【摘要】：從中部地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移中政府政策更加富于科學(xué)性角度出發(fā),在2000—2011年跨度中選取典型年份的經(jīng)濟(jì)發(fā)展和環(huán)境保護(hù)特征數(shù)據(jù),并通過與全國平均水平和發(fā)達(dá)地區(qū)同期數(shù)據(jù)相對比,對中部地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移的經(jīng)濟(jì)和環(huán)保兩個角度進(jìn)行現(xiàn)狀分析。依據(jù)分析結(jié)果,通過文獻(xiàn)檢索、文件查詢、實(shí)踐調(diào)研和專家(或領(lǐng)導(dǎo))訪談,歸納總結(jié)影響承接產(chǎn)業(yè)轉(zhuǎn)移中政府政策的環(huán)境倫理方面22個影響因素,并基于問卷調(diào)研和統(tǒng)計(jì)分析篩選出10個核心因素。結(jié)合影響因素在地方政府的"理性經(jīng)濟(jì)人"角色、環(huán)境資源的公共屬性形成外溢效應(yīng)、環(huán)境政策的差別化等方面對造成中部地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移中政府政策的環(huán)境倫理缺失主要因素進(jìn)行了分析,并對中部地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移的政府政策轉(zhuǎn)型主要方向提出了對策建議。
[Abstract]:From the point of view of more scientific government policy in undertaking industrial transfer in the central region, the characteristic data of economic development and environmental protection of typical years are selected in the span of 2000-2011. By comparing with the national average level and the data of the same period in the developed regions, the present situation of the economic and environmental protection in the central region to undertake industrial transfer is analyzed. Based on the analysis results, through literature retrieval, document query, practice research and experts (or leaders) interviews, summed up the impact of 22 factors affecting the environmental ethics of government policies in undertaking industrial transfer. Ten core factors were selected based on questionnaire survey and statistical analysis. Combining the role of "rational economic man" in local government, the public attribute of environmental resources forms spillover effect. This paper analyzes the main factors of environmental ethics deficiency of government policy in undertaking industrial transfer in the central region, and puts forward some countermeasures and suggestions on the main direction of government policy transformation in undertaking industrial transfer in the central region.
