【摘要】：隨著經(jīng)濟(jì)全球化進(jìn)程的不斷推進(jìn),科技創(chuàng)新能力已經(jīng)成為一國(guó)或地區(qū)在激烈競(jìng)爭(zhēng)中取得勝利的關(guān)鍵因素。在影響科技創(chuàng)新的眾多因素中,資本是最重要的因素,對(duì)科技創(chuàng)新的成敗起著決定性作用。根據(jù)國(guó)際上流行的觀(guān)點(diǎn),金融系統(tǒng)主要通過(guò)資本形成、配置資源、分散風(fēng)險(xiǎn)、提供清算和支付手段、監(jiān)督經(jīng)營(yíng)者并解決激勵(lì)問(wèn)題等功能來(lái)促進(jìn)科技創(chuàng)新。 1988年9月,鑒于國(guó)內(nèi)科學(xué)技術(shù)發(fā)展的現(xiàn)狀以及國(guó)際上的發(fā)展趨勢(shì),鄧小平同志適時(shí)地提出了“科學(xué)技術(shù)是第一生產(chǎn)力”的著名論斷；1995年5月6日頒布的《中共中央國(guó)務(wù)院關(guān)于加速科學(xué)技術(shù)進(jìn)步的決定》,首次提出在全國(guó)實(shí)施科教興國(guó)的戰(zhàn)略；中央政府在十六屆五中全會(huì)上明確地提出了建設(shè)“創(chuàng)新型國(guó)家”的重大戰(zhàn)略思想。這些都足以表明科技創(chuàng)新在一國(guó)或地區(qū)發(fā)展中的重要性。在全球經(jīng)濟(jì)一體化的大背景下,研究環(huán)渤海地區(qū)金融發(fā)展對(duì)科技創(chuàng)新的促進(jìn)作用、加快金融體制改革、優(yōu)化金融結(jié)構(gòu)、拓寬融資渠道、更好地為科技創(chuàng)新和經(jīng)濟(jì)發(fā)展服務(wù),進(jìn)而提升環(huán)渤海地區(qū)在全國(guó)的綜合競(jìng)爭(zhēng)力,具有重要意義。 本文選擇環(huán)渤海地區(qū)為研究對(duì)象,主要內(nèi)容共分為六部分：第一部分,對(duì)研究進(jìn)行的背景及意義做簡(jiǎn)要的說(shuō)明,回顧現(xiàn)有的國(guó)內(nèi)外文獻(xiàn),并簡(jiǎn)要說(shuō)明了文章的主要內(nèi)容、研究方法以及可能的創(chuàng)新和不足；第二部分,主要基于歷史演變的角度詳細(xì)闡述創(chuàng)新理論和金融發(fā)展理論的發(fā)展,并總結(jié)這些理論研究給予的啟示。同時(shí),也對(duì)科技創(chuàng)新、金融發(fā)展以及環(huán)渤海地區(qū)等概念進(jìn)行了界定；第三部分,詳細(xì)分析了金融發(fā)展通過(guò)資本形成、風(fēng)險(xiǎn)分散、信息揭示以及激勵(lì)約束等功能促進(jìn)科技創(chuàng)新的途徑、機(jī)制,為后續(xù)研究奠定基礎(chǔ)；第四部分,采用定性描述與定量分析的方法對(duì)環(huán)渤海地區(qū)科技創(chuàng)新、金融發(fā)展的現(xiàn)狀進(jìn)行研究,并進(jìn)一步探討影響金融支持科技創(chuàng)新的影響因素；第五部分,首先對(duì)環(huán)渤海經(jīng)濟(jì)區(qū)金融支持科技創(chuàng)新的現(xiàn)狀進(jìn)行精確描述,得到一幅清晰的環(huán)渤海經(jīng)濟(jì)區(qū)金融支持科技創(chuàng)新的圖像。然后構(gòu)建多元驅(qū)動(dòng)模型,并運(yùn)用固定效應(yīng)等模型對(duì)環(huán)渤海經(jīng)濟(jì)區(qū)金融發(fā)展、政府干預(yù)、人力投入等指標(biāo)對(duì)不同形式的科技創(chuàng)新的影響程度進(jìn)行實(shí)證分析。實(shí)證結(jié)果為：金融體系規(guī)模對(duì)科技創(chuàng)新具有顯著正向促進(jìn)作用；金融體系結(jié)構(gòu)對(duì)科技創(chuàng)新具有正向促進(jìn)作用；金融體系活躍程度對(duì)科技創(chuàng)新具有負(fù)向抑制作用；第六部分,通過(guò)上述理論和實(shí)證分析得出的結(jié)論,并參考國(guó)內(nèi)外金融支持科技創(chuàng)新的有關(guān)案例,嘗試性地提出進(jìn)一步優(yōu)化環(huán)渤海地區(qū)科技創(chuàng)新中金融支持體系的對(duì)策建議。
[Abstract]:With the development of economic globalization, the ability of scientific and technological innovation has become a key factor for a country or region to win in the fierce competition. Capital is the most important factor, which plays a decisive role in the success or failure of scientific and technological innovation. According to the internationally popular view, the financial system promotes scientific and technological innovation mainly through the functions of capital formation, allocation of resources, diversification of risks, provision of clearing and payment means, supervision of operators and solving incentive problems. In view of the present situation of the development of science and technology in China and the trend of development in the world, Comrade Deng Xiaoping put forward the famous conclusion that "science and technology is the first productive force". The "decision of the CPC Central Committee and the State Council on accelerating the Progress of Science and Technology" promulgated on May 6, 1995, put forward for the first time the strategy of rejuvenating the country through science and education in the whole country; At the Fifth Plenary