【摘要】：調(diào)整優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)是我國(guó)“十一五”規(guī)劃六大重點(diǎn)之一,產(chǎn)業(yè)結(jié)構(gòu)的合理和產(chǎn)業(yè)的協(xié)調(diào)發(fā)展是經(jīng)濟(jì)快速健康發(fā)展的基本前提和重要保障。2008年,由國(guó)際金融危機(jī)引發(fā)的經(jīng)濟(jì)衰退席卷全球,全國(guó)、全省經(jīng)濟(jì)形勢(shì)急轉(zhuǎn)直下,運(yùn)城市作為內(nèi)陸中小城市也同樣受到不小影響。在這種局面下,運(yùn)城市的產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整和升級(jí)將是一個(gè)漫長(zhǎng)復(fù)雜的過(guò)程,即使金融危機(jī)順利度過(guò),經(jīng)濟(jì)發(fā)展開(kāi)始恢復(fù),也要繼續(xù)促進(jìn)中國(guó)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和升級(jí),以保證經(jīng)濟(jì)快速可持續(xù)發(fā)展。 運(yùn)城市是山西省傳統(tǒng)農(nóng)業(yè)區(qū),有長(zhǎng)期的資源型、粗放式發(fā)展的歷史背景。地區(qū)的環(huán)境、經(jīng)濟(jì)、社會(huì)問(wèn)題極為突出,雖歷經(jīng)了多次規(guī)劃和治理,但最終均未徹底改變地區(qū)落后的發(fā)展面貌。在當(dāng)前新的發(fā)展形勢(shì)及歷史機(jī)遇下,有關(guān)“轉(zhuǎn)型”的戰(zhàn)略研究亞待再次展開(kāi)本文運(yùn)用產(chǎn)業(yè)結(jié)構(gòu)相關(guān)理論,通過(guò)對(duì)運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)基本狀況的認(rèn)識(shí)和存在問(wèn)題的分析,加之對(duì)國(guó)際產(chǎn)業(yè)結(jié)構(gòu)演進(jìn)歷程的借鑒,提出當(dāng)前形勢(shì)下我國(guó)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和升級(jí)的對(duì)策。 本研究主要采用的方法是比較分析與個(gè)性分析相結(jié)合的方法、實(shí)地調(diào)查法與查閱文獻(xiàn)相結(jié)合的方法和理論與實(shí)證相結(jié)合的方法,對(duì)運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)進(jìn)行了研究。主要內(nèi)容有：第一章導(dǎo)論。包括選題背景及意義、國(guó)內(nèi)外研究動(dòng)態(tài)、研究?jī)?nèi)容與創(chuàng)新點(diǎn)、研究方法與研究的技術(shù)路線。第二章相關(guān)概念界定及研究理論基礎(chǔ)分析。包括產(chǎn)業(yè)結(jié)構(gòu)的相關(guān)概念、產(chǎn)業(yè)結(jié)構(gòu)演進(jìn)的相關(guān)理論、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整理論、可持續(xù)發(fā)展理論、循環(huán)經(jīng)濟(jì)發(fā)展理論。第三章全球產(chǎn)業(yè)結(jié)構(gòu)趨勢(shì)與運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整回顧。包括全球產(chǎn)業(yè)發(fā)展的新趨勢(shì)、運(yùn)城市基本概況介紹、運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整回顧。第四章金融危機(jī)影響下運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)暴露的問(wèn)題。包括金融危機(jī)對(duì)運(yùn)城市經(jīng)濟(jì)的影響、金融危機(jī)下運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)暴露的問(wèn)題：主要表現(xiàn)在區(qū)域產(chǎn)業(yè)結(jié)構(gòu)趨同化；三次產(chǎn)業(yè)結(jié)構(gòu)欠優(yōu)化；第一產(chǎn)業(yè)結(jié)構(gòu)性矛盾突出；第二產(chǎn)業(yè)發(fā)展方式粗放；第三產(chǎn)業(yè)發(fā)展整體滯后。第五章國(guó)外產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的借鑒。包括國(guó)際產(chǎn)業(yè)演進(jìn)的歷程、美國(guó)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、日本產(chǎn)業(yè)結(jié)構(gòu)升級(jí)、國(guó)外產(chǎn)業(yè)結(jié)構(gòu)升級(jí)模式的借鑒。第六章當(dāng)前形勢(shì)下對(duì)中國(guó)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的建議。包括制定運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的發(fā)展戰(zhàn)略、運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的基本原則、運(yùn)城市產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的方向。
[Abstract]:Adjusting and optimizing the industrial structure is one of the six key points in the 11th Five-Year Plan of China. The rational industrial structure and the coordinated development of the industry are the basic premise and important guarantee for the rapid and healthy development of the economy. The economic recession caused by the international financial crisis has swept the whole world. The economic situation of the whole province has turned sharply and Yuncheng, as a small and medium-sized inland city, has also been greatly affected. In this situation, the adjustment and upgrading of the industrial structure of Yuncheng will be a long and complicated process. Even if the financial crisis passes smoothly and the economic development begins to recover, we must continue to promote the adjustment and upgrading of China's industrial structure. To ensure rapid and sustainable economic development. Yuncheng is a traditional agricultural region of Shanxi Province, with a long-term resource-type, extensive development of the historical background. The environmental, economic and social problems of the region are extremely prominent. Although it has been planned and managed for many times, it has not completely changed the backward development outlook of the region in the end. Under the current new development situation and the historical opportunity, the strategic research about "transformation" needs to be carried out again in this paper, through the understanding of the basic condition of the industrial structure of Yuncheng city and the analysis of the existing problems, using the relevant theory of industrial structure. Based on the reference to the evolution of international industrial structure, the countermeasures to adjust and upgrade the industrial structure under the current situation are put forward. The main methods used in this study are the combination of comparative analysis and personality analysis, the combination of field survey and literature review, and the combination of theory and empirical methods, to study the industrial structure of Yuncheng city. The main contents are: the first chapter introduction. Including the background and significance of the topic, research trends at home and abroad, research content and innovation, research methods and research technical route. The second chapter defines the related concepts and analyzes the theoretical basis of the research. It includes the related concepts of industrial structure, the theory of industrial structure evolution, the theory of industrial structure adjustment, the theory of sustainable development and the theory of circular economy development. The third chapter reviews the trend of global industrial structure and the adjustment of Yuncheng industrial structure. Including the new trend of global industrial development, Yuncheng basic fact sheet, Yuncheng industrial structure adjustment review. The fourth chapter is about the exposure of Yuncheng's industrial structure under the influence of the financial crisis. Including the impact of the financial crisis on the Yuncheng economy, the problems exposed to the industrial structure of Yuncheng under the financial crisis: mainly reflected in the convergence of the regional industrial structure, the underoptimization of the three industrial structures, the prominent structural contradictions in the primary industry; The second industry development mode is extensive; the third industry development lags behind as a whole. The fifth chapter draws lessons from the upgrading of foreign industrial structure. It includes the course of international industrial evolution, the upgrading of American industrial structure, the upgrading of Japanese industrial structure, and the model of foreign industrial structure upgrading. The sixth chapter proposes the adjustment of China's industrial structure under the current situation. It includes formulating the development strategy of the industrial structure adjustment of Yuncheng city, the basic principles of the industrial structure adjustment of Yuncheng city, and the direction of industrial structure adjustment in Yuncheng city.
