【摘要】：在對(duì)產(chǎn)業(yè)集群進(jìn)行調(diào)研基礎(chǔ)上,提煉了產(chǎn)業(yè)集群發(fā)展存在的集群特征不明顯、產(chǎn)品附加值低、技術(shù)創(chuàng)新能力弱、產(chǎn)業(yè)鏈不完整、集群協(xié)同程度低、管理粗放等問(wèn)題;分析了產(chǎn)業(yè)集群管理研究及咨詢(xún)服務(wù)現(xiàn)狀,指出目前開(kāi)展的管理服務(wù)不能滿足產(chǎn)業(yè)集群發(fā)展需要,必須創(chuàng)新服務(wù)內(nèi)容和服務(wù)模式;借鑒臺(tái)灣中衛(wèi)管理模式,提出管理創(chuàng)新服務(wù)對(duì)策:包括明確產(chǎn)業(yè)集群管理創(chuàng)新服務(wù)宗旨,確立管理創(chuàng)新服務(wù)的六大功能,開(kāi)展產(chǎn)業(yè)集群企業(yè)協(xié)同管理關(guān)鍵技術(shù)研究,建立以管理創(chuàng)新服務(wù)平臺(tái)為核心的動(dòng)態(tài)聯(lián)盟組織形式和新的商業(yè)模式,以及管理創(chuàng)新服務(wù)實(shí)施應(yīng)具備的條件。
[Abstract]:On the basis of investigation and research on industrial clusters, the paper abstracts some problems such as the cluster characteristics are not obvious, the product added value is low, the technological innovation ability is weak, the industrial chain is incomplete, the coordination degree of the cluster is low, the management is extensive and so on. This paper analyzes the current situation of industrial cluster management research and consulting service, and points out that the current management service can not meet the needs of industrial cluster development, so it is necessary to innovate the service content and service model, and learn from the management mode of Taiwan Zhongwei. The countermeasures of management innovation service include clarifying the aim of industrial cluster management innovation service, establishing six functions of management innovation service, and carrying out the research on key technology of industrial cluster enterprise cooperative management. To establish a dynamic alliance organization form and a new business model with the management innovation service platform as the core, and the conditions for the implementation of the management innovation service.