session of the 16th Central Committee, the central government clearly put forward the important strategic thought of building an innovative country. These are enough to show the importance of science and technology innovation in the development of a country or region. Under the background of global economic integration, this paper studies the role of financial development in promoting scientific and technological innovation in the Bohai Rim region, speeds up the reform of the financial system, optimizes the financial structure, broadens the financing channels, and better serves the scientific and technological innovation and economic development. Therefore, it is of great significance to enhance the comprehensive competitiveness of the Bohai Rim region in the whole country. In this paper, the Bohai Rim region is chosen as the research object. The main contents are divided into six parts: the first part, the background and significance of the study are briefly explained, the existing literature at home and abroad is reviewed, and the main contents of the article are briefly explained. The second part elaborates the development of innovation theory and financial development theory based on the historical evolution, and summarizes the enlightenment from these theoretical studies. At the same time, it also defines the concepts of scientific and technological innovation, financial development and the Bohai Rim region. The ways and mechanisms of information disclosure and incentive and restraint to promote scientific and technological innovation, which lay the foundation for further research. Part four, the qualitative description and quantitative analysis are used for scientific and technological innovation in Bohai Rim. The present situation of financial development is studied, and the influencing factors of financial support for scientific and technological innovation are further discussed. The fifth part, firstly, accurately describes the current situation of financial support for scientific and technological innovation in the Bohai Sea Rim Economic Zone. Get a clear image of financial support for scientific and technological innovation in the Bohai Sea Economic Zone. Then we construct a multivariate driving model, and use the fixed effect model to analyze the influence degree of different forms of scientific and technological innovation on the financial development, government intervention, manpower input and so on. The empirical results are as follows: the scale of financial system has a significant positive effect on scientific and technological innovation; the structure of financial system has a positive role in promoting science and technology innovation; the degree of active financial system has a negative inhibitory effect on science and technology innovation; part six, Based on the conclusions of the above theoretical and empirical analysis, and referring to the relevant cases of financial support for scientific and technological innovation at home and abroad, this paper tries to put forward some countermeasures and suggestions for further optimizing the financial support system in the scientific and technological innovation around Bohai Sea.
