【摘要】：隨著亞太區(qū)域新型生產(chǎn)與服務(wù)網(wǎng)絡(luò)的日益深化,近年來該地區(qū)的自由貿(mào)易協(xié)定增長(zhǎng)迅猛。其中,"區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系"和"跨太平洋伙伴關(guān)系協(xié)議"這兩個(gè)巨型自由貿(mào)易協(xié)定是當(dāng)前由東亞國(guó)家和美國(guó)分別主導(dǎo)的推進(jìn)亞太經(jīng)濟(jì)一體化的不同軌道,對(duì)亞太各國(guó)都產(chǎn)生了深刻的影響。作者從傳統(tǒng)貿(mào)易關(guān)系、價(jià)值鏈貿(mào)易關(guān)系、傳統(tǒng)貿(mào)易政策與"第二代"貿(mào)易政策的視角分析了亞太各國(guó)對(duì)于"區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系"和"跨太平洋伙伴關(guān)系協(xié)議"的路徑與策略選擇。未來亞太經(jīng)濟(jì)一體化有四種方式,即自由貿(mào)易協(xié)定網(wǎng)絡(luò)、"區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系"、"跨太平洋伙伴關(guān)系協(xié)議"和亞太自由貿(mào)易區(qū),它們之間具有整合、趨同、互補(bǔ)和競(jìng)爭(zhēng)的相互關(guān)系與發(fā)展路徑。中國(guó)應(yīng)靈活利用亞太地區(qū)的多重合作機(jī)制,統(tǒng)籌兼顧,重點(diǎn)以"區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系"談判推進(jìn)亞太區(qū)域一體化建設(shè),并積極倡導(dǎo)與推進(jìn)亞太自貿(mào)區(qū),同時(shí)應(yīng)逐步接納與試行基于全球價(jià)值鏈的現(xiàn)代高標(biāo)準(zhǔn)與高質(zhì)量的貿(mào)易規(guī)則,提高自身自由貿(mào)易協(xié)定網(wǎng)絡(luò)的質(zhì)量水平。
[Abstract]:With the deepening of new production and service networks in the Asia-Pacific region, free trade agreements in the region have grown rapidly in recent years. Among them, the two giant free trade agreements, the Regional Comprehensive Economic Partnership and the Trans-Pacific Partnership Agreement, are currently different tracks leading by East Asian countries and the United States, respectively, to promote Asia-Pacific economic integration. It has had a profound impact on all countries in the Asia-Pacific region. The author starts from the traditional trade relations, the value chain trade relations, From the perspective of traditional trade policy and "second generation" trade policy, this paper analyzes the path and strategic choice of "Regional Comprehensive Economic Partnership" and "Trans-Pacific Partnership Agreement" in Asia-Pacific countries. There are four ways of future Asia-Pacific economic integration, namely, the Free Trade Agreement Network, the Regional Comprehensive Economic Partnership, the Trans-Pacific Partnership Agreement and the Asia-Pacific Free Trade area, which are integrated and converged, The relationship between complementarity and competition and the path of development. China should make flexible use of the multi-level cooperation mechanism in the Asia-Pacific region, make overall plans, focus on "regional comprehensive economic partnership" negotiations to promote Asia-Pacific regional integration, and actively advocate and promote the Asia-Pacific Free Trade area, At the same time, modern high standards and high quality trade rules based on global value chain should be accepted and tried step by step, and the quality level of their own free trade agreement network should be improved.
