【摘要】：在經(jīng)歷了令世人驚嘆的三十年高速增長之后，中國的經(jīng)濟增長似乎重新站上了十字路口。轉(zhuǎn)型發(fā)展成了當(dāng)今出現(xiàn)最為頻繁的詞匯之一，從根本意義上講，轉(zhuǎn)型發(fā)展與產(chǎn)業(yè)轉(zhuǎn)型的目標(biāo)具有一致性。在中國現(xiàn)行的經(jīng)濟體制下，財政依然在經(jīng)濟發(fā)展中發(fā)揮著極為重要的作用，對于經(jīng)濟發(fā)展有著巨大的影響力，如何利用好這只“看得見的手”？ 本文首先分析了我國產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀和存在的問題，進(jìn)而對建國以來的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整過程中的財政政策進(jìn)行了整理歸納，在此基礎(chǔ)上構(gòu)建產(chǎn)業(yè)結(jié)構(gòu)指數(shù)，，研究財政政策對于產(chǎn)業(yè)結(jié)構(gòu)的影響，并以高新技術(shù)產(chǎn)業(yè)為例，研究財政政策在扶持新興產(chǎn)業(yè)方面的作用。得出結(jié)論，財政政策對于產(chǎn)業(yè)結(jié)構(gòu)的高級化有顯著作用，投資結(jié)構(gòu)的調(diào)整對產(chǎn)業(yè)結(jié)構(gòu)的變化也有著重要影響。高新技術(shù)產(chǎn)值占比與財政對于高新技術(shù)的產(chǎn)業(yè)扶持的力度正相關(guān)，但近些年來工業(yè)發(fā)展方式粗放，高新技術(shù)產(chǎn)業(yè)的占比并沒有隨著工業(yè)的發(fā)展而提升。最后根據(jù)以上結(jié)論對公共財政框架下的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化調(diào)整提出相應(yīng)政策建議。
[Abstract]:After three decades of amazing growth, China's economic growth seems to be at a crossroads. Transformation has become one of the most frequent words. In a fundamental sense, the goal of transformation and industrial transformation is consistent. Under the current economic system of China, finance is still playing an extremely important role in economic development and has great influence on economic development. How to make good use of this "visible hand"? This paper first analyzes the present situation and existing problems of industrial structure in China, and then summarizes the fiscal policies in the process of industrial structure adjustment since the founding of the people's Republic of China, and constructs the industrial structure index on this basis. This paper studies the influence of fiscal policy on industrial structure, and takes high-tech industry as an example to study the role of fiscal policy in supporting emerging industries. It is concluded that fiscal policy plays a significant role in the upgrading of industrial structure, and the adjustment of investment structure also has an important effect on the change of industrial structure. The proportion of high-tech output value is positively related to the financial support for high-tech industries, but in recent years the industrial development mode is extensive, and the proportion of high-tech industries has not increased with the development of industry. Finally, according to the above conclusions, the paper puts forward corresponding policy recommendations on the optimization and adjustment of industrial structure under the framework of public finance.
