【摘要】：“十二五”時(shí)期，是遼寧老工業(yè)基地全面振興的重要時(shí)期，也是經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型的關(guān)鍵時(shí)期。如何抓住和用好重要戰(zhàn)略機(jī)遇期，開(kāi)創(chuàng)科學(xué)發(fā)展的新局面，是遼寧省當(dāng)下面臨的主要問(wèn)題。提高能源效率與產(chǎn)業(yè)結(jié)構(gòu)水平，是能源與經(jīng)濟(jì)發(fā)展的主要目標(biāo)，又是推動(dòng)經(jīng)濟(jì)發(fā)展模式從粗放型向集約型、從高耗能型向資源節(jié)約型轉(zhuǎn)變的重要途徑。 本文在對(duì)遼寧省能源效率與產(chǎn)業(yè)結(jié)構(gòu)發(fā)展現(xiàn)狀分析及評(píng)價(jià)的基礎(chǔ)上，研究了二者之間的數(shù)量關(guān)系。在對(duì)能源效率的評(píng)價(jià)中，選取全要素能源效率及融合其與單位GDP能耗的能源利用效率評(píng)價(jià)指標(biāo)進(jìn)行研究，并分析遼寧省能源利用效率的空間分布特征與環(huán)境因素影響下的能源效率。在對(duì)產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化水平的評(píng)價(jià)中，通過(guò)產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化指數(shù)對(duì)遼寧省各市的產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化發(fā)展程度與差異進(jìn)行分析。在對(duì)遼寧省能源效率與產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化發(fā)展整體把握的基礎(chǔ)上，進(jìn)一步分析二者之間的關(guān)系。 在對(duì)遼寧省能源效率與產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化關(guān)系的分析中，本文以實(shí)證分析為主，運(yùn)用因素分解模型、VAR模型及耦合評(píng)價(jià)模型進(jìn)行研究。研究結(jié)果表明：遼寧省各地區(qū)能源效率差異顯著，沈陽(yáng)、大連、鞍山、錦州屬于高能效地區(qū)，，而低能效高能耗地區(qū)集中在遼西北地區(qū)與撫順、本溪等重工業(yè)城市。經(jīng)濟(jì)發(fā)展的雙核結(jié)構(gòu)特征與交通網(wǎng)絡(luò)布局對(duì)能源效率空間格局的形成有重要影響。產(chǎn)業(yè)結(jié)構(gòu)高級(jí)化發(fā)展水平較高的地區(qū)集中在東南沿海城市。產(chǎn)業(yè)結(jié)構(gòu)高度化水平的差異是導(dǎo)致全省各地級(jí)市能源效率差異的重要原因。文章最后提出對(duì)策建議，通過(guò)加速推進(jìn)低碳社會(huì)建設(shè)與生態(tài)文明建設(shè)、積極發(fā)展可再生能源調(diào)整能源消費(fèi)結(jié)構(gòu)、大力支持戰(zhàn)略性新興產(chǎn)業(yè)、協(xié)調(diào)區(qū)域發(fā)展等，最終實(shí)現(xiàn)能源與經(jīng)濟(jì)的可持續(xù)發(fā)展。
[Abstract]:The twelfth five-year plan period is an important period for Liaoning's old industrial base to be fully revitalized, and also a key period for economic structural transformation. How to grasp and make good use of the important strategic opportunity period and create a new situation of scientific development is the main problem facing Liaoning Province. Improving energy efficiency and industrial structure is the main goal of energy and economic development, and it is also an important way to promote the economic development model from extensive to intensive, from high-energy consumption to resource-saving. Based on the analysis and evaluation of the present situation of energy efficiency and industrial structure in Liaoning Province, the quantitative relationship between them is studied in this paper. In the evaluation of energy efficiency, we select the energy efficiency of all factors and the energy efficiency evaluation index which combines the energy consumption per unit GDP. The spatial distribution characteristics of energy use efficiency in Liaoning Province and the energy efficiency under the influence of environmental factors are analyzed. In the evaluation of the advanced level of the industrial structure, the degree and difference of the development of the advanced industrial structure in each city of Liaoning Province are analyzed through the index of the advanced level of the industrial structure. Based on the overall understanding of energy efficiency and industrial structure development in Liaoning Province, the relationship between energy efficiency and industrial structure is further analyzed. In the analysis of the relationship between energy efficiency and industrial structure in Liaoning Province, this paper mainly focuses on empirical analysis, using factor decomposition model VAR model and coupling evaluation model to study. The results show that there are significant differences in energy efficiency among different regions in Liaoning Province. Shenyang, Dalian, Anshan and Jinzhou belong to high energy efficiency areas, while low energy efficiency and high energy consumption areas are concentrated in northwest Liaoning and heavy industrial cities such as Fushun and Benxi. The dual core structure of economic development and traffic network layout have important influence on the formation of spatial pattern of energy efficiency. The areas with higher level of industrial structure development are concentrated in southeast coastal cities. The difference of industrial structure is an important reason for the difference of energy efficiency among prefectural cities in the province. Finally, the paper puts forward some countermeasures and suggestions, such as accelerating the construction of low-carbon society and ecological civilization, actively developing renewable energy, adjusting energy consumption structure, vigorously supporting strategic emerging industries, coordinating regional development, etc. Finally, realize the sustainable development of energy and economy.
