【摘要】：城鎮(zhèn)是城鎮(zhèn)化的重要組成部分，是城鎮(zhèn)化進(jìn)程中最強(qiáng)勁的動(dòng)力和表現(xiàn)形式之一。城鎮(zhèn)化的發(fā)展?fàn)顩r已經(jīng)成為衡量一個(gè)地區(qū)綜合競(jìng)爭(zhēng)力的重要指標(biāo)。未來10-20年是我國加快城鎮(zhèn)化發(fā)展的重要黃金期，城鎮(zhèn)化將會(huì)帶來經(jīng)濟(jì)社會(huì)發(fā)展的根本變革和跨越，基本實(shí)現(xiàn)現(xiàn)代化的目標(biāo)能否順利實(shí)現(xiàn)，城鎮(zhèn)化發(fā)展的進(jìn)程尤其關(guān)鍵。 溫州，以曾經(jīng)以市場(chǎng)經(jīng)濟(jì)的高度發(fā)達(dá)創(chuàng)造了舉世矚目的“溫州模式”，一度成為中國民營(yíng)經(jīng)濟(jì)的發(fā)祥地和風(fēng)向標(biāo)。但是，與經(jīng)濟(jì)發(fā)展程度不相匹配的是，溫州的城鎮(zhèn)化經(jīng)過改革開放以來35年的發(fā)展，到2012年，城鎮(zhèn)化率僅為67%，并帶來了諸如城鎮(zhèn)化滯后和半城鎮(zhèn)化問題突出、城鄉(xiāng)格局總體呈現(xiàn)散低亂狀態(tài)、城鄉(xiāng)發(fā)展不平衡二元矛盾突出、產(chǎn)業(yè)發(fā)展不合理嚴(yán)重阻礙經(jīng)濟(jì)發(fā)展等一系列問題。 2011年，溫州抓住中央提出推進(jìn)城鄉(xiāng)統(tǒng)籌發(fā)展的大背景，進(jìn)行了以“撤擴(kuò)并”和“提升城鎮(zhèn)化水平”為主基調(diào)的鄉(xiāng)鎮(zhèn)區(qū)劃調(diào)整，基本確立了“1650”新型城鎮(zhèn)化發(fā)展思路和大都市區(qū)網(wǎng)絡(luò)型空間結(jié)構(gòu)，溫州的城鎮(zhèn)化發(fā)展由此進(jìn)入一個(gè)新的發(fā)展空間。當(dāng)前及今后一段時(shí)期，對(duì)于正處在全面轉(zhuǎn)型關(guān)鍵階段的溫州，如何應(yīng)對(duì)問題和挑戰(zhàn)，在新的起點(diǎn)上，推動(dòng)溫州城鎮(zhèn)化發(fā)展邁上新臺(tái)階，走出一條符合溫州特色的城鎮(zhèn)化發(fā)展道路，將是重大的課題。 本文以城鄉(xiāng)統(tǒng)籌視角下的溫州地區(qū)城鎮(zhèn)化發(fā)展為研究對(duì)象，通過對(duì)國內(nèi)外典型城市城鎮(zhèn)化發(fā)展的研究，總結(jié)城鎮(zhèn)化發(fā)展的經(jīng)驗(yàn)與啟示，為溫州城鎮(zhèn)化發(fā)展提供理論參考；總結(jié)溫州地區(qū)城鎮(zhèn)化發(fā)展的歷程、特點(diǎn)和優(yōu)勢(shì)，分析溫州城鎮(zhèn)化發(fā)展存在的主要問題及制約因素，進(jìn)一步明確溫州城鎮(zhèn)化發(fā)展的目標(biāo)定位；理論與實(shí)踐相結(jié)合，提出了溫州城鎮(zhèn)化發(fā)展的對(duì)策和建議，為推進(jìn)溫州地區(qū)的城鎮(zhèn)化科學(xué)發(fā)展建言獻(xiàn)策。 本文共分七章，其基本框架如下： 第一章為導(dǎo)論，主要從國家、浙江、溫州三個(gè)層面介紹研究背景，明確研究目的及意義，國內(nèi)外對(duì)中國城鎮(zhèn)化問題的研究現(xiàn)狀，主要研究思路、框架與方法，研究可能的創(chuàng)新之處。 第二章介紹城鄉(xiāng)統(tǒng)籌視角下城鎮(zhèn)化發(fā)展相關(guān)概念及基礎(chǔ)理論，主要圍繞城鄉(xiāng)統(tǒng)籌相關(guān)概念、城鎮(zhèn)化相關(guān)概念、城鄉(xiāng)統(tǒng)籌發(fā)展與城鎮(zhèn)化的關(guān)系、城鎮(zhèn)化發(fā)展的相關(guān)基礎(chǔ)理論等四方面進(jìn)行研究。 第三章主要介紹國內(nèi)外典型城市城鎮(zhèn)化發(fā)展經(jīng)驗(yàn)借鑒及啟示，從分析東京、墨爾本、巴黎、首爾等發(fā)達(dá)城市，以及國內(nèi)珠三角、上海、成都、大連等城市城鎮(zhèn)化經(jīng)驗(yàn)借鑒入手，得出對(duì)城鄉(xiāng)統(tǒng)籌視角下溫州地區(qū)城鎮(zhèn)化發(fā)展的相關(guān)啟示。 第四章詳細(xì)介紹城鄉(xiāng)統(tǒng)籌視角下溫州地區(qū)城鎮(zhèn)化發(fā)展現(xiàn)狀及優(yōu)勢(shì)，主要包括溫州地區(qū)基本情況、城鎮(zhèn)化發(fā)展歷程、城鎮(zhèn)化發(fā)展特點(diǎn)、優(yōu)勢(shì)分析等四大部分。 第五章主要分析城鄉(xiāng)統(tǒng)籌視角下溫州城鎮(zhèn)化發(fā)展存在的主要問題及制約因素。 第六章為城鄉(xiāng)統(tǒng)籌視角下溫州城鎮(zhèn)化發(fā)展的對(duì)策和建議，，主要從科學(xué)規(guī)劃、布局優(yōu)化、城鄉(xiāng)一體化發(fā)展、產(chǎn)業(yè)升級(jí)、完善公共服務(wù)體系等方面提出對(duì)策建議。 第七章結(jié)論，簡(jiǎn)要闡述結(jié)論、不足和展望。
[Abstract]:Towns and towns are an important part of urbanization and one of the strongest driving forces and manifestations in the process of urbanization. The development of urbanization has become an important indicator to measure the comprehensive competitiveness of a region. The process of urbanization is particularly critical to the smooth realization of the goal of modernization through change and leap-frogging.
Wenzhou, once the birthplace and vane of China's private economy, has created a world-renowned "Wenzhou Model" with a highly developed market economy. However, the degree of economic development does not match the development of Wenzhou's urbanization after 35 years of reform and opening up, until 2012, the urbanization rate of Wenzhou is only 67%, and has brought such things as The problems of urbanization lagging behind and Semi-urbanization are prominent, the overall pattern of urban and rural areas is scattered and disorderly, the dual contradiction of unbalanced urban and rural development is prominent, and unreasonable industrial development seriously hinders economic development.
