【摘要】：創(chuàng)新是國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展的靈魂，是促進(jìn)經(jīng)濟(jì)增長(zhǎng)的動(dòng)力，是實(shí)現(xiàn)可持續(xù)發(fā)展的源泉。面對(duì)科學(xué)技術(shù)發(fā)展的日新月異以及國(guó)際競(jìng)爭(zhēng)的日益激烈，增強(qiáng)創(chuàng)新能力是21世紀(jì)科學(xué)技術(shù)發(fā)展的戰(zhàn)略部署，是增強(qiáng)國(guó)家綜合實(shí)力、保障國(guó)家經(jīng)濟(jì)安全的重要因素，也是轉(zhuǎn)變發(fā)展方式、調(diào)整產(chǎn)業(yè)結(jié)構(gòu)的關(guān)鍵環(huán)節(jié)。 加強(qiáng)國(guó)家地方聯(lián)合創(chuàng)新平臺(tái)的管理是區(qū)域創(chuàng)新的一項(xiàng)重要舉措。一方面，國(guó)家地方聯(lián)合創(chuàng)新平臺(tái)有比較好的系統(tǒng)集成、技術(shù)研發(fā)和工程化能力，具有明顯的創(chuàng)新資源優(yōu)勢(shì)和創(chuàng)新集聚能力，對(duì)于構(gòu)建和完善各具特色和優(yōu)勢(shì)的多層次區(qū)域創(chuàng)新體系，促進(jìn)跨區(qū)域、跨行業(yè)的聯(lián)合，為實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)持續(xù)發(fā)展提供了有利的技術(shù)支撐，進(jìn)而實(shí)現(xiàn)國(guó)家經(jīng)濟(jì)社會(huì)發(fā)展的戰(zhàn)略需求和國(guó)家自主創(chuàng)新基礎(chǔ)能力建設(shè)規(guī)劃。另一方面，國(guó)家地方聯(lián)合創(chuàng)新平臺(tái)是圍繞地方主導(dǎo)產(chǎn)業(yè)、特色產(chǎn)業(yè)等重點(diǎn)發(fā)展領(lǐng)域，為解決當(dāng)?shù)禺a(chǎn)業(yè)或經(jīng)濟(jì)發(fā)展的瓶頸問(wèn)題提供共性技術(shù)支撐，并對(duì)當(dāng)?shù)叵嚓P(guān)產(chǎn)業(yè)發(fā)展、結(jié)構(gòu)調(diào)整有較好的輻射、帶動(dòng)作用。 本論文以重慶市為例，對(duì)國(guó)家地方聯(lián)合創(chuàng)新平臺(tái)的構(gòu)建管理進(jìn)行了研究。通過(guò)對(duì)國(guó)內(nèi)外先進(jìn)國(guó)家和省市創(chuàng)新平臺(tái)的研究，借鑒成功的管理經(jīng)驗(yàn)；通過(guò)對(duì)重慶市國(guó)家地方聯(lián)合創(chuàng)新平臺(tái)建設(shè)管理現(xiàn)狀的分析，，發(fā)現(xiàn)其存在的問(wèn)題和不足；通過(guò)構(gòu)建國(guó)家地方聯(lián)合創(chuàng)新平臺(tái)建設(shè)管理的評(píng)價(jià)指標(biāo)體系，有利于創(chuàng)新平臺(tái)的正確定位，更好地為行業(yè)和區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展服務(wù)；通過(guò)提出完善重慶市國(guó)家地方聯(lián)合創(chuàng)新平臺(tái)建設(shè)管理的對(duì)策建議，有利于搭建創(chuàng)新資源配置更優(yōu)、聯(lián)合創(chuàng)新能力更強(qiáng)、具有良性自我發(fā)展機(jī)制的創(chuàng)新平臺(tái)。
[Abstract]:Innovation is the soul of national economic and social development, the motive force to promote economic growth and the source of sustainable development. In the face of the rapid development of science and technology and the increasingly fierce international competition, enhancing the innovative ability is the strategic plan for the development of science and technology in the 21st century, as well as an important factor for strengthening the comprehensive strength of the country and ensuring the national economic security. It is also a key link in changing the mode of development and adjusting the industrial structure. Strengthening the management of national local joint innovation platform is an important measure of regional innovation. On the one hand, the national and local joint innovation platforms have relatively good system integration, technological research and development and engineering capabilities, and have obvious advantages in innovation resources and innovation agglomeration. It can build and perfect the multi-level regional innovation system with its own characteristics and advantages, promote cross-regional and cross-industry union, and provide favorable technical support for the sustainable development of regional economy. Then realize the strategic demand of national economic and social development and national independent innovation basic capacity building plan. On the other hand, the national and local joint innovation platform focuses on local leading industries, characteristic industries, and other key development areas, providing common technical support for solving bottlenecks in real estate or economic development, and developing local related industries. Structural adjustment has better radiation, driving effect. Taking Chongqing as an example, this paper studies the construction and management of national local joint innovation platform. Through the research on the innovation platform of advanced countries, provinces and cities at home and abroad, the paper draws lessons from the successful management experience, analyzes the present situation of the construction and management of the national local joint innovation platform in Chongqing, and finds out its problems and shortcomings. By constructing the evaluation index system of the construction and management of the national local joint innovation platform, it is beneficial to the correct positioning of the innovation platform and better service for the development of industry and regional economy and society. By putting forward the countermeasures and suggestions to perfect the construction and management of the national local joint innovation platform in Chongqing, it is beneficial to build an innovation platform with better allocation of innovative resources, stronger joint innovation ability and benign self-development mechanism.
