低碳經濟背景下廣元市招商引資對策研究

【摘要】：招商引資已經成為欠發(fā)達地區(qū)經濟發(fā)展的重要推動力,并且引進企業(yè)的數量和質量直接影響當地經濟和社會的可持續(xù)發(fā)展。目前,低碳經濟已經成為我國倡導和遵循的經濟發(fā)展模式,是社會可持續(xù)發(fā)展的推進器,同時也是招商引資的理念指導。本文以廣元市為例,通過借鑒國內其他地區(qū)招商引資的成功經驗,綜合運用文獻研究法、分析調查法和案例分析法,探討了廣元市在招商引資中存在的問題,提出了低碳經濟背景下的招商引資對策。全文分為五章：第一章提出本文研究的背景和意義、國內外研究現狀、研究目的、思路、方法及創(chuàng)新點和不足；第二章概述了論文研究的理論基礎；第三章分析廣元招商引資現狀,包括環(huán)境建設、主要措施、工作成效以及帶來的積極作用；第四章分析了廣元在低碳經濟背景下招商引資中存在的問題及原因,研究發(fā)現,廣元招商引資主要存在以下問題：政府職能定位不清晰,缺乏合理招商引資機制；土地資源流失,制約招商引資項目落戶；招商引資的產業(yè)失衡,不利于低碳經濟發(fā)展；招商引資要素保障不足,投資環(huán)境不夠優(yōu)化；招商引資方式單一,創(chuàng)新動力不足；招商引資還處在全球價值鏈中低端,附加值低。原因是區(qū)位優(yōu)勢欠缺,面臨高碳投資鎖定的風險；園區(qū)企業(yè)進入門檻低,缺乏合理的引進標準；地方政府的政績驅動,導致招商引資盲目性；園區(qū)企業(yè)規(guī)劃滯后,導致招商進展緩慢等；第五章探討了廣元在低碳經濟背景下招商引資的對策：明確政府職能定位,樹立低碳理念,制定低碳招商政策；整合土地資源,提高土地使用效益；招商引資中企業(yè)和項目引進上嚴格標準；明確招商引資重點,優(yōu)化升級引資產業(yè)結構；堅持招商選資,引進上下游企業(yè)；招商引資改變能源結構和建設循環(huán)經濟產業(yè)園；優(yōu)化招商環(huán)境,發(fā)展多元招商模式等。
[Abstract]:Attracting investment has become an important driving force of economic development in underdeveloped areas, and the quantity and quality of imported enterprises directly affect the sustainable development of local economy and society. At present, low-carbon economy has become the economic development model advocated and followed by our country. It is the propeller of social sustainable development, and it is also the guidance of the idea of attracting investment. This paper takes Guangyuan City as an example, through drawing lessons from the successful experience of attracting investment from other regions in China, synthetically using literature research method, analyzing investigation method and case analysis method, discusses the problems existing in investment promotion in Guangyuan City. The paper puts forward the countermeasures of attracting investment under the background of low carbon economy. The full text is divided into five chapters: the first chapter puts forward the background and significance of this study, the domestic and foreign research status, research purposes, ideas, methods and innovation points and deficiencies, the second chapter summarizes the theoretical basis of the paper; The third chapter analyzes the current situation of Guangyuan attracting investment, including environmental construction, main measures, work results and the positive role brought by Guangyuan. Chapter four analyzes the problems and reasons of Guangyuan attracting investment under the background of low-carbon economy. The main problems of attracting investment from Guangyuan are as follows: the function of government is not clear and the mechanism of attracting investment is not reasonable; the loss of land resources restricts the establishment of investment projects; the industrial imbalance of attracting investment is not conducive to the development of low-carbon economy; The factors of attracting investment are insufficient, the investment environment is not optimized; the mode of investment is single, the innovation power is insufficient; the investment is still in the low end of the global value chain, and the added value is low. The reasons are the lack of location advantage, facing the risk of high carbon investment lock; the low entry threshold of park enterprises, the lack of reasonable standards of introduction; the local government's performance drive, leading to the blindness of attracting investment; the backwardness of the park enterprise planning, The fifth chapter discusses the countermeasures to attract investment in Guangyuan under the background of low-carbon economy: clear government function, establish low-carbon concept, formulate low carbon investment policy, integrate land resources, improve land use efficiency; Strict standards for enterprises and projects to attract investment; make clear the key points of attracting investment, optimize and upgrade the industrial structure of attracting investment; insist on attracting investment, introduce upstream and downstream enterprises; attract investment to change energy structure and build industrial park of circular economy; Optimize the investment environment, develop multiple investment models and so on.