In 2011, Wenzhou grasped the background of the central government's proposal to promote the overall development of urban and rural areas, and made the adjustment of township regionalization with the keynote of "withdrawing and expanding" and "promoting the level of urbanization", basically established the "1650" new thinking of urbanization development and the network-based spatial structure of metropolitan areas, thus Wenzhou's urbanization development entered a new era. At present and in the future, how to deal with the problems and challenges in Wenzhou, which is in the critical stage of comprehensive transformation, and how to push Wenzhou's urbanization development to a new stage at a new starting point, will be a major issue.
This paper takes the urbanization development of Wenzhou area as the research object from the perspective of urban-rural co-ordination, summarizes the experience and Enlightenment of the urbanization development of typical cities at home and abroad, provides theoretical reference for the urbanization development of Wenzhou, summarizes the process, characteristics and advantages of the urbanization development of Wenzhou area, and analyzes the urbanization development of Wenzhou. The main problems and constraints of the exhibition further clarify the target orientation of Wenzhou's urbanization development; combine theory with practice, put forward the countermeasures and suggestions of Wenzhou's urbanization development, and offer suggestions for promoting the scientific development of Wenzhou's urbanization.
This article is divided into seven chapters, the basic framework is as follows:
The first chapter is the introduction, mainly from the country, Zhejiang, Wenzhou three levels to introduce the research background, clear research purposes and significance, domestic and foreign research on China's urbanization, the main research ideas, framework and methods, research possible innovations.
The second chapter introduces the related concepts and basic theories of urbanization development from the perspective of urban-rural co-ordination, mainly focusing on the related concepts of urban-rural co-ordination, the related concepts of urbanization, the relationship between urban-rural co-ordination and urbanization, and the related basic theories of urbanization development.
The third chapter mainly introduces the experience and Enlightenment of urbanization development of typical cities at home and abroad. From the analysis of Tokyo, Melbourne, Paris, Seoul and other developed cities, as well as domestic urbanization experience of the Pearl River Delta, Shanghai, Chengdu, Dalian and other cities, we can get the relevant enlightenment of urbanization development of Wenzhou under the perspective of urban-rural co-ordination.
The fourth chapter introduces the development status and advantages of urbanization in Wenzhou from the perspective of urban-rural co-ordination, including the basic situation of Wenzhou, the development process of urbanization, the characteristics of urbanization development, and the analysis of advantages.
The fifth chapter mainly analyzes the main problems and constraints of urbanization in Wenzhou from the perspective of urban-rural integration.
Chapter 6 is the countermeasures and suggestions of Wenzhou urbanization development from the perspective of urban and rural overall planning, mainly from the aspects of scientific planning, layout optimization, urban and rural integration, industrial upgrading, and improving the public service system.
The seventh chapter is the conclusion, briefly describing the conclusion, shortage and prospect.
