conclusion part expounds the important role of the government, the market and the investment mechanism in the regional coordinated development on the basis of the above. Especially the importance of cooperation between government and enterprises provides a reference for the two regional governments in Shandong Peninsula to formulate regional coordinated development plans.
