【摘要】：本文以可持續(xù)發(fā)展理論為理論依據(jù)，以國內(nèi)外經(jīng)濟(jì)技術(shù)開發(fā)區(qū)可持續(xù)發(fā)展指標(biāo)體系的研究為基礎(chǔ)，，在對(duì)可持續(xù)發(fā)展理論、開發(fā)區(qū)理論、經(jīng)濟(jì)技術(shù)開發(fā)區(qū)可持續(xù)發(fā)展理論的研究中，給出經(jīng)濟(jì)技術(shù)開發(fā)區(qū)可持續(xù)發(fā)展能力的新內(nèi)涵，以青島經(jīng)濟(jì)技術(shù)開發(fā)區(qū)為研究主體，構(gòu)建出一個(gè)系統(tǒng)的、便于實(shí)際操作的、適合中國國家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)區(qū)情和未來發(fā)展方向的經(jīng)濟(jì)技術(shù)開發(fā)區(qū)可持續(xù)發(fā)展指標(biāo)體系，并應(yīng)用了該可持續(xù)發(fā)展指標(biāo)體系及其評(píng)價(jià)方法，以期對(duì)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)這樣的微觀區(qū)域的可持續(xù)發(fā)展能力作出一個(gè)恰當(dāng)而又科學(xué)的評(píng)價(jià)。 本文首先根據(jù)可持續(xù)發(fā)展理念，給出經(jīng)濟(jì)技術(shù)開發(fā)區(qū)可持續(xù)發(fā)展能力的新內(nèi)涵。其次，對(duì)可持續(xù)發(fā)展的理論、開發(fā)區(qū)理論、國內(nèi)外有關(guān)開發(fā)區(qū)可持續(xù)發(fā)展能力研究的大量文獻(xiàn)進(jìn)行了歸納、整理，選取了一些沿用至今的權(quán)威的指標(biāo)體系，進(jìn)行對(duì)比分析，為下一步構(gòu)建評(píng)價(jià)體系提供基礎(chǔ)借鑒。然后，根據(jù)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)的可持續(xù)發(fā)展能力內(nèi)涵，構(gòu)建以青島經(jīng)濟(jì)技術(shù)開發(fā)區(qū)為主要考察對(duì)象的經(jīng)濟(jì)技術(shù)開發(fā)區(qū)可持續(xù)發(fā)展能力指標(biāo)體系，并選取了合理的評(píng)價(jià)方法。最后，在關(guān)鍵影響因素和可持續(xù)發(fā)展指標(biāo)體系的結(jié)果分析上，深入考察青島經(jīng)濟(jì)技術(shù)開發(fā)區(qū)可持續(xù)發(fā)展能力，為經(jīng)濟(jì)技術(shù)開發(fā)區(qū)的可持續(xù)發(fā)展提供政策建議。 本文在對(duì)比分析和驗(yàn)證的基礎(chǔ)上，分別選取了熵值法和模糊積分法進(jìn)行指標(biāo)體系的確權(quán)與分值的評(píng)定，將這兩種方法結(jié)合在一起用于經(jīng)濟(jì)技術(shù)開發(fā)區(qū)可持續(xù)發(fā)展能力的評(píng)價(jià)，得出了國內(nèi)七大優(yōu)勢(shì)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)的可持續(xù)發(fā)展能力排名，對(duì)青島經(jīng)濟(jì)技術(shù)開發(fā)區(qū)如何尋求突破給予了重要支持。
[Abstract]:Based on the theory of sustainable development and the research on the index system of sustainable development of economic and technological development zones at home and abroad, this paper analyzes the theory of sustainable development and the theory of development zones. In the study of the theory of sustainable development of economic and technological development zone, the new connotation of sustainable development ability of economic and technological development zone is given. Taking Qingdao economic and technological development zone as the main body of study, a systematic and convenient practical operation is constructed. The index system for sustainable development of economic and technological development zones suitable for the situation and future development direction of China's state-level economic and technological development zones, and the application of the sustainable development index system and its evaluation method, In order to make an appropriate and scientific evaluation of the sustainable development ability of the micro-area such as the economic and technological development zone. Firstly, according to the concept of sustainable development, this paper gives the new connotation of the sustainable development ability of economic and technological development zone. Secondly, the theory of sustainable development, the theory of development zone, and a large number of domestic and foreign documents on the ability of sustainable development of development zones are summarized, sorted out, and some authoritative index systems that have been used up to now are selected for comparative analysis. For the next step to build the evaluation system to provide the basis for reference. Then, according to the connotation of the sustainable development ability of the economic and technological development zone, the index system of the sustainable development ability of the economic and technological development zone with Qingdao economic and technological development zone as the main object of investigation is constructed, and the reasonable evaluation method is selected. Finally, on the basis of the analysis of the key influencing factors and the results of the sustainable development index system, the sustainable development ability of Qingdao Economic and technological Development Zone is investigated in depth, which provides policy suggestions for the sustainable development of the Economic and technological Development Zone. On the basis of comparative analysis and verification, entropy method and fuzzy integral method are selected to evaluate the right and score of the index system, and the two methods are combined to evaluate the sustainable development ability of the economic and technological development zone. The ranking of the sustainable development ability of the seven dominant economic and technological development zones in China is obtained, which gives important support to how to find a breakthrough in Qingdao economic and technological development zone.
