【摘要】：產(chǎn)業(yè)轉(zhuǎn)移是經(jīng)濟(jì)全球化和區(qū)域經(jīng)濟(jì)一體化條件下出現(xiàn)的生產(chǎn)資源要素跨國(guó)界、跨區(qū)域流動(dòng)和重新配置的經(jīng)濟(jì)現(xiàn)象,是生產(chǎn)力發(fā)展到一定階段的必然要求和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級(jí)的必然結(jié)果。當(dāng)前我國(guó)經(jīng)濟(jì)發(fā)展已進(jìn)入新常態(tài),河南要推進(jìn)經(jīng)濟(jì)轉(zhuǎn)型,就必須進(jìn)一步承接國(guó)際國(guó)內(nèi)的產(chǎn)業(yè)轉(zhuǎn)移。近年來,河南承接產(chǎn)業(yè)轉(zhuǎn)移的規(guī)模不斷擴(kuò)大,領(lǐng)域不斷拓展,模式不斷創(chuàng)新,載體日益扎實(shí),綜合帶動(dòng)效果顯著。但在承接過程中,仍存在著承接產(chǎn)業(yè)轉(zhuǎn)移的層次不高、承接載體的配套能力不足、資源環(huán)境壓力加大、人力資源結(jié)構(gòu)性矛盾突出等問題。為搶抓機(jī)遇,加快承接產(chǎn)業(yè)轉(zhuǎn)移,必須加強(qiáng)對(duì)承接產(chǎn)業(yè)轉(zhuǎn)移的規(guī)劃和引導(dǎo),創(chuàng)新招商引資的方式方法,加強(qiáng)產(chǎn)業(yè)集聚區(qū)和鄭州航空港經(jīng)濟(jì)綜合實(shí)驗(yàn)區(qū)等載體建設(shè),著力提高吸收消化和自主創(chuàng)新能力,積極營(yíng)造良好的投資環(huán)境,建立健全評(píng)價(jià)機(jī)制。
[Abstract]:Industrial transfer is an economic phenomenon which appears under the condition of economic globalization and regional economic integration. It is the inevitable demand of the development of productive forces to a certain stage and the inevitable result of industrial structure adjustment and upgrading. At present, the economic development of our country has entered the new normal, Henan must undertake the international and domestic industrial transfer further in order to promote the economic transformation. In recent years, Henan continues to expand the scale of industrial transfer, expanding the field, the mode of innovation, carrier increasingly solid, comprehensive driving effect is remarkable. However, in the process of undertaking, there are still some problems, such as low level of undertaking industry transfer, insufficient supporting capacity of undertaking carrier, increasing pressure of resources and environment, outstanding structural contradiction of human resources, etc. In order to seize the opportunity and speed up the undertaking of industrial transfer, we must strengthen the planning and guidance of undertaking industrial transfer, innovate the ways and means of attracting investment, and strengthen the construction of carriers such as the industrial agglomeration area and the economic comprehensive experimental area of Zhengzhou Airport. Efforts will be made to improve the ability of absorption, digestion and independent innovation, to actively create a good investment environment and to establish and improve the evaluation mechanism.
