【摘要】：社會發(fā)展的基本宗旨是人人共享、普遍受益。在當(dāng)前，，通過實現(xiàn)基本公共服務(wù)均等化，讓人民共享改革發(fā)展成果，是解決民生問題、化解社會矛盾、促進社會和諧、體現(xiàn)社會公平的迫切需要。為實現(xiàn)共享改革發(fā)展成果的目標(biāo)，我國政府重視推進基本公共服務(wù)均等化，但現(xiàn)階段仍面臨諸多挑戰(zhàn)，依然存在許多非均等化現(xiàn)象。從技術(shù)上來看，主要是因為目前我國基本公共服務(wù)評價體系還未健全，基本公共服務(wù)評價能力較低，還缺乏基本公共服務(wù)綜合評價的方法與技能，因此這就需要一個健全的基本公共服務(wù)評價體系來對公共部門的行為進行約束和引導(dǎo)。 當(dāng)前，廣東省處在以發(fā)展方式轉(zhuǎn)變?yōu)橹骶�的第二次轉(zhuǎn)型與改革的關(guān)鍵階段。進入以公平和可持續(xù)發(fā)展為目標(biāo)的第二次轉(zhuǎn)型與改革的新階段，城市化戰(zhàn)略地位開始凸顯。這必將面臨著產(chǎn)業(yè)升級與人口素質(zhì)不高，經(jīng)濟效益與共享式發(fā)展的矛盾等突出矛盾。這迫切需要推進基本公共服務(wù)均等化來解決這些矛盾。因此廣東省政府提出要深入推進基本公共服務(wù)均等化綜合改革。當(dāng)前，廣東省正在積極探索推進基本公共服務(wù)均等化的路徑。 本文分為6個部分，從基本公共服務(wù)均等化的定義、基本公共服務(wù)范圍的界定，基本公共服務(wù)指標(biāo)體系設(shè)計的原則，確定指標(biāo)權(quán)重方法的選擇，綜合評價方法的運用等方面入手，參考了國內(nèi)外的研究情況，結(jié)合廣東省的人口狀況，提出了廣東省基本公共服務(wù)均等化的指標(biāo)體系，并利用該體系及相關(guān)統(tǒng)計數(shù)據(jù)，運用基于模糊層次分析法的多層次灰色關(guān)聯(lián)分析模型，對廣東省當(dāng)前的基本公共服務(wù)均等化現(xiàn)狀進行綜合評價，得出了廣東省當(dāng)前基本公共服務(wù)區(qū)域間差距極大，基本公共服務(wù)均等化總體水平處于較低層次，各指標(biāo)發(fā)展不均衡的結(jié)論。為廣東省乃至全國今后推進基本公共服務(wù)均等化建設(shè)提供參考，對有關(guān)政策部門制定基本公共服務(wù)均等化政策將有一定的參考價值。
[Abstract]:The basic purpose of social development is for everyone to share and benefit from it. At present, it is an urgent need to solve people's livelihood problems, resolve social contradictions, promote social harmony and reflect social equity by equalizing basic public services and letting people share the fruits of reform and development. In terms of technology, the main reason is that the evaluation system of basic public services in China is not perfect, the evaluation ability of basic public services is low, and the comprehensive evaluation methods and skills of basic public services are lacking. A sound basic public service evaluation system is needed to constrain and guide public sector behavior.
At present, Guangdong Province is in the key stage of the second transformation and reform with the transformation of development mode as the main line. As the second transformation and reform with the goal of fairness and sustainable development, the strategic position of urbanization is becoming prominent. It is urgent to promote the equalization of basic public services to solve these contradictions. Therefore, the Guangdong Provincial Government proposes to further promote the comprehensive reform of the equalization of basic public services. At present, Guangdong Province is actively exploring ways to promote the equalization of basic public services.
This paper is divided into six parts. Starting with the definition of the equalization of basic public services, the definition of the scope of basic public services, the principle of designing the index system of basic public services, the selection of the method of determining the weight of the index, and the application of the comprehensive evaluation method, this paper refers to the research situation at home and abroad, and puts forward a wide range of proposals in light of the population situation of Guangdong Province. The index system of the equalization of basic public services in eastern Guangdong Province is established. Based on this system and related statistical data, the current situation of the equalization of basic public services in Guangdong Province is comprehensively evaluated by using the multi-level grey relational analysis model based on Fuzzy Analytic Hierarchy process. The conclusion is that the overall level of equalization of public services is at a lower level and the development of various indicators is not balanced.
